The clear and explicit terms employed in the several important stipulations of the treaty, render it unneces- sary, inthe opinion of the department, at this tim add detailed instructions in relation to its provisions erally. It, however, becomes expedient, in view of those contained in the first, eleventh, and twelfth arti- Sicily and the duties chargeable thereon, questions in re- gard to which being now before the department, to ad- a, that the white and red wines of the kingdom of ‘0 Sicilies, of every kind, including those of Mar- imported directly into the United States, whether in vessels of the one or the other country, since ‘the first day of December, 1545, are entitled to entry, and are to be accordingly so admitted, at the lowest rates of duty at which the white and red wines, respectively, of any other country, are admitted, whether in conformity wit! treaty stipulations between the United States and such country, or otherwise. ‘The importers of the white or red wines of Sicily, in- cluding those of Marsala, entered since the first day of December, 1845, who have paid the rates of duty chargea- ble on such designated wines under the tariff act of 30th August, 1842, being. by the operation of the said provi- sions of the treaty, entitled to a return of the excess over the rates at which the white or red wines of some other conntries have been admitted within the same period, under the laws or treaty stipulations, you are authorized and directed to issue the usual certified statement for the return of such excess found, on examination, to have been so paid, referring in such statement, and in your accounts of the customs, to this letter by date, as your eeihort for the payment. The New Orleans Tropic of the 11th instant, has the following paragraph :— Our city has been thrown into admiration at the unfortunate ambition of some of our Belen to net the first bale of cotton to market.
