The Measures of the Mnsuing Congrese—Recupitu latin—The Howe Printing—Chanees for and against Father Ritchie. Some idea may be formed of the interest enter- | tained by the country at large, respecting the proceed- ings of the coming Congress, from the following of the more important of the measures which will un- | questionably, we think, be submitted by the Presi- dent tor their consideration, and all of which will as certainly be taken up, discussed, and acted uron, to wit :— 1st.—A revision of the Tariff. 2d.—The resurrection of the defunct Sub-Trea- sury, or something of some sort as a substitute for the present stock-jobbing system. so 3d.—The twelve month’s notice to Great Britain for the abrogation of the compact of 1817 and 1827 on the joint occupancy of the Oregon Territory. 4th.—The ratification of the Texas annexation; and collaterally the Mexican boundary, and the Mexican indemnites, embracing the question of in- tervational negotiations upon the subject. _ z: Sth.—A revision of the Postage Laws, including an increase of postages, and an amendment of the laws relating to railroad contracts. 6th.—A monthly mail line everland to and from Oregon. Whether this measure is recommended by the President or not, (and we hope it will, as it will be a feather in the oificial bonnet of the Execu- tive) it will be brought up before the Senate at an early day by Mr. Allen, Chairman on Foreign Rela- tions, or by Mr. Niles, of the Post Oftice Commit- tee, or by Col. Benton. 7th —Appropriations to the Western waters on constitutional authority, the Mississippi, Missouri | and Ohio being constitutional streams, as contra- distinguished from such short creeks and bayous as the Hudson, Susquebannah, Potomac and Chowan. 8h. The question of the establishment of the Smithsonian Institution, the funds of which, $500,- 000 in British gold, were eo wastetully squandered in those Arkansas bonds. There isa factious o; sition among some members to the erection of this institution, in pursuance of the solemn faith of the government, and a mean desire to hold on the mo- ney, and divert to other objects than that intended by the liberal and enlightened donor, We hope the Executive will be frank and manly in hie remarke upon this suvject, strenuously urging the redemption of the faith of the nation. ‘Sn a 9th. The redemption to our citizens of the indem- aities arising from French spoliations upon Ameri- can commerce, prior to 1801. In the settlement of this question between the governments of France and the United States, the latter, in consideration of | the services of France in the revolution of "76, gavo to the former a receipt in full of all demands, assumed the payment ot all dues upon this score to United States’ claimants, for damages incurred. | The five million bill of last session was stoutly re- ted by the anti-tariffites of the South. [fitshould | come up again, it will again meet with the same re- sistance. The President will scarcely recommend the settlement of. these claims in juxta-position with a 20 per cent tariff. Mark it. Toh A reduction of the expenses of the army and vy. Ith, The erection of new buildings for the War and Navy Departments, and of a wing to the Patent office, in pursuance of the original design. 2th. An innumerable variety of other subjects and harrassing cases, public and private, including abolition petitions, John Quincy Adams, and the slave trade. But antecedent toall this, the two branches have to appoint their officers. And this will be a dreadful! The election of printer involves the harmonizing, of numerous hostile ele ments, aspirants and combi- nations. And now we on Pua make out_a case for Father Ritchie. Will he be elected? This is an important problem. There are arrayed on the side of the Union, the administration and its direct ad- herents in Congress of ali the factions, For in- stance, the untments of Col Medill of Ohio, as | the second Assistant Postmaster General, and of Col. Jacob Medary, as Postmaster at Columbus, are expected to have some influence with the Ohio dele- eley; Lady | gation in favor of the executive editor. So also of 1 Fred Flighty, | Shields’ appointment, ot Illinois, and_ Bill Brown’s, trom Indisna, and Gen. McCalla’s, from Kentucky, | and McLane’s, from Maryland, and Gullett’s, from | New York ; so of the cabinet appointments ; so of many other afoot made and to be made.— ‘They are allexpected to have their influence in favor of the executive organ. Besides, the admin- istration was elected under the Baltimore Conven- tion resolutions, and he promises to act up to them. It is the duty of the party to give bim afair trial, with his own chosen exponent. Virginia, Tennes- | see and Mississippi will, of course, be thar. Again, ke; , 2 Sense of gratitude to Father Ritchie for his long s| and faithful services, is expected to have some | weight in harmonising the majority into his support. { ne mies be rewarded soon, or 1t will be too late.— | OW, en, accepted time. He can’t fail, for Col. Benton is bringing up the rear guard. He’ll be elected—but stop a moment. Whar’s the Con- stitution? whar’s the U. 8. Journal? Will neither of them be able to supplant Father Ritchie in the might be done. Who knows? But if Father Ritchie passes the two third rule in caucuss, he is safe.
