The Next Congress—The Speakership of the House— The Conflicting Interests, Cliques, Dificultieaand Candidates in the way of each other, briefly review- ed, and; incidentally the subject of Father Ritchie and the Printing, §¢. The administration is yet in its chrysalis state. Its policy, ite measures, its general course of prinei- ples, as well as its designe regarding the important question of the succession, are yet to be determined. Ae evidences clearly indicative of a definition of the administration to the party electing it, the selections of officers of the next Congress, particularly of the House of Representative, are very generally, and in our estimation, very properly considered, The first and most important of these selections, is the Speaker of the House. Upon this offiowr the complexion of the committees and. the relative strength of the cliques upon the committees depend. The organization of the majority, in short, upon all the great measures of the day, will be decided upon in the election of the Speaker. It resta with him whether the Committee of Ways and Means shall be high tariff, incidentally protective, or fora hori- zental ad valorem revenue system; whether the Committee on Foreign Relations, and the Commit- tee upon Territories, shall preponderate in favor of the whole of Oregon and its immediate occu) , or fee a pomnpromnige, and the conte of — everlasting ‘* pending negotiations ;' Commities on Post ffices and Post Roads shall re- port tor a repeal ot the cheap postage law, or for only such modifications as may be essential toa fair ex- perunent of the new system. And so of all the other great measures of the day, and of the party in power. ‘ How stands the party upon thie seats of the Speakership? How is it divided ? t us briefly examine. There are three great divisions in the field. The Van Buren-Wnght men of the North— the Western men, and the inflexible Southern wing of the democracy, or the State-Rights merf of the South. The western division of the family will be sub-divided upon the question of the Speakership— one faction upon an Administration candidate, ano- ther upon an independent one. ‘The Northern w: will be divided also? upon two candidates, a Tan: man, and a revenue incidental protection man. The South, below the latitude of Virginia, will concen- trate upon one man most probably, though at first there may be several of the same cast in the field.— There will be, 1n addition to these divisions and divisions, an intermediate, half-way house candi- date, from Virginia, a sort of Benton-McDowell as- pirant; while there may also be several independent candidates, from various sections, running, in the cant expression of the day, “upon their own hooks, in expeetation of the chances of success amid the contusion of the names and the variety of the stock ered for race. 40094 j ns of all, then, the Administration, anxious to the propitiation of the Great West, as the nucleus around which the various elements of the party are in anticipation to be harmoniously compacted in the support of the Executive and his policy, will present the Hon. If we consider, too, the evident decline of Mr. Clay’s influence in Kentucky, and the corresponding gain of the Democrats, the policy of choosing a Democratic Speaker from Kentucky, thus giving encouragement to the efforts of the Party there to the revolutionizing of the State, we shi have another strong incentive in favor of Mr. Tib- batts. The northern Revenue Tariff men will most likely fall upon M’Crate of Maine. ‘fhe Old Hun- kers of Pennsylvania and New York will concen- trate in the outset upon Charles Jared Ingersoll, the protective candidate of Pennsylvania. The Bento- man—M’Dowell clique will have, as they should have, a competitor of their own for the ‘Chair of Moderator, and Geo. G. Dromgoole, or Geo. W. Hopkins, (the latter rather untavorable to chea) postages, and therefore rather tavorable to the sout and west,) perhace both will be submitted to the chances of an election. ‘As the candidate of the South, par excellence, Mr. Holmes, of South Carolina, may be introduced into the ring. This gentleman, it will be recollected, in peas ble speeches upon the General Inter al Improvement bills introduced into the House last session, decisively concurred in liberal appropria- tions to the Western waters on constitutional grounds, upon the authority of the ordinance of 1787, and upon national considerations. He may, there- tore, reasonably calculate, that in the event of close quarters, upon the shadow of a probability of a combination between the West and the South in his support. On the other hand, the State of Maine considers that she has a title to the Speakership, while every other section 1s jealous of the repeat- ed favoritism to old Virginia, in the apportioning to her the best of the Executive and Legislative offices of the Government from year to year. Throw all these conflicting elements into a cau- cus, and it is evident a commotion and an efferves- cence must be excited, unequalled save by the seething materials of the cauldron of the three witches ot Macbeth. It would scarcely seem possi- ble that a two-tnirds vote could be had upon any one of these men. R. M. T.
