Bite of Affairs in Washington—A Prevailing Calm. ‘There is a prevailing calm in the world political; and the whigs, the sick, the dejected, the hepeful and the despairing, still wait the moving of the waters. They have rippled a little from day to day, but the squall that rolls up the white caps, and easte the rubbish on shore, all along the coast, has yetto come. We are waiting for it—we must have it, or the administration becomes tame and Megative, instead of being bold and positive in its ter. Th 2 still, however, some transac- ae aa mailer pojntments, and a good deal ger oues. this city, has superseded Mr. Edward Stubbs, as a confidential clerk in the State Department. Mr, Stubbs, it is supposed, was removed at the instance ot the friends of Mr. Webster, for the offence of disclosing the record of the secret service tund of John Tyler’s administration, avd of Mr. Webster’s transactions as Secretary ot State, to Mr. C. Jared Ingersoll, of the House, during the 23th Congress; and as far as we understand the rules ot the de- puttment, this disclosure, on the part of Mr. Stubbs, transcended his legitimate fuactions. His discharge, then, in this view of the case, canavt be regarded as an act of proscription. _ Jobn Bell, of Tennessee, Gen. Harrison’s Secre- tary of War, and the whig successer of Mr. Jar- Ragin, in the Senate, a strong man, 18 now spoken of as the probable succeesor of Mr. Bancroft at the Court of Victoria Regina. The chief competitors tor the trip to the Queen of Spam, are Mr. Barringer, of North Carolina; Mr. Stanley, ot North Carolina, and Col. Webb, ot New York; and from all the lights on haad, we ure compelled to believe that Col. Wedd has some ground for his expectations of the appoint: ment. The Colonel prefers Spain to all otaer places, because of the delightful excitment of con- and Phe tinual war in that attractive country. Ex-Governor Pennington, of New Jersey. de- clines the appointment ot Governor of Minnesota, and Col. Mitchell, ct Ohio, will probably be next appointed. A good ard capable officer ashe has proved himeelt, 1t will be a popular choice. Col. Balie Peyton, though standing aloof from estions ‘on the subject, has his friends in s ston, who think that he wall be appointed Minister to Mexico. The distinguished part which the Colonel played, in bringing out General Tay- Icr, would, of i'self, justify the impression that he is to be remembered, and that the beet foreign ap- pein nea (as that 10 Mexico undeubtedly 1s,) may commanded by him it he desires it. The painful intelligence published yesterday, relative to this company, has caused a great anxiety among the friends of thoge who left this city. The telegraphie despatch did not give the names of those who fell victims to the cholera, and a8 a matter of course, the friends of those from this city, were each apprehensive that they had lost a son, brother, or other connextion. The of the company, though many of them joined after the company left thia eity:— Col. HL. Webb, J. W. Audubon, W. Webb, Dr. Kearney, M. B. Valentine, J. H. ‘Tone, J. Lambert, U. stabbed, and some of the police receiving consider- able damage. Hewever, it is not fa:r to stigmatise the whole fire department as rowdies, the parties ‘ticipating in theee riots being the New Market, Yasepeedent: Watchman, and Vivilant, with the United sometimes to take a hand. ‘The number of vessels in port on Saturday, ex- clusive of bay craft, was 19 ships, 6 barks, 31 bres, and 29 sch eoners—'T otal 85. There are but two ships up here now for Califor- nia, the Manchester and the Andalusia. Tae Manchester will sail next week, and will take out the Rev. Mr. Taylor and lady, with two other female relatives, and a large and respectable par- ty ef passengers. Mr. Taylor is een: out by the Methodist Episcopal Church, as a miaslonary, and takes with him the frame work for a ehurch, and a parsonage, and 18 well supplied with ail the articles necessary for a settlement in a new coun- He is a young man, most enthusiastically devoted to his calling; and as he stood in the market house yesterday afternoon, preaching to the multitude, with his hair streaming im the wind, looked like St. John preaching in the wile dernees. Isaac M. Denson, Esq, the warden of the peni- tentiary, yesterday encloeed his resignation to the Governor of Maryland, but has since sent a mes- genger to withdraw it. The cause is said to be the removal of all the old officers of the establish- ment, and the appointment of men incompetent and inefhcient, by the Board of Commissioners. They removed men who are as necessary to the lishment as the wa'ls and machinery, be- cause they happened to be whigs, and appomted those to fill their places who will probably never be competent, because they are democrats. Signorina Tedesco gives a second concert to- morrow evening at Carroll Hall, which will doubt- | less be a great affair. The receipts at her first concert were $875, and the expenses less than $75. The postmastership of Baltimore 1s now said to be eettled on Mr. Maddox, at present, and for ma- ny years past, chiet clerk in the officeé The other epplicants, Col. Monroe, of the Baltimore Patrvt, and Z. Collins Lee, are as wrathy as fleas in a tar- bucket, and have given up all hopes. As I have said frequently before, the Baltimore appointments get in the palm of the hand of the Hon. Keverdy Jobnson; and those who stood quietly by and saw him hooted end hissed in the rotunda of the Ex- change, need expect no mercy. The Patriot was silent on the eubject, not having uttered a word of condemnation, and Mr. Johnson has doubtless an acute memory of the fact. There will be more i and guaching of teeth yet trom this cause. The Patriot aiso endeavored to turn the tide against him for his speech onthe Mexican war, and every body else remembers that, if Mr. Joha- #on does not; and, it my memory stands good, took ground against him when a candidate for United States Senator, some years since.
