It will be seer that the Erie Railroad is one hundred and sixty- ei" ght miles longer than the line of roads running from Albany to Buffalo, and the estimated cost is seven hun- dred and sixty four thousand dollars less. It is 293 miles ‘Tonger than the West Stockbridge, Western and Worcester roads, and estimated to cost $3,186,202 leas, even with the lien of the,State of 3 millions, the cost would be $186,202 less than the cost of the roads running from Boston to Albsny, a distance of only 201 miles. When the im- mense benefits this city would derive from the comple- tion of this road, are considered—when we look at the trifling cost, compared with similar works in other sec- tions of the country—whon we have so many evidences before our eyes of the productiveness of these works, even when completed, at great cost—we are astonished that the capitalists and merchants of this city, whose great'resources and enterprising character h: made this the commercial emporium ofthe Union, have suffer- ed other cities to get the start in improvements of this nature, and have rested so quietly amidst the efforts of rivals to attract our trade to other markets, by opening means of rapid communication with sections of the coun- try we have heretofore had the exclusive control of. The time has arrived when we must arouse ourselves, when corresponding efforts must be made, to retain our com: mercial supremacy, to those made by our neighbors to deprive us of it. We have the ‘means ; all that is neces- sary is a liberal and judicious use of them, in completing the works of inte:nal improvement, diverging;from this city, that have been commenced. The Erie Railroad, even in its present state, gives some idea of the produc- tiveness of the line when finished. ‘The receipts of the Company for the past three years, show a very steady increase from year to year : Ente Rartroap. ding Sep. 30, ’42, were $101,587 62 "30, 43, 122,722 70 “30, °44, 168,286 28 Of these amounts the parts derived from the Railroad proper, during each year, were as follow: Ast year ...., mre Sr, ada“, . The income on the Railroad during each year was made up as follows : Ist year from frei; " 3d 76,046 60 45,402 45 During the first year and three-fourths of the second, the length of the Railroad in use was 46 miles; for re- mainder of the time the line was open to Middletown, 53 miles. This increase is about thirty-three and-a third Percent. At this rate the receipts for the year ending September 30th, 1845, will be about two hundred and twenty thousand dollars, on only fifty three miles, or about one ninth part of the entire length. Estimating from this data, with the through freight and travel, the ¥r08s receipts of the road when éompleted should be at least two millions of dollars per annum. The gross re- ceipts of the line of roads from Albany to Buffalo last year were $1,317,926, the cost of the road# being $3,264,. 674. These receipts were principally from passengers, the income from the transportation of freight being very small. These roads pay large dividends; the Worcester, in Massachusetts, pays a large per cent.,and the Wes- tern, notwithstanding the immense cost, could—if the directors deemed it good policy to do so—pay six per cent perannum. Is it possible in the face of these facts to suppose that the Erie Railroad, running through a rich and populous country, connecting this city with the inexhaustible coal mines of Northern Pennsylvania, and with the most important of the great Inkes of the west, opening to the whole western country the greatest mar- ket in the Union for the products of that section through- out the year, would not be ina short time the most pro- fitable and productive works of the kind on this conti- nent? Take up'the map of this State, and trace the route contemplated for this road, and it will be found very dif- ficult to resist the conviction that of all sections of the country requiring means of communication with markets that is the most important. The southern tier of counties, of this State and the northern tier of counties in Pennsyl- vania, &re immensely rich in resources, only requiring facilities to develope and bring them out. The Erie Canal ‘and the northern line of railroads have built ,up cities along their length, and it it reasonable to anticipate the same improvements along the line of the Erie Railroad. Let subscription books forthe stock of this road be placed in the hands of gentlemen feeling a deep interest in its completion, who will persevere in the cause until success crowns their efforts, whose standing in the com. munity is a guaranty that every effort will be made to ensure the construction of the work; of gentlemen who can go to a capitalist and say, “1 have subscribed for so many hundred shares,how many hundred will you take?” Subsoription books in the hands of gentlemen whose ox- ample in subscribing largely will have great weight,with others, will soon be filled, and the completion of the work ensured. We have taken up this subject at this moment ‘on account of the vast importance of the enterprise, and the necessity of arousing the public mind while the times are propitious. If the present moment is suffered to pass, without securing the means to complete the road, we fear the whole will goto wreck and ruin, and the trade of the western country be steadily attracted toother markets, and,the position we have so long sustained be gradually weakened, If our capitalists do not step forward in this emergen- cy, and subscribe to the stock necessary to secure the construction of this road, we shall be compelled to call upon the capitalists of New England for their aid in car. rying out this enterprise. They have no sectional feel, ings; (heir funds are freely used to advance work of in. tornal improvement, showing the remotest probability of being productive. They already have large investments in all the important railroads of the country, They have not only built all their own roads without any foreign aid, but are deeply interested in all the railroads of this State, and are the principal owners of the ,Philadelphia and Reading Railroad, one of the most costly, and must be eventually, ono of the most productive roads in the country. A Look Ahead—The Next Congress and its Mea- sures—Overhauling of the Tariff—Grand Squab- ble between the Western Rivers and Eastern Har- bors—Senator Allen’s "proposition for opening the doors upon Executive Nominations—Mr. Archer, Mr. Levin, and Natiwwe Americanism—The Suc- cession—Division of the Printing, &c. While the administration is resting upon its oars, let us cast about us for a moment, and ascertain the bearings of the Federal Ship of State. Since the downfall of the United States Bank—since the ex- plosion of the rotten pet bank system, a system which, while it was less dangerous, was also less practica- ble than the consolidated institution of Nicholas Biddle—since the extra session of Mr. Van Buren in 1837, the attention of the people has been more more strongly directed to the administration of the Federal government. The important truth has been discovered, that upon the proper regulation of the national finances, the tanift and the currency, all on had the industrial interests of the country lepend. The independence of the State compromitted to C ess, in the adjustment ef the fiscal and commercial concerns of the confederacy of the States. The National Legislature has at length attained its proper standard of supremacy, a8 the controlling machinery of the business and enter- overnments is prise of every class of the genet community. And we doubt not that thousands of the readers of the Herald have anticipated usin their speculations upon the probable aspects, character, and measures ef the Congress, from the self-evident assurance of the momentous issues which will be committed to its discretion. y " . The next Congress will be decidedly, democratic in both houses. The inaugural of the President will foreshadow its proceedings. We_ predict that he will recommend a medification of the tariff, with due regard to the iron interests of Pennsylvania, and with alt comaicarate charity for the cotton mo- nopolies of Magsachusetts. The sub-Treasury will be recommended as the only safe, constitutional, and incorruptible plan for the safe-keeping, transfer, disbursement of the public moneys. "ihe “one year’s notice” for the dissolution of the compact of joint occupation of Oregon by the United States and Great Britain, will be recommended; and passed in a separate and independent bill. A military r with posts of protection,will be provided for thro the Rocky mountains. Regarding the annexation of Texas, the issue depends upon the action in season of the Texian Sais in accepting or rejecting the terms proposed. The difficulty willbe terminated with their concurrence. If Texas shall be secured as expected, a spocial agent will ited. to Mexico,to negotiate for the transfer to the United States by treaty, of the territory ef California, with instructions to pay liberally, provided Mexico shall peaceably assent to the annexation of Texas. The Improvement of the western rivers will be recom- mended from national considerations—additional steam ships will be ested for the pro- ction pn the Pacific frontier, and of the trade ith China from that quarter—further appropriations will be recommended to the Cumberland road in Ohio, {ndiana, and Illinois ; the Smithsonian respon- sibility will be urged upon the attention of Congress. and an inquiry attached respecting the obligations of Arkansas as a State, to the payment of that $500,000 over to the Federal Government, which sum was very foolishly invested in ‘‘ those bonds.” _ Upon all these questions there will be compara- tively no eee of consummation, except upon the Tariff. Here will be the struggle. South Carolina, it is confidently asserted, will return Mr. Calhoun and Mr. Elmore to the Senate, to facilitate the over- throw of the bill of ’42, while it is with equal confi- dence intimated that Mr. Clay will return, as the champion of its salvation. But where will be the line of compromise ?_ Pennsylvania will not abate a cent upon the protection to her iron—nor New York to her coal and salt—nor New England to her cali- coes,—while, on the other hand, South Carolina will maintain, in the Senate, particularly, the un- feted ground of a 20 per cent advalorem. The jebate upon the subject will more clearly define the position of Gen. Cass, Gen. Cameron, and Col. Ben- ton—all more, or less, enamored of the act of ’42; Col. Benton, léast of all, but still the advocate of a stiff abstract tariff in preference to direct taxation, or even a horizontal imposition of 20 per cent ad- valorem i The squabble between Western rivers and East- ern harbors, will be more interesting still. Log- rolling, it has been discovered, only brings both har- bors and rivers into the face of a veto—the western members are indignant; the eastern members con- sider the constitution as clearly in favor of the Hud- son as of the Mississippi; and there is no telling how the ai fialty, is to be met, evaded, or comprot d And we shall expect Senator Allen to call up his original proposition, for throwing open_the galleries of the Senate to its proceedings upon Executive no- minations to office. For a session or two past he seems to have abandoned the idea; but the next ses- sion will bé the time for a bona fide movement in the matter. The ee is a fair one—a lar one—and could not fail of effecting good ts. Mr. Archer and his little clique of ** natives,” are of course, with their 21 years naturalization law, an “obsolete idea.” Levin, of Philadelphia, having been elected for that purpose, will doubtless deliver a great speech on the unaccountable increase in- fluence of the ‘«d—d Irish;” and he may bring in a eo but thereafter native Americanism will be de- iunct. From these, incomplete foreshadowings, it will appear that the next session of Congress will be one of great interest—greatmeasures—great pete BY ne speaking—great squabbling, and most_ probably ot reat length, and great expense tothe Treasury. At e bottom of the turbid stream, all sorts of move- ments, counter movements, checks and counter- checks, will be made for the succession. The con- flict in this respect will rest entirely among the va- rious imaginary factions of the locofocos, while the whigs, as quiet as an old coon in an apple tree, will watch intently the movements of the game. ‘There will be no difficulty, we imagine, about the printing. The Union must have the House—the Constitution will get the Senate ; and we are only sorry that there is nota third house in the Rotunda, for the accommodation of Messrs. Fisk & Dow. A compromise with the Whigs, however, and two or three personal friends in the Senate, may give Messrs. Harris & Heart a great deal of useless anx- iety. Otherwise, the Organ of “ Young America” will be submerged. Still, the race is not always to the swift, nor the battle to the strong, and, like the tortoise in the fable, the oracle of the “ Young De- mocracy,” (Tyler men) may come up to the quarter stretch, and win the pitcher. The 102d Re- giment of Volunteer Infantry, attached to the first bri- gade, parade to-day for inspection, and have just formed and passed down to the county parade ground, Several companies of the 2d brigade, and a troop of cavalry of the 3d brigade, together with some rifle corps, are also out for the same purpose. Our streets present quite a war like aspect. The day is clear, but windy, and the at- mosphere is loaded with dust. A fire broke out this morning in the loft of a blind- maker's shop, on Dock strect, which destroyed the upper part of the building and considerable made up stock, but the activity of our firemen prevented the flames from ex- tending to the adjoining property. ‘There is no news of importance stirring. We are anx- ‘ously awaiting the coming race between Fashion and Peytona on Camden Course, and the odds begin to be in favor of Fashign. The electidMor Dr. Potter to the bishopric of Pennsyl- vania has determined the course of Dr Tyng. He will go to New York and will be succeeded in his present place by the learned and eloquent Dr. Johns, of Balti- more. ‘So say the members of the congregation of Grace Church. The question with us now is, will Dr. Potter accept the Episcopal diocese of Pennsylvania ? ‘he Grand Jury have been cing break upon the grocers of the lower district, and presented bills against a host for violating the license laws of the com- monwealth. This has produced great excitement and may be the cause of a reaction in the cause of temperance. Sons have been called upon to testify against their fath- ers; and to-day a man was committed to prison by the Coury for thirty days for refusing to answer. People be- gin to stir about briskly upon this subject. =.
