The banks care very little what law exists restricting their movements and operations. It makes very little differ- ence to them, They have a power too potent to be med- died with, with impunity. The Prohibition of bank issues of less denomination than | fives, willdo more to increase our metalic circulating | medium than anything else, The circulation of the Bank of Virginia and branches, is composed almost en- tirely of fives and upwards, and more than one-half of its eireulation is composed of twenties and upwards. In relation to the debt of Texas, and the expectations of the creditors of that State, the Galveston News says:— “If the Legislature, at the ensuing session, thall mani- fost a disposition to meet the creditors in a spirit of conciliation and justice, they will readily and cheerfully make coneessions, honorable to themselves and liberal | towards the State. The citizens of Texas , generally,have anticipated that a portion ef the ten millions would be appropriated to internal improvements and the endow- ment of schools, Without some such fund, the State will not have adequate means of developing, as rapidly as is desirable, the great wealth it is some day destined toenjoy. It is believed, however, that if the creditors will accept in cash the rate at which the debt has been sealed by the Comptroller, under the provisions of th act of the Legislature, and the residue of the debtin land at one dollar per acre, to be lovated wherever they may ose, on any portion of the hundred millions of vacant lands within the State, public opinion would sanction | such an adjustment without hesitation.
