The Ebony Lime—Clay and Benton to clash bo-mor- row—The Howse Doing but Little—The Tariff Schemes—The New Daily Penny Paper to be Started in Washington—James Buchanan’s Arrival, §c. The ebony line is looking up to-day. A doou- ment in its favor, from the New York Colonization Society,was presented to the Senate to-day. Also, & memorial in its favor, from the Constitutional Convention of Ohio, signed by three-fourths of its members. Mr. Benton offered a@ bill in the Senate to-day, to donate to the State of Missouri, two percent en all the proceeds of the sales of the public lands in Missoun, for school and other purposes, which he contends that State is entitled to, but has not re- ceived. Mr. Clay hoped the bill would be laid aside until to-morrow, when he would be prepared to show that not one cent was due to Missouri, from the festa government. So we may expect an intel- lectual brush to-morrow, from two opposing s fan ‘The House has been on the deficiency bill to-day, in Committee of the Whole. Pde od were made against and for the manner in which the public busineas is done in the Executive de- partments. Among the schemes now pushed here,there 18 one to amend the tarifi, so as to increase the duties on iron, coal, worsteds, and Woolleng, but not on cot- tons, It is represented to be a Cass and an anti- Buchanan scheme. Mr. Ross, of the Sixth District, Pennsylvania, has it in tow, and is to pre- sentit. The persons lobby ing most for it, are Mr. Levin, the member, Dr. Eckhart, ex-member from Pennsylvania, and Mr. Johu F Tucker, President of the Reading Railroad. On the other hand, the New England interests, in the tariff line, are now represented here by Messrs. James Read and Amos Tenney, of Boston, who will have, in a day or two, some Rhode Island manufacturers to co~ operate with them. These New England c-ntiétien insist that if the tariff is to be anended, us they hope it will be, then colores cottoh goods must have a showing, as well 48 iron, worsteds,&c. They ask an increase of ten per cent, and if they get ie are willing to go for an increase ‘ot fitteen per cent on iron, agreeably to Mr. Ross’s scheme. Butif colored cottons are not to be protected, then they will go agammet the iron interest, Xe. A few days will now bring to light the move- ment which has been hatching, with regard to the tariff. Mr. Strong, of Pennsylvania, a democrat, has agreed to offer, as an amendment to the defi- ciency bill now before the House, a resolution giving an additional duty on iron and some other articles. The matter has not yet been definitely decided on, so that it is impossible to say how far it will go. The quarrel commenced yesterday in the demo- cratic convention, and the nominating of an ex- tra set of delegates by the seceders, savors some- thing of the establishment of a new party. The quarrel was the Irish clique having secured a ma- jority for Judge Campbell, as their candidate for the Supreme bench.
