Notwithstanding the favorable complexion of the ‘mews from Eurepe, and the partial depletion of the Sub-Treatury, the stork market closod heavy yesterday. vand quotations for the fancies were with dificulty sus- tained. The principal cause of this is the position of ‘the money market, which is by no means #0 easy as -circumstences would warrant us im expecting. Loans on call can easily be made at seven per cent, and the ‘best business paper in the street is discounted at the f nine and twelve per cent per annut Se long ‘as this state of things exis‘s, so long will quotations for fancy stocks fluctuate from day to day without adva: cing much, and the market continue in a feverish con- tion. The season of the year, the probability of large @mouzts of gold coming trom Catifornia, the dei a n Europe for our stock securities and cur staple pro- duets, the reaction visible in every branch of industry and department of trade, the changes made in the government, and the administration of our public affairs by individuals of wore liberal principles than heir predecessors, ure all caiouin ed to give an impetus to epeculation in this couutry; speculation tempered, ‘we believe, with more judgment than those of previous Years, and less lisble to resuits similar to those which “Have heretofore attended similar movements. So long ‘a8 we bave @ proper Ind«pendent Treasury system, ‘here cannot by avy possibility be a very great infla- gion in prices or in credits. We need be under no ap- prehension that an expansion of bank crodit, similar ‘to that of 1836 and 1837, will occur, so long as the gov- “ernment holds in its hands the power delegated by tho epecie provisions of the Independent Treasury act. A moderate modification of the ac?, agit now stands, ‘would not remove this checX upon the movements of our benking institutions; and we bave no doubt the mew Secretary of the (reasury will point out to Con- grers such alterations as his experience up to the commencement of the next session may dictate. in the mesntime, the present system will, undoubtedly, be administerod with a view to relieve itof its most odious and restriotive features, and its defects done away with @smuohes possible. {bis the commercial community expect; but we want more consistency in the operation ‘of this meacure than characterised the course pursued dy Mr. Walker. A strict enforcement of the most rigid provisions of the act at one time, and a complete wbandonment of them at another, may be well calou- fated so promote the lotorests of certain parties, but (they are injurious to the community generally, and ‘bave created a prejucice against the system, and an ‘Opposition to its exietence, which cannot be easily re- moved. ‘The tariff isa secofMary affair, compared with the financial policy of the government, Certain olasres ‘exe UireOHY and decply interested in the commercial policy of the coun:ry; but c¥éfy ons, no matter what may be his profession or occopation, is directly inte- sested in the system by which the public floances are Fegulated; as prices jor everything we eat, drink, ‘and wear, depend so mach upom the state of the our- qgerey, and the currency depen 0 much upon the position of the governm-nt and the banks, that unless proper checks are exercised, we shall be subjected, as heretofore, to the most ruinous expansions and con- ‘tractions, and the most enormous speculations and re- vulsions, which will baukrupt thousands, who might otherwise have steadiiy pursued their legitimate oc- cupetions, lowly ucoamalated fortunes. We are informed that the People’s Bank, of Pater- Son, N. The receipts thus far tor the ceason exceed any thing previously known. At Chicago, om the Ist of February, there were nearly talf @ mition burhels of wheat ready to go forward ; at the perce of Wirconsia. there will be upon the opsn- ing ¢f mavigat'on more than one million of bushels of wheat. INTELLIGENCE BY THE MAILS, ‘Wasuinarton, March 9, 1849, State of Affaws with the New Admumistration— Dreadful Postion of Some of tha Politicians— ‘The White and Red Roses tm Arms. _Te any man green enough to suppose—is any poor simpleton stupid enough to believe—that Truman Smuth remained here at ‘Washington last summe, writing letters and fran! documents, and quar- relling with Jochua R. Giddings, tor the sole ob- Ject of electing General Tayler? Has any man the credulity to swallow such an idea? Does a Yankee ever enter into any movement if he thinks it cannot be turaed into a speculation 2 No, wr, no. He never does. And a practical Connecticut Yankee 1s the last man ot all to waste his precious time in labors ot empty patriotism, He expects to realize, and must have a wall greanied probabil :ty upon which to go to work. ‘ aseume, then, that Mr. Truman Sauth expected something. We admit that he earnea something, although his circular te the South, making out Case an abolitionist, aud Mr, Fillmore @ conservative on the nigger question, was rather tough. But that ie nothing. ‘The fact 18, he worked hard tor General Taylor ; he, per- haps, expected a place in the cabinet; he has not Sot it, and we ehould like to know the reason. ¢ reason has not been given, but we think ne can guess it. The Southern whige had no faith in Truman, He 1s no more, probably not eo much, an abolitionist as Mr. Collamer; he has aot been as decided uguinst si very inthe House as the gentleman from Vermox, 5 and yet the South have no faith in Truman, thouga, doubtless, a “uve man.” The men ot the South suspected that a Northern politician, who could stretch his consciénce to meet all sorts of sectional quesuons in all parts of the Union, und all in the same day, day atter day, would be less reliable as un adviser o the President than an Open abolinonist, tixed te his principles. In November last, a man of information from the South, informea ua that Mr. Truman Smith would not be the Postmaster General it the Southern at could prevent it; and simply upon the objection that he had proved himself too flexi ble to relied upon. For our part, we think Mr. Smith did the du- tes of the campaign with skill and ability, and ia acting upon the maxim that all 18 tair in war, he did vot necessarily compromise his ideatity with the whigs of the North. 2 The result, however, affords us a good moral. itas this, that although all sorts of means may be Qa »proved, conducive to a great result, the individu. alemploying them 18 apt to be distrusted, It proves, #iso, that the task of doing up the strate- gemp of a political campaign 18 a thankless busi- ness, In Many cases, where it 1s entitled to the first rewards. We have another case—that of John C. Clark, of New York. He did the work at Washington in 1s40, but with that bold, dashing lotrepidity which won even the respect of enemies, he proved himeelt not only aa able tactician, but a most powerful writer, und accomplished his work with- out a sectional subdivision of his labors. He sowed his documents broadcast over the Union, but he was a bitter partizan, and has for some yea¥s been laid upon the shelf. Now, Mr. Clark, ' though compatatively inactive during the last cam- puign, is recollected as a min to be compensated and taken care of. And it he decliaes one good appointment, he may ask another. [tis reported | that he is Bor Bung in tor the New York city Post Office, and that he holds at bay the eaure whig editorial corps of the Corporation and all their Tetainers. We cunuot predict the resuit. Hon. Mr. Dickey, of Pennsylvania, would have | no objections to be Second Auditor, in the place of | General M’Calla. The removal of General Mc- Calla is inevitable, if he does not resign. The | whigs assert that in Kentucky and Tennessee, in “44, he circulated trom the stump seme most pro- digious lies ebout Henry Clay, and they would have the obnoxious man expelled, even af it re- quired a special session of the Keatucky Legivla- ture. Mr. Dickey, not having been re-elected by | the people, ought to be appointed by the President. We ought to take care o: such good friends as Mr. Dickey. ’ | Mr. Galluher, one of the original Taylor men of | Virginia, who risked everything he had in getting oid Zack betore the people, would, it was Aaniaade be appointed Second Assistant Postmast.r Gene ral; but we learn that agentleman, of the name of Waren, from the State of Iowa, will get the ap- pounery and that Mr. Gallaher, from the very fact that he led the whige in the Virginia conven- tion to drop Clay and take up old Reugh and Tough, 1# indebted to the fluence of te Clay people for his failing to receive this appo.atmeat. if uns is really the case, we nave the singatar tact presented to us, of the old hunkers using the ce- sults of their defeat in revenging themselves upon the faction by which they wece defeated. Or, in other words, the old whigs have found in old Zacle the inetrument for the punishment ot the enemies of Henry Clay. We are given to understand that Old Zack will make ouly a few appointinents pending the preseut executive extra session of the Seaate; but that, during the interreguum, he willdeliberately review the whole list of federal benefictares over the Union, and over the world, aud such as are im- peachable (locetocos particularly) on the score of bad character or incapicity, will be walked over to the left We have a dreadful) rumor about Col. Webb.
