The State Trustee devotes most of his time to the work, and the interest of all parties concerned, and the greatest confidence is placedin his management where he is untrammelle1 by bis ab- rent colleagues. It would be well for the Legislature of the State of Illinois to investi; the affairs of the ‘Trustees of the canal, and passa bill regulating the ralary and duty of each upon # more equitable basis than at preeent exists. The funds of the State have been mie-appropriated. so far as the payment of sal is concerned, and the public finances are notin sush a thriving and prosperous condition as will permit tho expenditure of five thousand dollars # year with impu- nity. The instalment of interest to be paid on the Ist of January will be small—smaller than is generally an- ticipated. After the year 1853, the rate of interest on this will be 6 per cent. After 1853, the 2¢ per cent State stocks will draw interest at that rate. The remaining stocks are thrown upon the Canal, and their redemption, principal and interest, de- pends upon the receipts from that work. The Canal, during the past year, earned about one hun- dred and twenty four thousand duliars; but no pay- ment has been made to that portion of the State creditors who hold the Canal securities. The holders of these bonds are, in fact, no longer creditors of the gtate, their claims having been relinquished; under the new arrangement, holders of the special pre- ferred will receive the interest on their bonds first, im consideration of having subscribed the amount necessary to complete the Canal. The rate of delinquency in the collection of taxes is decreasing, and we have no doubt but tbatina few ‘years, perhaps by the year 1853, the annual expendi- tures of the State for all purposes, including interest on its aggregate indebtedness, will be promptly paid at maturity. There never was such a season of fun and excitement. You may absolutely revel in all sorts of enyoyment—that is, always provided you are an experienced obser and keep clear of the vortex of politics, Dull? The thing 13 impossible. The present state of the triumphant party beg- garsdescription. Every man is suspecting bis neighbor. In all directions, mystery, distrust, and confusion, prevail. Reverdy Johnson looks wise, but keeps his own counsel. The followers of each of the prominent leaders, less circumspect than their masters, do not scruple to proclaim the jealousies, dislikes, aud suspicions, which agi- tate the camps of the opposite factions. Enter any one of those litle coteries, and you are at once impressed by the entire want of cohesion or concert amongst the most distinguished members of the ancient whig party. Ludicrous enough betumes, are the harmless explosions which daily occur. Office-seekers are terribly puzzled. They come here by the score; New York, as usual, con- unbuting fully her share of the supplicanta. But they cannot find rest for the sole of their foot. Now they are told that Ciayton can certainly set- tle their business; now they are exhorted to trust no one but Badger; and, anon, they are entreated to give themselves up unreservedly to the tender mercies of Webster. I wish you could see some «f those poor fellows, as they flit, like the shadows of Virgil or Dante, ‘from pillar to post, and trom post to pillar!” Some, perfectly rabid and dis gusted with all the pretenders at Washington, have started off tothe ‘General himself,” deter- mined to take time by the forelock, and put no ‘ust in chamberlains. But what precious bundles of detraction and slander, are daily despatched trom this city tothe peaceful abode of General Taylor! This ie one of | the most curious features of the present state of affairs, Every clique, every leader, every anxious aspirant, in order to prove his devotion, writes fully to Baton Rouge, and thus General Taylor obtains most delectable insight into all the twist- ings and turnings, the vices and meanness, of Washington politics. If these etrange epistles Meanwhile, the patriots at Washington, who daily epend themselves in the cause of the people, at the rate of from one thousand dollars to three thousand five hundred per annum, are not entirely sleeping. An old aid-de-camp of General Taylor— aman of no common sagacity—Mr. W. Grandia, by name—started, the otherevening, 1n the Balti- more cars, on a mission to New Orleans and regions adjacent. Mr. Grandin has been connected with one of the departments during the present admi- nistration, and will, do doubt, discharge his deli. cate duties with a great deal of good eense and discretion. We wish him a pleasant journey, and his friends in this village as composed a state of their nerves, and as good digestion, as present circumstances may render permissible, One very interesting topic of conversation, spe- culation, and no little excitement, is that of the or- ganship under the new administration. Already two rival interests begin to array themselves against one another. The whigs of the North abide by their ancient co-laborer, Gales. Formany years, the manufacturers of the East have zealously sustained the /ntelligencer. Donations, subscrip- tions, for one, ten, twenty, even a hundred yeara, have been, from time to time, remitted, in order to sustain the venerable organ. A desperate eftort ig now 1n progress to rescuscitate this aged almonee of the party” But, then, per contra, Mr. Bullitt, of the New Orleans Picayune, has issued his pri: vate circular, invoking the aid ot his friends 10 the establishment of an organ. Gallagher, of the Richmond Republican, it is said, 13 to be asso- ciated with Mr. Bullitt, in this important enter- prise. At this movement, the Northern whigs are no little alarmed. They aver that the new admi- nistration, if Bullitt succeeds, will be “all South,” and swear, by all the gods, that it must not be so, but that the order must be— “ Blow gentle Gales !”’ Gideon, an old whig printer, corpulent and faithful, talks of taking the field. He counts the cost, however, and tears the risk. Ile assails Tivman Smith, the indefatigable, and other sup- posed leaders of the Taylor men, every day, and implores them to give him some solid basis on which to open his battery; but, alas! his oracles are dumb. Mr. John O. Sargeant 18 looked to by Gideon, as his editor. But it is very doubtful whether Mr. Gideon will be able to screw his courage to the sticking point; so that the fight will be between the /ntelligencer and Mr. Built. A few days will probably bring forth some very cu- rious and entertaining developments touching this | matter of the organship. ‘A great deal of interest has been excited by your artic’es on the question of the purchase of Cuba. Mr. Miller, of New Jersey, as you are aware, in- troduced into the Senate, a few days since, a reso- luuion of inquiry relative to this business. Yield- ing to the solicitation of Mr. Berrien, the New Jersey Senator withdrew his, resolution for the present. But he will renew it in a few days. Mr. iler has, with a good deal of sagacity, ferreted out much interesting information on this impor- tant subject, and he takes a shrewd and intelligent view of it. In his opinion, the present administra~ tion contemplate the precipitation of the aonexa- tion of Cuba upon Congress on the heels of this session. Hence the effurt to keep all quiet till the proper moment. A very excellent project! There might be more indiflerent issues on which to fight | the battle in 1852, than this very question of the annexation of Cuba. It would be quite a cowp Wétat to project this weighty matter apon the political field of vision, at the close of the Poik administration. We are on the eve of great events. In the Canadas a most significant move- ment has just manifested itself. Ourneighborsin the British possessions have, it seems, just awakened to a sense ot the necessity of an adequate repre- sentation in the Imperial Parliament. An agita- tion to effect this has already commenced. The agitation will swell into one of imposing m nitude. It will eventually make deman which Great iritain will strenuously resist, and a revolution must be the result.
