NEWS BY THE MAILS. @ur Washington Correspondence. Wasuisaton, Nov. 20, 1851. Anniversary of the Baltimore Fire Department— The Procession, §c. The anniversary of the Baltimere United Fire ‘Department came off yesterday, and was seally & splendid affair, the plearure attending which, as related to those who were more busily engaged, a3 well as the immense crowds of spectators, was en- hanced by the mellow tints and bland air of an Indian summer day. Thirty-one fire amd hose companies turned out ‘on this occasion—fifteen of which belonged to Bal- timore ; the others were from Philadelphia, Alex- andria, Washington, aad different localities in the State, numbering, | should suppose, in the aggre- gate, fifteen hundred members. The procession was formed in Lombard street about balfpast ten e’clock, and at twelve the Mayor arrived in a carriage, having on his right ‘Thomas N. Lock, Esq., a venerable lema and one of the oldest ae. of the city, an also accompanied by J: a Le Grand. In another carriage, drawn by four horses, were the Rev. Dr. Roberts, of the Wesleyan persuasion, (the orator of the day,) and ex-Mayor Hunt. Asthe companies passed ), they sa- luted the y, or calher Mr. Loel ) returned the compliment by repeatedly uncovering, as did those ia the other carriage. He wore the purple cape and hat of the Mechanical Com to which be belongs. The manner in which th Co- lumbia Hose Company, of Philadelphia, saluted, ‘was peculiarly graceful and tout a /a militaire—the Singers slight! nome the hat, with the palm of the 0; turned outwards, the members wear- white gloves, as was the case with those of the er companies. en, were tastefully decorated with flowers, and in some cases were drawn by eight, ten and twelve horses; but in others, more bee os aire by hand. Some of the companies wore scarlet jackets, or frock coats—the latter was the dress of the New Market companies—with hats of the same color. ‘The Mountaineers ef Cumberland wore le jack- ets and bate, as did one or two other companies; the Independent—the oldest company in the city—wore drab frock eats. The Mountaineers had oxtend- ed on their engine—surrounded with bushes—a stuffed deer, whieh had been kiiled by one of their number {was much struek with the athletic appearance of the men who were thus assembled, and their erey and independent walk, particularly with at of the members of the Deptford company, who wore white jackets. They - men, from the roundne: their shoulders an oomprest chests; had these cin thrown forward in their natural position, they would have been a body “se A most graceful walkers | ever saw. Ul business seemed to have beenthrown aside, and the Streets were filled with of all races, ranks and conditions. It was estimated that the cost of the day’s celebration to the community, in logs of labor and actual expense, will be $60,000; of this it is said that the Mechanical Society will expend fifteen hundred dollarsin the entertainment of their guests ; which is very probable, as the Benbow are persons of considerable standing and red to be workin; After nie throw, = different streets, the pro- cesaion proceeded to Monument Square, where they were addrsssei by the orator of the day; and as the cars left Baltimore at five o’slock, we met one of the companies on its return; until which hour, everything had gone on poanetalty, and | trust nothing sul juently occurred to oul, the close of a day ttat had so auspicious and creditable a cem- mencement ©ur Baltimore Correspondence. Avoany, Nov 19, 1351 Speaker ship of the Howse of Assembly by tho newspapers, it appears to be conceded, of Gli sides, that the whigs will have a majority of two in the House. If thore were no collateral or indirect questions pending, and if there was no di vision of silver gray and woo! head, then, oven with this bare majority, the w! would as easily ¢lect their offieers and control t branch of the Lee re, as if their msjority was a score or two. There are some eight or ten silver grays elect od, aod two certain, who are uncompromising James Monroe, of New York, sod Tunis Van Vechten, of this city; and upon them, as they hold the balance of power, will depend bow the House oll be organized. The Sewardites will attempt to seduse the grays into a daucus on the night pre- ceding the assembling of the Legislature Should 1 theg ete get 0 swallow that bait, and go | 6, i into o @oror y Poutd be bound, ip au o abide by tue desision or the polit mejor | stated to have abolition notions, and the bosom friend of Seward, will drive the silver grays from his support. On the other hand, the democrats ee Noel a ottls tute of talent necessary for ne ate their members are . most prominent am he ie is Mra CA dabaoie ‘ot ture several years Cranes, who was in the He is spoken of as likely to be the caucus pw ve of the “united democracy.” It is aot asked whether any of the members on that side of House are bunkers er baroburners. There ia not the shadow of expectation that any democrat can be elected Speaker. There is, however, another view which may ba taken in relation to the Speakership. The silver grays holdirg the balance in the House, and having among them a member more superior qualifications for the chair than either of the other parties, may insist upon ing, him reeerer, volens. This geatiemen is Col James Moa roe, of the T'welfth ward, in the city of New York He has been in public iife longer, and been more conspicuous than any other member elect. In Con- gress he exhibited much ability, and in the Legis- lature of 1850, he ranked amoag the ablest ate courteous debators in the House. He is an iacorri- gible silver gray, and is as ultra upon the slavery question as any Seuth Carolinian. abolition- ints jit oppess him to the last extremity. Now, as Mr. Monroe would be most exceedingly flattered with the honor of being Speaker, and his friends would likely ask for no other officer of the House, it is among the possibilities that a union may be formed between the democra‘s and the silver grays. Wa such a Dorgain, a democratic clerk, and other cers, 4 be secured, and the Sewardites, whe were so abusive last year, although maddened with rage, will be panes in a minority, without aay power and share of the spoils. Upon reflection, and a careful review, we cannot ferceive how any other persen can be els a, Speaker but Col. Monroe. The enmity exist and growing more intense every day, between te two sections ofthe whig party, will prevent au agreement upon a candidate. When the democratic members find, after a dozen or so of unsuccessful trials, that they cannot succeed, and after having fulfilled ail their party obligations imposed upon them in caucus, they wiil be justified in making choice of the least unexceptionable Speaker. Be- sides, there isadebt of gratitude obligatory upoa them, for the great assistance rendered by th: silver grass in several localities. Had the friends of Mr. ueees 3 in Monroe county, repudiated the Seward nemination for Senator, and voted for a and the demoeracy would not have rejoiced in the control of the Senate Mr. Hatch, of Buffalo, and Mr. Summons, of Oata- rio, both democrats, to the House, besides cast- | ing hundreds of votes for the hunker portion of the State officers. It is, therefore, a matter whisa would be only reciprocal, if the democrats vota for a silver gray Speaker, after they become ooa- vinced that one of their own party cannot succeed.
