The steam- ship Arctic, for Liverpool, to-morrow, will take out about one million in coin, principally gold. ‘The demand for foreign exchange, to-day, was only mo- erate. All classes, political, religious, financial, and commer- cial, appear tohave no conception of the result of the movements going on in this section of the world They have all cast themselves into the tide, and the current is feet bearing them onward. The power appears irresist- ible, and no one; reems disposed to oppose it ; there is & sort of charm in the influence brought to bear, that fascinates every one, and governs them according to its will. Noone seems to know or care where all this may Jead, or what will be the consequence of the course the mass is now pursuing. The public mind has been seized by @ master spirit, which is forming it to meet ite purposes. Every rect, every party, every class, from the lowest to the highest, have been mysteriously capti- vated—they know not how or why, or what, will be the result, The same spirit prevails in Congress—in our State Jegislatures—in city councils, churches, with men,women, and children—in fact, it is all pervading, is found every where, and gives a complexion to everything. It would be well enough for those who sre deeply interested in these movements to pause, and look below the surface— to take the second sober thought, and lok a little be- yond the present excitement. They will, by so doing, see enough to alarm them, and induce them to put their affairs in @ proper etate to meet the approaching crisis. The proceedings of Congress in relation to Koseuth, are fraught with danger; steps have already been taken which cannot be retraced. It will be some little time before we shall see the effect of our acts; but those who look more closely into the political state of Europe cannot resist the conviction that we will be com- pelied to play a prominent part in the creat drama about being placed upon the European stage. We have already become @ party ; we may not be required to take an active part in the contest about commencing, 2 put the moral influence we shall exert will be immense, s<agnd we have no doubt the course of events in Europe will be acceletated considerably by the policy pursued by Congress and the people of the United States, in re- lation tothe movements and mission of the great Hun- aarian, ‘We are eseentially a practical people; but in this in- stance we have been led along blind with excitement. We bave not, with our usual caution, calculated the cort, and it may be more than wecan even at this time estimate. The people of Europe have everything to gain by & political. financial, and commercial revolution. The governments, or those involved with those governments and their public debts, have everything to lose. The capi- taliets of Europe, no do ubt, look upon theproceedings in this country, in relation to the political affairs of their | governments, with fear and trembling; and well they | may. Whatever may have been the result of the move- ments of Korsuth in Great Britain, it would have re- quired a longer period for developement, and the effect | might have been comparatively partial, but for the incentive given to liberal principles by the sympathy and fupport of our people. If we afferd practical aid—if we individually provide the sinews of war—so much the bet- the effect will be greater, and the result more speedy. l, therefore, be attributed to the people of the United States, whetever movement may be made in revo- Jutionizing the political affairs of Europe. The effect of this moral ald and support, upon our political relatio: with European governments, is question for after con- sideration. At present, we have not actually compro- mised ourselves. The President and his cabinet, Con- eres snd (he House of Representatives, can ofi- elally and individuallyand undoubtedly haves right to—honor Korouth in any-way they please; but they have no right to infringe upon treaties or implicats us as & government, in the political troubles and turmoils of ne- tions with which we are at peace. In the first place, there is no necessity for our 60 doing, and it is a question ‘if i would not impede, rather than advance, the cause which every one on thisside of the Atlantic isso deeply interested {m. As much as we would deprecate any movement calculated to retard the progress of liberal principles in every rectio: of the world, we shouid oppose every aot tending to destroy the obligation of treaties, or y deviation from the policy #0 long practised by our government. The people will do all that is required to accomplich the object Im view. Political movements from this time forth, will be more or lets regulated by this great question, It will insinuate iteelf in our Jocal and general elections. We have more-much more—to lose than gein by « revulsion growing out of arevolution. At pre- sent we are in the midst of unparalleled prosperity and productiveness, and whatever cours to interrupt this state of things, must prove fatal to our most important interests. It is true, we are now shipping gold at an average of million of dollars per week, and doubtless would continue to, without any unfavorable conse- quences. It isthe natural course of trade, and would regulate itself, unless operated upem by other influences. It is these influences that we fear, and our apprehensions are, unfortunately, well grounded. We are the catepaw of European financiers and capitalists, whenever they have any difficulties to encounter. They look to us for aid and comfort in their extremity, and have never found us wanting. In times of scarcity and famine they de- pend upon our granaries for supplies; the industry ot the manufacturing classes of Europe is regulated by our markets. We have become a nation of the first impor- tance in the minds of European capitalists. It is, there- fore, probable that the first effect of a revolution would fall with overwhelming severity upon us. We look for markets abroad for hundreds of millions of our products, principally of the soil; and any cessation of that demand ‘would restrict our resources materially, while it would not prevent immense shipments of European manufac: tures to this country, on European account. We should be called upon to make larger payments for goods consamed, without having anything but gold to meet them. It therefore becomes us to be prepared for the emergency. ‘The middle and lower classes of Europe have, for some time past, beem secretly hoarding up the precious metals in anticipation of trouble. Millions upon millions have, in this way, been withdrawn from the channels of com- merce ; and the first sound of civil war would cause tens of millions more to disappear. All thisie near at hand, and we have only to disconnect ourselves as rapidly and as effectively as possible, from those foreign interests likely to be most injured, to prevent within our own limits one of the most disastrous revuisions ever experienced ‘We must not, under ‘he present excitement, lose sigh’ of the future. ‘The depreciation already realized in prices for certain kinds of property, is calculated to make speculators more cautious in their movements. Cotton has declined fifty per cent, real estate nearly as much, and we have nct yet touched bottom. Recent sales of houses ani lots in the most fashionable sections of the city, show that people have not yet taken leave of all their senses, andare not disposed to pay more for property than it is intrinsically worth. We have not yet reached panic prices; but the actual value of houses and lands, for actual use, will soon be the regulator in all transactions, Capitalists and business men on this side of the Atlan- tic, do not realize the dangers of their position; but there is evidently a feeling of doubt and distrust taking possession of their minds, which will, before the lapse of many days, be visible in the movements of commerce. It is not s time to rush headlong into operations of any kind; but, om the contrary, time for contraction, and those who withdraw themselves from speculation, or from the fancy investments of the day, will be able to look more calmly upon the progress of political events, whieh, sooner or later, must undermine every political, financial, commercial, and, we might say, social institu. tion im Europe. ‘The annexed statement exhibits the value of foreign dry goods entered at this port for consumption, for warehousing, and withdrawn from warehouse, during the week ending the 17th inst:— Movements or Forsicn Day Goons.
