HERALD ALMANAC. IMPORTANT POLITICAL STATISTICS, The Hvents of 1848. &e. he. be, “We intend to publish a Henatp Atmanac for 1849, dt will contain, among other valuable matter, the de- ‘tails of the Presidential Elections of 1844 and 1843: and a complete Chronological Table of the important and startling events of the year just closing. Such an Almanec has been much needed. Those now published are not complete enough, nor strictly acourate. We therefore intend to publish one that ewill be correct in every partioular, and unencumbered ‘with useless matter. The Chronological Table of the Events of 1848 will alone be worth the price of the “book. It will be printed in the form of a neat compact pamphlet, and be ready for delivery in a day or two, at sizpence per copy. Agents will please send in their orders. THE CALIFORNIA HERALD. MONEY MARKET. Wednesday, Dec. 27—6 P. M. The market opened firmer to-day, notwithstanding the very disagreeable weather, but the sales were al- most entirely confined to one or twe of the leading fan- *Sies. Harlem and Farmers’ Loan were the two most active stocks on the list. At the first board, Farmers’ advanced 4 per cent; Harlem %; Long Island 3. Canton Co. fell off %. At the second board, Canton Company fell off per cent; Long Island, 4; Farmers’ Loan, %. The semi-annual interest on the public debt of Ohio, due om the Ist of January, will be promptly paid, money having already been received by the agents of the State, for that purpose. “The Chesapeake and Ohio Canal will be completed by the time designated in the contract. A large num- ber of hands are employed along the line, and the force is daily increasing. The quantity and value of salt imported in 1843 exceeds any one of the previous three year: The Bank of America has declared a Alvidend of three and a half per cent. The Chemical Bank has declared a dividend of six sper cent. The Paterson and I{udson River Railroad Company have deolared a semi-annual dividend of four per cent, It hasbeen currently reported that the extension of the Harlem Railroad would not be completed by the Ist of January, but we learn that there is no truth in the rumor. The line will be finished, and the regular trains over the whole length of the road will commence yanning on that day. The engineer found some dif- culty in filling up a small swampy place, and it became mecessury to drive down a few piles, for the purpose of Becuring a firm road-bed. We have repeatedly heard loud and well grounded complaints against the op.ri tions of certain brokers, who were directors in certain companies, and the case referred to above is an tilus- tration of the truth of our previous remarks in relation tothe matter, So long as such # state of things exists, ‘t will be imporsible to build up the credit of the com- ~Vanies concerned, and their stock will be a football in mi-annual the street, subject to all the fluctuations of the most | worthlees fancy. It appears by this official statement, that on the 4th of Maroh, 1848, the directors of the bank were Mable, as principals, for money borrowed from the bank, to the amount of $234,445 96, and at the same time they were liable, as surety, tothe amount of $145,676 46 meking @ total liability of $369,922 42. On the 11th of July, the total liability of the directors, as principals and surety, amounted to $483,064 70, showing an in- crease, in a little over four months, of $113,142 28. It is fortunate for the billholders and depositors that the condition of this bank was made public at such anearly period. A few more months would have aufliced to have cleared out the remaining ts, and Jeft all the creditors in the lurch. The his- tory of such institutions, after they fall into the hands of trustees, exbibits results very different from those anticipated. The affairs of the State Bank of Illinois ‘are, however, more under control than such concerns as the Bank of the United Statesand the Vicksburg Bank, and have been brought more to a focus. Under the assignment made by the bank, the notes, bonds, certificates, and all other evidences of debt, are receivable at par, for all debts due the bank, and for any ofits realestate when sold. The trustees will, therefore, receive very little money, and it is possible the stockholders will receive all the dividends they may the stock of this bank depends entirely upon the value of its landed property. It is stated that its lands ‘are well located, and must ina few years be desirable jocations. Wasutnaton, Dec. 26, 1818. Evening Report—The South—Diswmon Threaten~ ed—Extra Session. The Senate, in open session to-day, were upom private bills, The House was not in session. There is alively indignation among the Southern members, on the subject of the insult embodied on the preamble of Gott’s resolution. We heard more than one southern gentleman, te-day, speake ing ofdisunion, as the only alternative of the South, it a bill for abolishing slavery in this-Cistrict shall pass. They already speak of adopting a revenue system of their own, reducing the impositions om foreign imports, and imposing a system of dutie® upon imports from the Northern States, Mr. Stevens, in his report to the southern adjourned caucus, on the 15th January, will, we expect, re- port no such recommendation; but the recommen- dation of the committee will more likely be convention of the Southern States in committee o} the whole on the state of the Union, and that as soon as can be done. In the caucus, last week, the South, as repre- sented there, were not united. Seme were loud for disunion, &c.; others were outraged at the imposition. Mr. King, Mr. Holmes, and Mr. Bayly, were conspicuous among the nullifiers. Mr. Rusk, of Texas, took strong conservative round, so that the conduct of Texas altogether im Jongress, and in the late National Convention at Baltimore, and in the late cancus, has been very respectable, prudent, and sensible. She has be- haved herselt in a very becoming manner in almost every instance, in the expression of her opinions, except in the claim which she sets up to the terrt- bias fs Bai te Ate abet claim is positively ri- iculous, he score ot priority of tr title of the United States. ; . ip tanh But the question which now comes up with the South as the first of all, 18 the question of selt-pre- servation, or, in other words, the preservation of the institution of slavery. The preamble to Mr. Gott’s resolution, like the preamble to the act de- claring the war with Mexico, was the bitterest part of the dose; bitter even to many free soil men of the North. But the previous question was called, and there was no escape. If the Northern members had voted against the resolution on ac- count of the preamble, they would have beea held responsible before their constituents, or they apprehended it, and that was enough. By the previous question, therefore, they were precipi- tated to a vote which could not have been passed | upon the preamble, with any chance of amend- ment. But the thing is done. The work is com- menced. The entering wedge has been dnven home at the first blow, and the South look upon the actas tollows:— 1. That there 1s the prospect of the passage of & law prohibiting the slave trade in this District,and suppressing it. 2. That there 1s a prospect of the passage of a | law, as the second step in the great work ot aboli- tion, for the abolition of slavery in this District. _ And regarding the preservation of the institu- tion in this District, as the bond of cohesion be- | tween the North and South, they regard its aboli- tion here as the key to the abolition of slavery im the States, coupled, as these proceedings threaten ‘© be, with a prohibition of slavery in California and New Mexico, and Cuba, if it is acquired. As expressed by the pee aaa of South Caroli- na, then, the ultra nullification men of the South regard the time for deliberation as having been superseded in the recent vote of the House by the tume for actien. ee The plaa of these Southern ultras is simply this :— On the passage of an act abolishing the slave trade in this District, it 1s to call the Southern States into general convention; to adopt in each Southern State a domestic revenue policy on {o- reign imports and imports from the Nortii, in de- | fiance of the laws of the Union. A course of action like this, would at once bring the strength of the Union te the test against the whole South, which would be an enlargement to this extent of | the experiment of South Carolina in 1632, But the bill called tor by Mr. Gott will not be pass- edat the present seszion; under the deep excitement of the South, we doubt whether it will be even by the House. Nor can any bill for the ter- ritories of Calitornia and New Mexico, excepting some temporary expedient, be carried through this Congress. In view of these contingenriea, aad of the necessity of some. usgaulzation of the pal electing the new administration, the destructive expedient of an extra session of Congress is again the theme ef speculatioa. If such a session 1s called, the danger comes with it of aa mmediate explosion ; if the meeting of Con- ae is delayed for nine months, the hazard is to be apprehended of the dismemberment of the admivistration party in the division of offices. The old whigs feel thatto make Gen. Teylor their m- strument, they must begin their work at once ; his independent supporters are better contented to wait. In the meantime, oe adjourning without an: fhxed government for the new territories, the rapid accumulation ot people on the Pacific will suggest the danger of an independent republic out there, if the action of Congress shall be delayed another year. The eity councils have had the subject of slavery in this District under consideration, but they have agreed to wait yet awhile, betore proceeding to ul- tumate measures, To sum up the whole case, the resolution of MF. Gott has driven the South to the serious consi- deration of the policy of nullification and disunton, and a separate Southera republic. The crisis will delay the action upon the bill from the District Committee, suppressing the slave trade in this Dis- trict. The bill will not pass this session. No regu- larly organized system of government for the new territories will be passed this session. Nothing will be done, as we believe, from the conflicting elements of the two Houses, during this Congress, in reference to slavery. And the action upon the subject, in the interregnum, in the North and ia the South, may compel the alternative of an extra session ot Congress. Wasuinaton, Dec. 26, 1848. The Session—The Negro Breeze—The North--The South—The New Senators from Iowa, §c. We are in the fourth week of the session, and one-fourth of it is already consumed, and Congress has done nothing except fan up a little breeze about the negroes in’this District, and negroes not in New Mexice and California. Nothing practi- cal is expected to result with regard to these sub~ jects during the remainder of Mr. Polk’s term, for he has declared, on more occasions than one, that he will not favor the schemes of the free soilers, or their next-door neighbors, the abolitionists > and there 18 not much probability that his succes- sor, Gen. Taylor, will take ground against the wisies of the South. It the politictaas who op- pose slavery and its extension shall not carry out their measures to the fullest extent now, nor dur- ing the administration of the General, they may be succestiul under the President to be inaugurated im 1853, be he General Dix, Colonel nton, | Thomas Corwin, or John McLean. Hence, you | perceive the necessity tor agitation, and that con- tinually, te accomplish, ultimately, those objects which lie so near to many northern hearts. — The South, trom this ume forward, will not | sleep. Its presses will entertain us with disquist- tions on the impending *‘ crisis,” and threats of *‘disunion,” unless the North cease their clamors | for tree soil in the entire of New Mexico and California, Mr. Calhoun’s prediction will be veri- | fied, viz.: two parties in the country—the North | against the South. To this complexion events seem to hasten, unless we find a Curtius to leap into the yawning gulf, and save the common country from destruction. The new Senators ‘(Messrs. Jones and Dodge) from Iowa took their seats this morau Mr. A. | C. Dodge is the son of Senator Dodge trom Wis- | consin. In the House of Representatives they respectively represented their Territories, as dele- | gates. They are both generals; the elder was im the Black Hawk war, and the younger in the civil | war of Iowa against Missouri, in the matter of a | boundary line. The Senate is well sprinkled with | generale—among them Dix, Rusk, Houstoa, | Cameron, Benton, and Jones. The whigs have, | to-day, taken down their wooden platform on the | Avenue, from which, during the campaign, 80 Many invectives against Cass were hurled, and so of praise upon Taylor was bestowed. This is @n important item to our citizens, especially as the structure, since the election, was conve into a temple ot Cloaciaa, much to the grief ot those who feared that 1¢ would encourage the ap- | proach cf the cholera. 4 There was scarcely a quorum in the Senate to- | day, Chrisunmas having taken away some of the members to their homes. The House was not um session, but several of iis members were, and en- gaged in writing letters to their constituents. Baurors, Dec. 27, 1848-3) Christmas im Baltimore—Gunpowde and Gin— Conviction for Slave Stealing— Macready, &c. Christmas day in Baltimore was one of the jolhest days of the present century. Every one appeared to give himself up to (fun and frolic, and the younger portion of the population seemed to take their greatest delight in firearms and gun powder, and the eity during Sunday night was thoroughly bombarded. The officers of the ouy were on the alert, by order of the Mayor, and arrested every one engaged in firing pistols or guamy when a general disarming took place, and quite
