Second, The two sections of the Judiciary bill, [A] to wit, sections 3 and 4. Third, The last section of amendment (DJ, and some other concluding sections, to perfect the bill. Mr. Dayton moved to amend the amendment or substitute of Mr. Mason, by striking it out, and in- werting Mr. Webster's amendment, which pro- vides that the person claiming a man as a fugitive slave, shall make oath and affidavit of the fact, &c.; and ifthe said alleged fugitive shall swear to the contrary that be isa free man, then there shall be a jury of twelve men called of the com- munity where the said fugitive may be seized, to ty the case, Ne ter debate, the amendment was rejected, 11 to anda similar ameadment by Mr. Winthrop, by 11 to 2 Mr. Pratt ofiered an amendment, which was or- exed to be printed MUR ‘Gerais ceiver: to:be’ diepnend. pean which will aid ¢ Soutbern slaveholders against the kidnapping operations of Gerntt Smith & Co. —a bill which will provide, in fact, some farther securilies, at lvast, by_law, fer the recovery of fugitive slaves. The South, however, do not ap- peer to have much faith in any practical relief, with the public sentiment of the North so decidedly in favor of aiding, rather than arresting, the escape of runaway negro Wasmneron, August 19, 1850. House refusal to take up the Compromise bills from the Senate—Prefers acting on Civil and Diplo matic bill—Senate on the Fugitive Slave bill— Houston m his seat— Promises to give Wallace a dressing down—Speculations as to the end thereof. P An attempt was made in the House this morniag, to take up the compromise bills from the Senate, for the purpose of making them the order of the day for to-morrow. ‘The motion made was to sus- pend the rules. It was m by Mr. Ashmun. The yeas and nays stood 94 to 94, The Southern members, with two or three exceptions, voted @gainst suspending the rules. One of the standing r of the House declares that “all proceedings touching appropriations of money shall first considered in a committee of the whole Howe This rule may have had some weight in causing the House to refuse to teke up the bills in question for the purpose avowed, as two of them, the Utah bul, and the Texas boundary bill, make appropria- tions ef money ‘The House next went into Committee of the Whole aad took up the Civil and Diplomatic Appropriation dill. All sorts of five minutes speeches were made on the amendments cilered to it, Hothiog was said or done requiring special note while the House was in committee. In the course of the proceed- ings in the morning, Mr. Inge provoked the Speak- er to some considerable extent, by refusing to take hia seat when requested to doso. Much confu- sion for a short time evailed, several members calling upon the Speaker to call out the refractory subject by name. This, however, was not done. Order was restored without subjecting the Speaker to be thus personal In the Senate, after some uninteresting morning business had been considered, the order of the day; togwit :—The Fugitive Slave bill, was taken up. Amendments were offered and discussed. The speakers were Messrs. Mason, Winthrop, Butler, Dayton, Jeflerson Davis, Underwood, Chase, Cass and others. At the usual dinner hour the discus- sion was still going on, with little hope that the bill would be disposed of to-day. General Houston was in his seat, calm and placid a8 ever, notwithstanding the furious attack made upon him by Mr. Wallace, of the House. ‘Old Sam” is really wiat Johnny Foy called the late General Dawson, who was a member of the House from Louisione. “Ah, General,” said Johnny, “you are a paycock of a man!” General Houston having informed his friends that he should notice Mr. Wallace in the Senate to-day or to-morrow, and deal with him as he de- gerves, it was very generally ee that he world fulfil his promise today. But at half past three o’clock he had not done so. To-morrow he may fire his gun. We shall see. Senator Foote has gone to the Virginia Springs te recruit his health. Senator Clemens leaves te- morrow for the South or North, | forget which. Mr. A. H. Stephens, of the House, has gone home to Georgia. Mr. Tom Ewing was not in his tem- porary seat to-day.
