NEWS BY THE MAIL Our Washington Correspondence. Wasuineton, Dee. 2, 1850. The effect of the Message—The Reports of the Depart- ments— The World’s Fair, &c. The message of the President is a clear and paper, and was listened to by the House with marked attention. The remark was generally made thatit was a “first-rate message.” It takes strong ground in favor of a modification of the tariff, and if I might judge by the expression on the countenances of the ultra free traders, headed by Mr. Bayly, of Virginia, there will bea severe battle fought before an inch is conceded. Still, a Joan, ore modification of the tarifl is inevitable, ‘and the impression prevails that the latter course ‘will eventually be adopted. The Secretary of the ‘Treasury is preparing a mass of evidence to show the frauds which take place under the present ad valorem system, and as this is the great principle of the taritf ot 1846, if once abandoned, the citadel can easily be taken. The friends of protection are in high feather in consequence. The establishment of a bureau of agriculture is warmly recommended. There was a favorable feeling towards it last session, and I suppose it will be adopted. The telegraph rumor of a probable difficulty between this country and Spain, is a humb: Any person who saw the placid face of the Spani~ minister to-day, would feel convinced that even the apprehension of another Lopez expedition has faded away. The Nicaragua affair remains, it a pears, in statu quo; from the tone of the message, however, it may safely be inferred that British interference will not be tolerated The report of the Postmaster General will com- mand universal etiention, well for the impor- tance of the suggestions contained in it, as the comprehensive and business like manner in which itis written. He recommends, it will be seen, a reduction in the rate of postage upon letters, to a uniform standard of three cents, where the letters prepaid, and five cents upon unpaid. The reduction vpen newspapers and pamphlets is also touch needed—whilst the advantages which will be derived by onr cinzens on the Pacific are of the eatest importonce. The establishment of an seistant Posimasier General and an Auditor, to Teside in Califorvia, will also greatly facilitate the interests of the people there. There is one suggea- fon which the report makes, which will be hailed with pleasure by every one who resides here—the buildiog of a suitable city post office. The present structure would searcely make a decent barn, whilst, a8 a post office, it is a disgrace to the de- periment. Major Hobbie proceeds this month to Havana, to make regulations wich regard to the mail service at that plece. At present, great delay is experi- enced in our mail arrangements with that island. The Mejor leaves the department next spring, and Ibeg to wish hin every success in bis new field, to which he wiil bring talents and experience. It was stated that the President had given orders for the fitting out of the Pennsylvania lige of battle carry the articles of Armenian industry which are to be exhibited at the great World’s Fair. Of course, the report wes untounded. The store ship was selected by the committee here, because it could be nited out without expense.
