MONEY MARKET. unday, Dec. 24—6 P.M. "There has not been so much life and activity in the stock market during the week just clored, as during the week previous. The cause of this is the increased demand for money consequent upon the closing of the year, when payments usually are large, and floating debts liquidated previous to the opening of new a counts. In consequence of Christimas coming on Mon- day, three days’ payments intojthe banks were capcen- trated into one, and Saturday was, therefore, a pretty tight day. This operated as o damper during the lat ter part of the week; and fancy stocks being more sen- sitive than anything else in Wall street, they first felt the influence unfavorably. The wretched weather of the past three or four days has also had a tendency to depress prices, and the slight abatement in the Cali, fornia gold fever has operated against those speculating for arise. The warket, how: , elozed very firm, and the general impression in the street is, that as soon as there will be more activity the holidays have pas samong operaters, and # fu:ther impzevement in prices. Within the past three weeks an immense amount of stock has changed hands, and it is a very important question with the sellers whe- ther the purcharers are able to carry, for any jength of time, all they now have on hand. The re- cent speculative movement has brought into the mar- ket a great many outeiders, who have bought largely | of the leading fancies, and taken them out of the street, where they will bs kept until prices go above current rates. With some exceptions, there isa wide margin yet left for an advance; and with an eary money market, we see nothing to prevent that margin from being covered. Government and State securities cannot go much higher; we believe they have already reached their maximum, and If they remain stationary, can expect. When it is borne in mind that there are in the list, securities as safe as those of the general or State governments, which will ultimately be far more productive—selling at ten, fifteen, twenty, and,in some instances, forty per cent below their par value—it appears strange that public stocks have reached such a high point. Prodac- tive railroad securities are much better investment, State stocks; their dividends are not fixed, and they are so connected with the growth and business of the country, that they must eventually prove the interest on public stocks is fixed and unalterable, and amidst all expansions in the currency and inflation in prices, admits of no improvement. Railroad stocks are af- jected by allthe changes in the currency. If an ex- pansion take place, and prices foreverything advance, the rate of fare is advanced inthe same ratio, and those who depend upon investments in such securities for an income, find their resources increaved in the same proportion as prices for the necessaries of life. Go- vernment State stocks pay eix and seven per cent, ang 4 upon them for the means of living, find that at times their incomes dognot go #0 far in ptoviding for their wants, as at others, A contraction in the currency, and a scarcity of money, are favorable for such investments; while on expansion end an abundance of money, are favorable for railroad invest- ments, and all works that depend upon travel and it will be as much as holde: thi sources of immense income; wher those who de} trafic for an income. Of the imports, $330,177 were in dry goods. The value of dry goods warehoused, for the week, was $67,435, and the value withdrawn, $57,913, showing an increase in the value of dry goods in the warehouse, during the week, of $9,522. The Reading Railroad Company transported 17,121 tons of coal, forthe week ending Dec. 21, making the total for the season, 1,209,132 tons, The character of some of the managers of our public works, particularly railroads, is by no means caloulated to give those interested, as stockholders, much confi. dence in the success of the several companies. After all the losses, all the exposé of extravagance, or seme- thing worse, it is astonishing that more care is not taken in the selection of members of the boards of di- rectors, Millions upon millions of dollars are entrust- ed to individuals who holda certain position in so- ciety, and have the reputation of being honest, enter- prising, and worthy men, and the first thing the stock- holders know, is, all the funds are gone, and the work in contemplation but partially completed. Scores of cases of this kind have occurred; and it is strange that, with all the experience of the past ten or fifteen years) there is no probability of a revolution in the system of railroad management. The most recent instance of gross mismanagement in one of our most important public works, is that of the New York and Erie Rail- road Company. We have pointed out some ef the items in which an enormous amount ef money has been expended, for which there is nothing to show, We have chown that nearly ten millions of dcllars have been expended on one hundred and forty-six miles of road, and have also shown that the company was hopelessly insolvent; that the next semi-annual inte- rest on the indebtedness could not be paid out of the earnings of the road, and that there was every proba- bility of the concern breaking down, as it did in 1844. All these things we have shown conclusively,and those who are sti)] incredulous, will, before the lapse of many months, be satisfied of the truth of our remarks, This istruly an unfortunate state of things. We have done every thing in our power to encourage the construc- tion of this work. When the books for subscription to the three millions of stock were opened, we urged the public to come forward, and fill up the amount requir- ed, believing then, as we do now, that the completion of the road would be of the most vital importance to the people of this city, and the southern tier of coun- ties in the State; and it was with the greatest satisfac tion that we saw the books filling up so rapidly. When the three millions of dollars were obtained, and work on the road commenced. it was the universal impression, thatin a few years the communication between the Hudsenriverand Lake Erie, through the southern part of the State,would be completéd.and that this city would be in the enjoyment of all those advantages so long en- ticipated from such a connection. ‘The three millions were spent, and threo 1nillions were raised by the sale cf bonds, which have also beem expended; and instead of the read having reached the shores of Lake Erie, it bas not been completed half way. It may well be asked what the cause of this delay is; but it is a question ex- ceedingly diffcult to answer. The principal cause is the gross ignorance of the managers, or the indiffe- rence exhibited on the part of the directors in fulfilling the truet placed in their hands. When it is considered that many of the managers of this road, under the new organization of the concern, have been engaged in all the speculative bubbles of the day, and have made fortunes out of all the exploded companies, which have been so numerous during the past ten or fifteen years, even including the celebrated Kidd Company, of Dun- derhead mountain, it is not so astonishing that the resources of the Erie Railroad Company have been exhausted on one hundred and forty-six miles of road. the Morris Canal and Banking Company, the North American Trust and Banking Company, the Kidd Diving Company, and reveral others of similar charac. ter. has been visible in the management of the Erie Railroad Company; and unless something is done to bring more practical men into the direction, it will socm meet witha fate similar to that realized by the other companies. An eflort was made in the House to-day to pasa over private bills, that Mr. Stewart, of Michigan, might give his reasons for voting yesterday for the resolution of Mr. Gott, instructing the Committee for the District of Columbia to report a bill, as soon as practicable, prohibiting the slave trade in the District of Columbia; but, by a vote of 96 to 63 the private calendar was taken up in Committe of the Whole. On the subject of prohibition, there 4g much talk in the city to-day, particularly among the darkies. Not afew of the slaves are highly | dehghted with the idea of freedom, and of the | early prospect of discarding the labor of theirtask- masters. They, from instinct, 1f from nothin | else, seem to know that prohibition, in effect, wil work abolition. ‘ Eyer since the District of Columbia was ceded to the government for national purposes, it has been an extensive slave market. Within imme- diate sight of the capitol, the Smithsonian Insti- tution and the national monument—or rather the foundation of the proposed structure--there are two ‘pens,’ in which the proprietors imprisom the negroes whom they purchase to sell again tor the Southern market; and there are out, in all strike a bargain for human flesh. In addition to this, if a negro 18 found running at large, under suspicious circumstances, he is arrested, put im jail, and if no owner claims him, he is sold to pay the expenses of his keeping. These, among other things, have induced members of Congress to move in the subject of the prohibition of the elave trade in this district. The laws of Maryland, since the abolitionists have injudiciously intertered with slavery in tha’ State, have been made pashcolasly severe to the slaves; and to aflord them larger liberty, and se- cure higher wages, the owners quarter them upon our citizens. he old, infirm, and decrepid, are sent here as to a Botany Bay ; and those of them who are not strong enough, or are too lazy to work, derive their subsisteace by theft, and by gather- ing the seraps from white people’s kitchens. We again urge, in view of these facts, that Congress abolish the free negroes, who are a greater scour, than the small pox or the cholera. Leave the slaves to themselves, and they would improve im civilization, and the people, in good and proper time, would md themselves of negro bondage, without uncalled-for foreign interference. Gen. In this meeting, there were little knots of mem= bers in various parts of the hall, talking in under- tones, and with much earnestness, about the doings of last mght. Members from the non-slaveholding States, may themselves call a meeting, to prepare an address counter to what the Southera members may concoct. All this will have the effect of ar- raying one section of the Union against the other, and may be productive ot results highly injurious to the common prosperity.
