Passage of the Land Graduation Bill by the Senate The Appropriation Bills—Veto of the River and Harbor Bill—Reasons assigned therefor by the President— Expediency — Discussion on the ques. tion “ Shall the Bill become a law ¥” Legislation is preceeding ata more rapid pace as the session draws to a close. The Land Gra- duation Bill passed the Senate to-day without difficulty, and they have since taken up the dif- ferent appropriation bills, and passed them rapid- ly through with many amendments, of course.— The veto of the River and Harbor Bill has come one day soonerthan I expected. The reason assigned for the veto by the President is essentially the same that I stated a few days: since, namely, the inexpediency of leaving the Exche- qn rempty, war impending. There are some ht constitutional seruples enumerated, which, but for the former cause, would not have pre- vented the President from according the bill his sanction. After the reading of the me: there a muster of forces on both sides, an deal of excitement generally. A rumor prevail- ed in the House that the Ohio delegation would sustain the veto.
