Arvest of @ Dishonest Servant —On Thureday last, a ‘woman by the name of Mary Dowd was in the employ of Mr Michael Clary residing at No, 216 Cherry street, and during the temporary absence of the family, this ‘woman broke open « trunk. stealing therefrom $62 60, together with reveral articles of clothing the property of Mr. Clary. After she bad stolen the money, she left the h. d escaped from the city to Prince Jersey. The whereabouts of this woman was aso ed, and complaint was made before Justice Osborne, who ieeued a warrant for ber arrest, and yesterday Officer Bedell took the accused into custody, and brought ber back to this city, for trial on the charge. On searching the person of the accused, $48 Of the stolen money was recovered Arrest on Suspcion.—Officers MeManus and Dowd, of the Sixth ward police, arrested on Saturday night three suspicious characters, by the names James MeGuire, Thomas Fenton, and George Thompson, having in their Boing four broche shawis, three aN four linem pocket handkerchiefs, and les, for which owners are wanted. Gold and ailver, represented to be in the vaults of any bank, | area very poor protection to the bill holders, as the | probability is that when it is most wanted it cannot be | found, and as for the capital of banks established under the old system, it is our firm conviction that in not o1 care in five js it actually paid up in fall. Tkebillholder | has not, therefore, the smallest security; and the fre- quent explorions we have recorded during the past fif- teen years, have shown that banks go on, year after year, with a good credit, when they have been for years rotten to the very core. Gold and sllver frequently | takes legs and walk away between two days. Capital | is frequently composed of the promissory notes of di- rectors, which are never found when most wanted. | Under the old banking system, we have no guarantee | that the circulation will ever be redeemed; and with the exception of banks in large cities, not one bank in @ bundred could, upon presentation, redeem « fiftieth part of its issues. Under the State stook system, the re- demption of every bill is guarantied. The issues a1 good for their face while the bank is in operation; and | ‘n the event of a suspension, they are worth more than | their face, for, if properly protested, they draw interest atthe rate of eighteen per cent per annum. Oppo- nents of this system point to the failures that occurred inthe early stages of ite operation, as evidence of its imperfections, &, We admit that when this law was first adopted in this State, it was very imperfect; but | ) the greatest defect was in making bonds and mortgages, and the stock of insolvent, delinquent States, the basis of the circulation. Since the failures and losses on issues which were caused by the depre- ciation of the stocks of our delinquent States, the law has been much improved, and the issues of banks established under the law, as it now stands, are | better and safer than gold and silver. United States and New York State stocks now form the basis of the circulation of free banks in this State; and if there is any better security In the wide world, we would like to see it. Members of the Legislature of Pennsylvania should bear in mind, when they are pointing to the operation of this law in this State, soon after it was first adopted, that it was the delinquency of their own State, (the stock of which was received in deposit for circulating notes, at ite par value.) more than eny- thing else, that caused such serious losses to bill bold- ers, and created, for the time, such a strong prejudice egainst the system. We have, however, learned, by dear ¢xperience, to put no trust in the stocks of other States, an@ we do notaek the Legislature of any State that may adopt the State stock security system of banking, to put any trust in New York State stocks. Let every tub stand on its own bottom. The demand tor our stooks for banking purposes, and for invest. ment, has already carried prices for the long sixes up fiftees 4 sixteen per cent premium, which is about three per cent above United States Sixes of longer dates; and as our debt becomes reduced, under the operation of the sinking fund, we shall hardly be tofurnish capital for our own banks, and therefore | have no wish that our stocks should be taken in other States, as the basis of « banking system. We want to see each State take care of its own public debt, as we | have, instead of making it a burden upon the commu- nity. We want to see it made available in securing the public against the swindling operations of financial speculaters, and in protecting society against a set of — scoundrels, who are ready at all times to prey upon it | The stocks of our delinquent States might, at a cafe | margin, be made the basis of a banking system, aaeet | | to the wants of the people of each. The adoption by other States of a system of banking | similar to that in operation in this, would be directly | opposed to the interests of our banks and bankers, as it would deprive them of « wide field im the South and West, now covered by their issues. The West has ® | very limited local paper currency, and the issues of our banks are #0 favorably known, and considered 60 se- | cure, that they are received in preference to all others. | So long as weenjoy the monopoly of the State stock system, we shall enjoy the advantages of « large and exten: elroulation. The currency of this State is re generally used than that of any other, in pur- chasing produce at the West and tections of the country, and it isa long time after it gets into eireulation, before it is returned for redemp- | tion. The brokers in Wall street have for a long time | deen complaining of the scarcity ef New York State | currency, and the probability is that they will con- | tinue to have cause for complaint. Being at the western extremity of the State, it has the whole West for the circulation of its bank issues; and as the depot of an immense amount of the products of the western country, it becomes the gteat point of exchange operations. The administration bas now two champions in the Senate, viz: Gevernor Seward, who represents the so- ber, serious, bypocritical piety of Mr. Ewing, and Mr. Truman Smith, who perronates the coarse, vulgar, bloated buffoonery of Mr Clayton. The two together, reflect the Ewing-Clayton cabinet, in its double serio- comical aspect. Mr. Seward found it rather « herd task to stand up 4p the Senate and receive a whipping every day; ro Mr. Truman Smith was called in to divert the audi- ence with his broad humor. While the Senate may be convulsed with laughter at Mr Truman Smith, Gov. Seward may recruit bis strength for another melo- dramatic performance; but | doubt much whether the administration will be ableto find another Senator willing to form a trio with those worthies. Mr. Ewing isa man of parts. He understands how to make people work for him, and he has @ will to make himself obeyed.
