A lot having been procured long sinee in Spring street, mar for the erection of a tower, which is much de- hat locality, I would respectfully recomaend thatean iron tower be soon erected there. As the tower on Centre Market dilapidated and insecure. with a bell weighing ovly four thousand pounds, and dea- gerously vibrates high wind, or during an alarm, and as there is sufficient space on the lot where engine No. 9 is located, in Marion street. not fur di@ant, I would recommend that an iron tower be erected there. ‘The Jefferson Market bell tower having been destroyed by Gre on the wth ultimo, I propose that an iron tower be erected in its stead, near its former locality; and I e+pecially urge that it be immediately erected, as there is not a solitary tower in 0 tion on the west side of ourcity. The tower on the Tombs was destroyed by fire some yeare since, whichglike the Jefferson Market tower, was built of wood, which should be an sdmoaition against the erection of wooden betl towers hereafter ‘The telegraphic wites connected with the bell towers, whore completion was urged in my last annual report, whiets bad been abandoued for veviral years by Mr. Houre, the original contractor, [am pleased to inform yoa.sre at length completed. and aru invaluably effective their instant communication to every tower ia the city, in what district the fire is, which will save the fire- men mach tnoceeseary ludor. by their prereation cf the numerous fale alarins which have bitherto misled them, in the gbsence of there telegraphic wires. The entire opparatus, however is necessarily of very delicate contruction, and murt be ured with great care by the bell ringore, or it at once becomes utterly inoperative. And it grievee me to inform you that the telegraphic ap: paratus ie often seriously injured, either by the bell ringora themes ives, or by some of the numerous friends who uncenringly vieit them, who often ase it without cccasion, plmply to gratify their curiosity, thereby mis- leading and creating general confusion at the bell towers (broughout the city, and, of course, throw the Depariment. You have long been aware that [ have no power toprevent such mischievous evils, and that I cannot avert the elightest or most aggravated dereliction of public duty by the bell ringers, they being policemen, ‘apd reeponstbie only to the Police Department, which does not hold them to that rigid accountability that the Chief Engineer would, for their dereliction in the towers. Tho Prometheus brings advices from California fifteen days later than previously received. The P. left San Juan on Monday, the 4th inst., at 11 o’clock, A. M., and arrived at quarantine at 6 o'clock yesterday morning, bringing the passengers of the steamer Pacific, which left San Francisco om the 14th ult., and arrived at San Jaan del Sud onthe 29th ult. The Pacific brought 425 passengers and $800,000 in gold dust. The passengers who came across the Nicaragua route had first fifteen milea of land carriage, they then took the steamer Direo tor across Lake Nicaragua, and then, in the new iron steamer Sir Henry Bulwer, down the San Juam river to the Prometheus, in thirty: two hours running time.
