M. ‘There was no change of consequence in quotations for atooks to-day; the transactions were more limited than usual, and there is not so much anxiety exhibit- ed among holders to put their stocks upon the gparket, At the first board, Morris Canal fell off +s per cent, Farmers’ Loan ‘(, Pennsylvania fives ';; United States sixes, 1866, advanced %% per cent; all others closed at prices ourrent yesterday. The construction of railroads is pro- gressing very rapidly, and roads depending almost entirely upon 4 certain kind of travel, must feel the effects of competition seriously. As an instance of this, we have only to point out the Stonington and the Norwich and Worcester roads. Both of these roads terminate at points on Long Island Sound, and depend upon the through travel between New York and Boston for earnings to even pay their running expenses. The Norwich road paid two or three semi- annual dividends out of its earnings, before s0 many Toutes between the two cities were opened; but soon ceased, and the stockholders have received nothing for several years. The Stonington Railroad Company commenced paying small semiannual dividends about eighteen months since, partly out of ite actual earn- inge, and partly out of its anticipated receipts, and may continue to do so a little while longer. The com- petition it already bas to contend against keeps its net income below a dividend point; and any inorease of this opposition must compel the company to cease de- claring dividends at all, and it will rank alongside the Norwich and Worcester. Corn opens firm, with sales of 12,000 bushels at 68c. for mixed and 70c. for flat yellow, and 75c. (reported) for round yellow Torspar, Nov, 14—6 P. M. This being packet day for the steamer appointed to sailon the 16th. from Boston, together with modera- tion in the weather, flour was less firm, and sales were light, consisting of the usual variety of this State, Western Canal, &c., and in some cases at a slight con- cersion in favor of tgyers. There was not much done in wheat, and beyond a salo of Western, there were no sales of moment reported. Supplies vf corn were scarce, while moderate sal and rather better prices obtained. There was no change in meal, tye or ont ‘There wae rather more done in pork, without material change in prices. Beef continued in fair inquiry. In groceries, sales wore light, and con- fined chiefly to the trade demand. The sales of cot- ton reached about 1.500 balee, the market olosing firm. The Mntellegencer comes out this morning! in a leading article, shadowing forth the policy which it smpposes will be pursued by the new admunis- tration. Some of the principal measures are, the repeal of the tariff, ag it at present xists—the re- peal of the sub-treasury law—the esteblishmeént of a national bank—in # word, the revival of all the old whig measures, wittch we were told, only & short time since, were dead—‘‘ dead avherriags herrings which are red.” We do novbelieve General Taplor intends to” father any auch mea- sures. He hee been elevated:to the highest honer in the gift of any people, avowedly as a no-party man, and he pessesses too mncly honesty and in- tegrity to become the toel ef «set of politicians. A whig House of Representatives can, and un- doubtedly will act, up to the whig policy—pbut the Senate is democratic, and any’ legislation must aecessamly be that of compromise. We have ne fear of any extreme measures being passed. A’strong feeling prevails among the respectable wings here against a proscriptive policy being adopted by the next administration ; whilst the tag end of the party—men whose only principle con- sists in gettmng a share of the spoil: re already makyg up. lists of democratic officials, and in- senting their own names in the place of the present incumbents. We think these gentry will be grie- vously disappointed; we at all events hope so. That the departments require pruning, mo one at all acquomted with their present composition wild attempt to'deny; but it would little advantage the country (x tum oat one set of lazy scamps merely to replace them by others equally worthkess. A great many of the present oihctale procuted their appointments in consequence of real or fancied benefits whoeh they claimed to have conferres the party, either by stumping it, or in some other approved manner, As a consequence, these gen- tlemen, in nine cases ont of ten, have turned out to be most worthless clerks. They considom the emoluments ct their offices as the reward oftheir political gervices, and not as the reward of their official duties; andthe result as, that in many bu- reaus the whole ofthe work is thrown on the styoul- ders of a few industrious men. Nearly all the pre- sent expectants of oflice are men with precisely similar “claim: ‘They have stumped it for Gen. Taylor, or they have assisted in sending off docu- ments, or they have played the sycophant to some big fish, or they have done a thousand things equally entitled tothe gratitude of the country— and the receipt of amoffice where they will have nothing to doand roast beet, with the example be- tore the country of the metliciency of men appoint- ed under similar eireumstances—we thiak any cabinet General Taylor may form will hesitate ere they gratify these ‘patriots.’ If these mem believed sincerely that the cause they advocated was a good one, its suocess onght to be a sufficient reward—it they merely supported it in the hopes | getting an office, they are dishonest, and a dishon- estman cannot be an honest official. To place the departments upon a proper footing, the ef- ficiency of a man should be the test, and not his political opmions ; and sueh 1 the policy, we have every reason to believe, General ‘Taylor will pur- sue. The Taylor men intend to get up a grand pro- cession, deliver an address, illuminate, &c., om ‘Tuesday week, the 22d rastant, 1n honor of’ the success of their cket. No clue has as yet been discovered of the per- petrators of the recent theft in the Pateat Office. itis generally supposed a similar game will be played off, as was upon the occasion of the tormer robbery, namely, to make terms for the retuin of the articles. A reward of $1,500 is offered tor the thief, and recovery of the articles stolen. It the reward is given merely for the goods, itis imagin- ed they wili at once be forthcoming. Mr. God- card,-the chief of the police here, in presence of the commissioner, opened the door otf the build- ing, by applying a pair of mippers to the key, im the same way in which it is mibpraed, from the marks on the key, the robbers effected their en- trance. Thirteen diamonds, belonging to the gold box, were picked up this morning, inside of the case, having been dropped apparently by the rob- bers tn their haste, and the supposition is that the box must have been broken up in tearing 1t away from its fastenings. It 19 evident the job was performed by regular chevaliers d’industrie, who came provided tor every emergency. The other end of the case contained General Washington’s coat, vest, breeches, camp equipage, W&e., which were fortunately not disturbed. «, Nov. 14, 1848. The Post Office Defalcation—Instaliation of tha New Mavor— Mechanics’ Fair— Madam Bishop. The defalcation of Richard Key, a clerk in our post office, cortinues to excite much attention.— The money was abstracted, 1 learn, principally from the funds ot the ofhce, though some letters are also missing. His peculations have been go- ing on for more than a year; but so cuamingly were they managed, and so much was he esteem- | ed by all in the office, that his detection was most difficult, not the slightest suspicion existing against fim. Most ot the money missing was | found in his possession, and the balance has been tecured to the government. Ile has been almost three years in the office, and 1s of one of the moat respected and wealthy families in the State. Mayor Stansbury, the Mayor elect, was yester- day inaugurated, at the City Hall. He 1s already surrounded by a pack of greedy oflice-seekers, who will probably be mistaken if they ex) he | will remove any of the present city officers to | make room for them.
