When we compare the condition of these young and flourishing States with their condition 20 ‘or 40 years ago, and remember that it was chiefly by means of the lebor, sufferings, and toil of those hard: ioneere, and their dercendants, that the wilderne ax been transformed into fruitfal fields, and and towns built up where the beasts cf the forest were wont to range, it is certainly but small compensation | that they ehou'd be permitted to enter their homes at the price fixed by the government, without competing with the greedy apeculator for the fraite of their own labor. Certainly the government cannot desire to increare its revenues by the pittance that might be | obtained at public sale for the improvements of such 4 a8 there improvements alone enhance of such lamds over those of Ike quality fecent, that he should andsat the same price as unimproved lands would well.” On the subject of rchool lends, the report recom- mends that where those lands are worthless, or co- vered by private claims cr Indian reservations, that the townrhip be authorised to select other lands in lieu of them; that the State of Louisiana be author- ised to form’ general school fund from the proceeds of there Jands, and that an edditional grant be made toeach townsbip for schoo! purposes. In this respect he suggests “that the seat of the general govern- capital of the country, has been overlooked. Senator, A canvass of the vote of the legislative members elect in this State, which bas been taken for the pur- ore of ascertaining the probable result of the vote for U. S, Senator, has terminated, it is said, ina majo- rity of twelve for Wm. H. Seward, It is understood by this that the united vote of the Senate and Assembly will give Seward majority of twelve. His friends are willing to bet odds on the event. Mr. Fillmore, as I have already mentioned, is opposed to the election of Mr. Seward; be has asserted his opposition in public and in private; and his position cannot be misrepre- sented, because his hostility to Seward is open and un- equivocal. He did not decline (o avow it to me, when, on a late occasion, | requested him to say whether he for or against Se If, then, it is true that, on & joint ballot of the two houses of the Legislature, a declared enemy of Ta: "s administration and of Mr, Fillmore is able to get a majority of twelve members, there must be some good grounds for the suspi- picion that Seward’s patron, the State barber, is a near, perbape a blood relation tothe devil. Thurlow Weed took passage in the steamer Isaac Newton, for New York, last evening. It is rumored in this quarter, that the opponents of ‘ard will attempt to overcome this majority by re- fusing to go into » private caucus with hisfriends. O: course, the democratic members, who will certainly go in a body against Seward, will not be admitted iato this caucus, If, then, the whig members who op: posed to Seward go into a caucus with his friends, they cannot avail themselves of the democratic vote when the two houres of the Legislature ballot publicly for # Senator, becauee it seems to be an imperative and in- violable rale, (or it was inviolable before the late quar- rele occurred in the demooratic party,) that the action of a caucus of the members of every delegated body, political or otherwise, shall be binding upon all the members who participate in such caucus, The pro- ceed of the caucus are, of course, informal; but they are not, therefore, the less binding. Ia thi+ view of the matter, it is possible that the opponents of Sew- aid may refuce to go into ® caucus with his friend’. The chairman of the caucus committee, on the part of the Senste, who is known to be violently opposed to Seward, may, in fact, utterly refase to call a caucus, If he should do 80, there is no power to compel him to call one. He cannot even be removed from his post as chairman of the caucus committee, because the Seni is cpposed to Seward by a large majority, Sreecu or THE Hon.
