Weare not aware that any other class would be benefited in the least by par redemption, and it will probably be opposed by the whole banking capital of the imterior. In the first place, we doubt the feasibility of the plan, no matter how beneficial it might prove. We do not believe that a bank, with @ capital of twenty, instead of two mil- lions, could accomplish the object the projectors of the ‘ Bank of the Metropolis” have in view. The geogra- phical porition of this city, alone, is sufficient to d wt it any such intention, and such will be the result ef this movement. Boston is most favorably situated to sustain a system of par redemptions, where it extends no further than the New England States, and even with all its advantages in that particular, it was with the greatest difficulty that the Suffolk Bank succeeded sm bringing the banks of those States into the arrange. ment. In the event of the Bank of the Metro~ polis” succeeding in establishing a system of par re- demption for the Btate of New York, we should be fairly overrun with iseues of banks located in Ne England, New Jersey, Pennsylvania, Michigan, &0., &o., and the discount would be sufficiently large to attract there who have large weekly payments to make to me- chanics and others. In this way the circulation of our Btate banks would be reduced, and it would result in the liquidation of « large m ver of our free banks; in the oreation of banks in our neighboring States, and.in fact, ina complete derangement ef the existing stock security banking system of this State. Upen such re presentations as have been made relative to the object ot starting this “ Bank of the Metropolis,” it is probable that the capital stock of $2000,000 will be taken by thore who expect to derive a great benefit from the propored par redemption system. It will be seen that several items have been charged to the contingent fund, for deficiencies ascertained upon settling and balancing the books at Springfield. A deficiency of funds was found to exist at the Albany station, arising principally from neglecting to call for prompt settle te in former years. These things are now rectified; ystem of prompt accountability frem the agents of the various stations is enforced, and the good effeot* are felt by the treasurer in the financial affairs of the company. Appended to the report is @ statement from the Committee on Accounts, relative tothe defalcation of Mr. Ware, of Springfield, the cashier of the Corpora- tion. The facts in this case are familiar to the public. The amount of the deficiency is stated by the commit. tee to be $68,354 98.
