The America brought thirty-two passengers, & portion of whom stop at this place. The principal feature of the political news by this arrival, is the resignation of the Russell Minis- try in England. The cotton market was oxtremoly active, ata slight advance. The sales of the week wore up wards of seventy-four thousand bales. The value ef breadstuffs has undergone no ma terial ohange sinos the departure of the steamer Franklin, on the 18th February. The provision market was steady. Lard had Blightly advanced. The resignation of the Russell Ministry was whol- dy unexpected, and had created the most intense excitement. No new cabinet had been formed, and ell was @onjocture as to whom the Queen would call to her assistance. Tho news from France, and from the Continent generally, presents no feature of exciting interest. Affairs in England. DEFEAT AND RESIGNATION OF THE MINISTRY, ETC ‘The great political event of the week was the defeat and resignation of the Russell ministry, on the Leoal Bilitia Bill. Lord Pamensros moved that the word “local” should b estricken out of the bill, and that the proposed forces Bhould be perambulatory—not confined to England, Bootland. or Ireland—but might be sent to ay quarter of the United Kingdom where it might be required. Oa this proposition of Lord Palmerston, the ministry joined issue, and were defeated on the division, by a vote of 136 ageinst 126. Bubsequently to this expression of the Commons, Lord John Ruseell intimated that, having lost the confidence of the House, he could no longer hold office The event ‘was wholly unexpected, both in and out of Parlismsnt, eepeoially as on the previous night the ministry had a decided majority on Lord Naas’s motion of a want of vonfidence, arising out of the Clarendon and Burch (the Irish editor) affair—the pumber voting on that occasion being 137 fur the motion and 232 sgaiast it. When the bill to increase the capital stock of the Man- battan Gas Company was reported in the Houss, Mike Walsh moved to send it back tothe committee. He was opposed to the increase of another million, so as to give them the monopoly of lighting all the upper portion of the oity for a long period of time. The friends of the bill wan! to hurry it through, but Mike’s motion pre- vailed. The Chancery Fund Billcame up in committee, when three commissioners were appointed, at $2,000 a year each, to take of that fund.
