Among those which have suspended, are the names of houses whioh have not, for some time past, enjoyed very high credit, and have been carried down by the first revulsion in which their inte- resis have been touched. A broker connected with rome of the Ohio banks, exploded in Wall street yesterday. Tho bills of the Bank of Wooster, Ohio, are rejected in the street; and as it is stated that tho broker alluded to above wos the Principal owner of that institution, and ita agent in this city, it is probable that the failure of one followed the suspension of tho other. The two most heavily indebted countries in the world are Great Britain and France, Im proportion to its wealth the debt of Great Britain exceeds that of any othor country; and in proportion to its resources, the taxes of France are enormous, exoveding those of any other country in creation. The debts of these two countries amount in the aggregate to nearly five thousand million of dollars, the interest on which annually amounts to about two hundred and fifty millions of dollars—a sum nearly as large as the aggregate indebtedness of every State inthe American Union and of the general ‘go- vernment. The rapid increase in the public indebte ness of Great Britain, shows how the burdens of the peo. ple are increasing, and points out pretty plainly the pro- bableresult of the financial structure upon which it is based. In 1689, the public debt amounted to £664,263 ; in 1702, te £16 394,702; 1714, £54,145,373 ; 1763, £138,- 866,430 ; 1784, £249,851,628; 1817, £340,850,491. Since 1817, the debt bas been largely reduced, and is now less than eight hundred millions of pounds sterling. Sinos 1815, Great Britain has been at peace with the world, and the debt has been reduced about forty-five million pounds sterling; at this rate of reduction it will take se- vera! centuries to wipe out the debt, and even t odo that the present rate of taxation must be sustained. This is out of the question. When Great Britain commanded the trade of theworld—when her manufacturers monopolized all the markets of consequence—or in other words,when Great Britain was annually increasing in wealth, and was daily growing great, there was little difficulty expe- tienoed ia enforcing any system of taxation. As the commerce ofother countriesincreased, and asfreo trade principles extended, it became necessary to relieve Bri- tlsh commerce of the many restrictions bearing upon it, and other sources of revenue were opened to fill the va- cuum. Free trade was, ina measure, forced upon the government of Great Britain, in consequence of the re- duced profits resulting from its commercial operations; dit is yet o question whether a larger revonue should it be raised from thst source, than the new system of taxation produces, particularly where the aggregate revenue required isruch an immense amount. If the tariff on imports could bs largely reduced without in- creasing the taxes upon other things such an enormous per cent,it would not beso objectionable; but where commerce is relieved of any part of its burden of taxa- tion, other sources of revenue must bear the weight to such an extent 28 to weigh so heavily upon other clasees that remonstrances must follow; and if the evil becomes fixed, and relief is out of the question in the ordinary course of legislation, other means will be resorted to for the purpose of enforcing that change which ciroum- stances may require. The government of Ureat Britain Knows very well that when the people demand # reform they must be.gratified. They mey put off from time to time the concession required; but that it will be insisted upon until it is granted, no one acquainted with the cha- racter of the people of England can for a moment doubt. ‘The history of the reform bill is an illustration of that, ‘and it would be well for the government to commence in season, ‘The feeling created by tho announcement made by Lord John Russell, that au inorease in the income tax was contemplated, compelled the ministry te abandon that movement;and as the manufacturing and other large interests of Great Britain become reduced by the pro- gtecs other nations ere making; in similar branches of industry, the present rate and system of taxation wiil become more and more onerous, untilan explosion ora revolution takes place that will change the form of governmont, and sweep the immense and crushing dobt entirely out of existence. It must come to that; taxation in every part of Europe is becoming more and more op- prersive every year, and the people cannot stand such enormous dra(ts upen their scanty earnings. In Europe the system of taxation is so constituted that it is princi- pally drawn from the middling and poorer classes, and the drain cannot be continued much longer. Tho peo- ple demand representation in the councils of the nation, and 9n inoreased representation is sure to lead to such changes in the government as will reduce taxes. Ifthe people are properly represented, no evil can long exist; and we leave it for those acquainted with such things: to judge how long, under such circumstances, such a debt as Great Britain now has would exist. ‘The canal committees of both branches of the Legis- lature have reported the result of their deliberations ‘The appropriations are larger than anticipated. It ap- pears by the report, that im amounting to nearly five hundred thousand dollars was diverted from the cana! fand ; this has now beem appropriated as originally in- tended, and has swelled the amount more this year than it otherwise would have been. By the new constitution, the surplus revenue of the canal is to be applied each year, asthe Legislature shail direct, to the completion of the Erle Canal enlargement, and of the Geneseo Valley and Black River canes, until they shall have been oo: pleted. Av appropriation of $160,000 is recommended to that Part of the unfinished works at Buffalo, heretofore adopt- ed by the Stateas part of the enlarged Erie canal, that amount being the balance of the estimated cost of their completion, In acoordancs with the report of the Cana; Board, made im Sept. 1847., For the Genesee Valley Canal, from Mount Mortis to the Canada feeder, » distance of 363, miles, they re- commended an appropriation of $218,000. This will go very far towards bringing into use this partof the ca. nal, 60 that as esrly as 1849, it is believed that the peo- ple of a large and interesting section of the State, who are now in a great measure deprived of the benefits of canal navigation, will have all the advantages of this ‘means oftransportation in carrying on their business operations; and this sum is recommended at this time, to accomplish this desirable purpose at as early a day as practicable. As yet no part of the Black River canal has been brought into successful operation, amd it is very desira- ble that itshould be completed to Boonville and the slack water navigation on the Black River, # distance of 42k miles, a8 noon as possible. It is estimated that$100,- 000 will complete this canal to Booaville, including the Erle canal feeder from Black River; and that $30,000 will make it available for use, but not entirely complete the 425¢ miles of slack wi avigation on the river, and leave a considerable sum to commence the con- ttruction ef the lesks beyond Boonville. The committee recommend an appropriation of the sum of $139,000, to be expended for bringing into uses work of such great importanes to the people of the north- ern portion of this State, The Black River feedor in a necersary werk to supply the Erie canal with water, and itis balleved that ifit be completed before the dry sea- son commences the coming summer, it will be of great service to the navigation east of Rome this year, The aggre, cost of constructing all the canals in this State, thus far, is about $31,000,000. The amount of tolls collected on all of tho canals in 1847, was $3,695 380. Deduct all charges against them for superintendence and ordinary repairs and collection of tolls, and the sult is, that they are paying more than nino and three- tenths per cent per annum on tho capital invested in their construction.
