measures are taken by our government to insure the construction of the line from Chagres to Panama. The distance between these places is about fifty miles; but as the road would terminate cn this side at Crusos, on the river Chagres, the distance would be reduced to about twenty-one miles The right of way across th, Isthmus of Panama was cedod to the United States by treaty with the government of New Grenada, and is therefore open to any company or individual who can obtain the grant from Congress. It has been offiolally announced that the New York and Erie Railroad will be opened on the Ist of January, to Binghampton, a distance of two hundred miles frem Piermont, leaving two hundred and fifty miles of road to be eonstruoted before reaching Lake Erie. The act o¢ the Legislature of this State, by which the loan of three million of dollars was relinquished upon certain con. ditions, requires the company to complete the road to Dunkirk, on the Lake, by the year 1851. Aocordingto this, the company have but about two years te construct the remaining 260 miles, or a year less time than it has -already consumed in completing the 146 miles from Middletown to Binghawpton. If the road is not finished by the year 1851, the State loan of $3,000,000 becomes again part of the liabilities of the company, and take’ precedence of all issues of stook, and, for aught we know to the contrary, precedence of all debts, except the mortgage bonds. Now, if the construction of one hundred and forty-six miles of road required three years and six months, with plenty of money in the hands of the company, and unlimited credit, how long will it take to construct two hundred and fifty miles, with the oredit of the company all gone, and its resources exhausted? This is » question which every stock- holder would like answered officially. if consistent with the policy of the management. It is true, a portion of the road weet of Binghampton is graded: but it is by no means certain that the company intend using it ; atis by mo means certain that it will not abandon the Mine laid outand adopt » new one, as it did this side of Binghampton. Forty miles of road, graded and nearly ready for the superstructure, on the Delaware river, were abandoned, and a new grade constructed, not far rom it, ata heavy expense, merely for the reason that # more favorable grade could be obtained. If such ob- ections exist in relation to.any cf the road already graded beyond Binghampton, we have no doubt the old ine will be at once abandoned, and « new one laid out: without any more regard to expense than has been thus fee exhibited, The probability at present ii that it will be long after the year 1851, befere this road is completed to the Lake, and many years Defore this city will enjoy the innumerable advan. tages she will undoubtedly derive from such s communication with the great West. The citi. zens of thiscity, and the people ot this State, have already paid millions of dollars for this road. Twenty years have elapsed since it was first chartered. Thir- teen millions of dollars have been expended thus far, and but two hundred miles, of the four hundred and fifty, have as yet been completed. At this rate, it will require twenty-five yearsand sixteen millions of dol- Jars more to complete the balance. The two hundred miles of single track from Piermont to Binghampton will cost, when finished, the present stockholders eight millions anda half of dollars. This is independent of the three millions given by the State, and the seven hundred and fifty thousand dollars given by the old Stockholders. After the great length of time taken, andthe immense amount of money consumed, it is most extraordinary that greater progress has not been made in the extension of this road—a roadin which this city, this State, and the whole western country are deeply interested. There is gross mismanagement somewhere. It isthe opinion of stockholders and the public generally, that the financial affairs of the com- pany are in the most prosperous condition; and we must admit, that, until within the past three or four months, such has been our impression; but facts have recently transpired, sufficient to sa- tisfy us that the concern is upon the eve of en- countering difficulties which we fear it will be impossible to surmount. Every business man in thi® city wants the road completed at the earlist moment, every one interested in it as bondholder or stockholder ig anxious to have it finished ; but an immense effort will yet be required to accomplish such a desirable result, Completed, the road will be invaluable; half finished, it will not pay the interest on its cost. The net earn- ings of the company from two hundred miles of road are depended upon to pay six and seven per cent in- terest on nearly ten millions of indebtednes This interest, during the yeur 1849, will amount to six hun- dred and fifty thousand dollars— requiring a gross in- come for that year of thirteen hundred thousand dol- ars—a sum exceeding the earnings of the Western railroad, one of the most extensive and best appointed ines in the country. Previous boards of directors have estimated the gross earnings of the road this side of Bingbampton at $600.000—lese than one-half of the amount required the first year of its operation to meet the interest on the preeent Ilabilities of the company. ‘We hope these facts will open the eyes of those inte- rested, and induce them to adopt such measures as wil! eave the concern from the bankruptoy which threatens it.
