[Correspodence of the Herald.] Wasuineton, Saturday, March 8, 1845. Mr. Bancroft’s Non-Conjfirmation—- Democratic Caucus—The Balls and the Foreign Ministers —~ The Globe and the Government Organ—Opposi- tion to it—Restoratian— Rumored Removals and Appointments—Consuls— Office Seekers from New York—Whigs Dining together and Comparing Notes—Pocket Picking—Removals. The noa-coufirmation of Mr. Bancroft, and the reasons therefore, aud the divisions in the demo- cratic party, and probable open rupture in a very short time, are subjects of great discussion and anxiety among the politicians here. The caucus of the democratic Senators yesterday, was no caucus at all. The Senators would not attend, only eight or nine being present, and while the probabilities appear to be increasing that Mr. Ban- croftmay be thrown overboard by the Senate, there is every prospect of great disturbance and confusion in the party if that, should be the case. Itis, however, rene accumulating proof of the dis- satisfaction of the cliques, of the divisions existing, and of the difficulties pre g and in store for Mr. Polk, which the Herald has a frequently ailuded to. “A full and complete history of the modus operandi in the structure of the Cabinet will be ia- teresting and will be shortly furnished to your reader: 1 informed you the other day, that the managers of the five dollar inauguri ball, invited the Di- plomatic Corps, while the ten dollar aristocracy did not. It has leaked out that there were reasons for this omission, which, though not professedly acted upon, yet were the actuating motives in withhold- ing an invitation. One reason is said to be the existence of fashionable cliques which have been fostered, if not created, by the ladies of the French embassy, who are said to have made invidious dis- tinctions, whichthey have extended also to the English embassy, on the occasion of Mr Paken+ ham’s grand assemblee a short time ago, when the parties aforesaid had carte blanche to make arrange+ ments. The English and French embassies here seem to be on much the same {footing as the two governments in Europe. Formerly they were bit- ter opponets, and always in a hostile and antagonis- tical position. Haw the ententecordiale is extended to a degree hardly to be conceived by those who do not witness it. This has gone to such a length as to allow the French to embroil the English in these fashionable clique quarrels as above, which of course cause all sorta of ill-feeling and acrimony among the aspiring parvenues here, who would be extremely fashionable and cant beara slight any- how—and in Europe we find the English endeavor- ing toembroil the French in a dispute with us, which the two ambassadors here would seem to like to succeed mest admirably. There is much discussion here as to whether - Globe is to be the organ of the administr: Offers have been made to buy Mr. Blair out, but ie has so long wielded the editorial organ pen, that the desire to do so grows with the indulgence and he refuses to sell out. Mr. Heiss, late of the Nash- ville Union, who accompanied Mr. Polk here, is reported to have said that the Globe will net be the “organ.” ‘There is around that oflice a knot of individuals,however,whe greatlydesire that itshould be, aa they themselves wanta “restoration.” The fact of the printing of the [Inaugural Address at that office, has given it an appearance of being the or- gan, and it also assumes to be in that position. There is, however, a strange opposition to this re- sumption of power by the old regime, proceeding from Young America. This portion of the demo- cracy desire a revolution, and will not have a re- storation if they can avoid it. Whether the Globe will be able to obt: the printing on the meeting of Congress, cannot be determined with any accu- racy until after the the bath Congressional elections have taken place. 1t is, however, very shrewdly supposed that that concern will not be able to obtain a majority of the votes of the mem- bers, and as this will be the first question before Congress, if PresidentPolk putshis influence in oppo- sition to their nomination, it will be the first test of his pow t—or it will be so even in the contrary case of his supporting the All that can be said at preeent is that there is a great probability that the Globe cannot be elected. The printing will then be, probably, thrown among many partie and the National Intelligencer may come in for share. There are now about ninety editors in thi city with Mr. Polk, many of whom have come across the mountains with Mr. Polk, and all these ‘are opposed to the Globe being made the “organ” or obtaining the printing. All the young democracie would consider it a dangerous sign of a restoration which they fear. here are also other signs of a “restoration” which have created much remark and which are much debated, for a rumor is about that the fol- lowing removals have been made in the General Postoffice :—Mr. Miller, the second assistant port master general; Mr. ‘Skinner, the third assistant post master general ; and Mr. Matthew St. Clair Clarke, the sixth auditor, who was clerk of the House of Representatives to the w if eeares of 41 and ’42 The appeintees t> these places are said to be Mr. Gardner, who was formerly sixth audi- tor, in the place of Mr. St. Clair Clarke, and Mr. Weller, of Ohio, late M. who was one of the members who protested st the effort to set aside Mr. Van Buren in the Baltimore Convention, and who has during the past week married one ot Senator Benton’s neices, in the place of Mr. Mil- ler, who is Mr. Tyler’s brother-in-law. These appointments, if made, will look in the eyes of many very much like a restoration, and are consequently much discussed and disapproved of by those who want a revolution. Another feature of the times is said to be an in- tention on the part of the President to appoint Southern men to all the principal Consulships.— Some of those who are named are said to be Gen. Armstrong, of Tennessee, for Consul at Liverpol— Mr. Pickett, of Tennessee, (who has married a niece of the President) Consul to. Havre—and Mr. . J. Smith, of Louisiana, Consul to Havana. ‘Among the candidate for office in N. York there Alderman Purdy, who sincerely desires to be made Collector of the Port, but who will probably fail in his application. Then there are three candidates for Navy Agent, John P. Livingston, Levi D. Slamm, and Prosper M. Wetmore (ur. Tyler’ i nominee) all of them equally anxious to obtain the post. The Whigs are preparing for the campaign in good earnest. They intend to take advantage of every opportunity, and for that pur, are laying their plans and marking out their field of opera- tions. They had last night a dinner together—all the leading ‘spirits were there—Webster, Clayton, Reverdy Johnson, and others. In this respect, the Whigs are imitating somewhat the course of poli- ticians in England, where dining is a regularly es- tablished political influence. At C'these dinners the great, the noble and the distinguished, invite the young and rieing man of their party, and by judi- cious praise, and making him feel that he is es- teemed by them, and that they value his services, they stir up his energies, and fire his d with ardor, and at the sametime bind him to them- selves and their interests with the tics of social in- tercourse, Somo months ago, if I remember right, the Col- lector’s Office in New York was robbed of a whole host ot petitions and recommendations for office. A somewhat similar incident happened here last night. General Sallada, of Pennsylvania, Auditor under the State Government, arrived here for the purpoee of solic ie ie post of Collector at Philadelphia, bringing with him a pocket full of recommendations an petitions too numerous to mention. Some of the expert light fingered gen- try, in the cowse of their operations relieved the Genera! of all trouble in carrying his petitions, by picking his pocket sh and he consequent- ly have toput back to Pennsylvania, and obtain an entirely new set. This is a new species of com- modity entering into the list of stealable. The talk here is that the new cabinet hardly know where they are, and at their late meeting they were sounding about to see if they could touch ground.
