The Sreaxen—The report of the Committee on Ac- counts, ’ Mr Taycor, Chairman of the Committee on Accounts, said, that he had to say that the Committee met at 10 o’clock, and remained in session till 12 o’clock, but Mr. McNulty dia not make his appearance among thi Accounting Clerk, Mr Kershaw, by irectic sented himself before them, between 11 and counts upen which he requested them to act; bat for this they had not time. The letter of Mr McNulty was then handed to the Clerk and read. It merely stated that there was $29,000 to his credit in the of America. It proved to be a letter from Suydam, Sage & Co., of New York, stating that in November last they had received a cheque for $10,000 from Mr. MoNulty, with instructions to place it to the credit of Mr. E. J. Woodworth, of Mt. Vernon, Ohio, and all said money had been drawn egainst by Mr. W., who was a merchant in good standing. ‘ Cave Jounson inquired if the report of the Committee of Accounts made in January, had been printed. f Tur Sreaxen stated that he was informed by the Chief Clerk that it was ordered to be printed on the 7th of Jan- hary ; but that, by direction of Mr. MoNulty, it had not been printed, as be stated that one of the tables was in hed till the returnef Mr. Mr. Weer, of Ohio, one of the sureties, néw rose and said thet he had now no objections to the of the resolutions offered by the Committee. He had induced by the solemn representations of Mr. McNulty to state yesterdey, in his place, that every thing would be satisfactorily explained. Ha still believed that Mr. MeN. would not prove a defaulter, and that his securities would not be at any loss. He had sought to obtein an interview with Mr. McN. this morning, but had not suc- ceeded. He hed seen him last evening, when he had had explanations ; and if his statements were true—and the: carried conviction to his mind—he still believed that it would be shown that he had not been guilty of any im. proper conduet. He believed that he was now so situated that he could not make that explanation which would be hereafter given. He hag been induced by the most solemn representations made to him, and by which he had been deceived, to make statements and place himself in a po- sition which he deeply regretted. The firat resolution to dismiss Caleb J. McNulty from the office of Clerk of the House, was then put, and the yeas and nays being called, all’ present, 196 in number, voted in the affirmative. ‘Tké second resolution, requiring the Secretary of the Treasury to take legal ps forthwith to recover the mo- ney deficient was likewise unanimously adopted. The third resolution, requesting the President to insti- tute criminal proceedings for embezzlement, under the law of 1941, against Mr. McNulty, and all persons con- cerned therein, then came up for censideration. Mr. Brxsen, of Alabama, opposed its adoption, and con- tended that it would be condemning him before hand. Mr. Duxcan, of Ohio, likewise strenuously opposed the adoption, and asked where were the Banks of the Dis trict in which the public mon should be kept? He denied that there were any such, and asked what law Mr. MoNulty had violated ? r..Srersox, of N. Y, asked if Mr. Woodworth, of Ohio, or Mr Secor, of New York, were proper deposito- ries of the public money, or were banks ? Mr. Duncan was not defen: Mr. McNulty’s conduct, but he asked for what offence he was to be prosecuted + What law he had lated? Where were the Banks of the District? He opposed the passage of the resolution. Mr. Hamrn, of Maine, thought it was the duty of the House to act promptly. ‘The resolution required the Pre- sident to enforce the jaws, and that should be done. It was due to themselves, after the eonduct of the Clerk, to pass this resolution. Mr. Cave Jonson wished to amend by inserting the word “ alleged” before embezzlement. I returned last evening from Harrisburg, the seat of government of our State, where our solons are in grave council for better or for worse, which of the two to choose, eternal infamy to the State or payment of the interest in February, is a debate- able question, and I am pained to know that their decision upon the question, is, to say the least of it, uncertain. With the funds in the treasury, in abundance to pay the {interest due upon theState debt, and with the recommendation of Governor Porter staring them in the face, calling upon them to pay and save the questioned honor and credit of the State, they answer, or many of them do, that the legislature of the last and previous years made certain charitable appropriations which must first be taken trom the fund in the treasu: » which will leave about twenty-five per cent of the interest due in February. [ff an individual happened to be largely in debt, and answered the demands of cre- ditors by declaring that there were objects of cha- rity claiming his attention, he would be answered, be just before you are generous. A very proper answer it would be,and Linvite the attention of our honorable legistators to this view of the question; they may rely upon it, that nothi ort of prompt payment will satisfy the people, thei constiuents, izens,who them to save the keystoue of the Americanareh Governor Porter deserves the lasting gratitude of his countrymen, but particularly that of the citizens of Pennsy!- val his fearless and determined course, out in his message, urging at all and every hazard the payment, the honest payment of the interest due in February. What right have we to appropriate the money ot others to eur do- mestic charity? Are we emulous ot the distine- tion which such palpable misconduct (to. use the mildest phrase) would give us with the civilized world? Do we want to be the by-word and scum of alihonest States and nations? If not, follow the recommendations of Gov. Porter in his mes. sage atthe commencement of this session. Let his political and personal enemies rail against him and slander him as they may—let them pro- duce temporary excitement tor their pur; o— the sober second thought of the people will appreciate and value his services. They will look to the forlorn condition of the State, steeped in debt and gearace by the profli- gecy and prodigality of the Whigs, who had tuled the State forthree years before he came into office; they will remember the desperate acts of their government officers, headed by old Grand- mother Ritner, alias Governor Ritner, and his aE Secretary Burrows, with Attorney neral Wm.B.Reed; Pensun, Stevens &Company, of Senate back window memory, to defeat the people’s choice in their Governor; ard the sad ex- ample of riot and disregard of law practised by them, the corrupting effects of which have been so recently felt in the city of Philadelphia; that they clung to the rebes of office and authority yntil the hardy-yeomanry of the country assembled ac the seat of government, and hurled them trom the high places which they had disgraced, and which the people had, at the ballot box, given them notice to quit; their dying throes and aranice will bere- membered, and, coupled with brother traitors of the revolution, go down to sterity with infamy eternal. I say the people well remember that David R. Porter took the helm of the good old ship Penn- sylvaniain such torm, when the steutest political tars’ hearts quailed within them,and all gave her up for lost, and thought that to the bottom she must go Her gallant and rave commander called every man to duty, and inspirited them by his own cou- rage and daring, rode out the storm, and has now, after years of mutiny, trials and tribulations, such as man never betore encountered, brought her into harbour, where the good old ship, without a crack- ed beam or shivered mast, rides safe at anchor, and is about to give her up toa new commander, who will carry out the principles of the old officer, and save the reputation of the good craft, which has rode out so desperate a storm. Among the .re- vilers of Governor Porter is to be found a band of disappointed office seekers, with some few office holders, who were most servile in their attentions, the hope of profit lasted, and whe now display their patriotism and gratitude by abusing him in the hope to flatter his successor, Governor Shunk is not the man, I take leave to tell them Thad but a few words with him, on the evening betore I left Harrisburg, but enough to satisfy me that his character, for stern, unflinching integnty and courage, will lose nothing by a com 5 even with the brave, resolute and fficient Doeto . He is about to call around him a competent coun- cil. For Attorney General, John K. Kane, Esq of Philadelpeia—well known as a gentleman oi distinguished abilitiesand uncompromising integri- ty. Who will be his Secretary of State, ind other officers, has not yet transpired. If he sueceeds in obtaining one as competent for the office asthe present incumbent, Col. Charles McClure, we shal. be satisfied. Col. McClure has, b urbanity of manner and prompt discharge of his duties, en- gaged the esteem and friendship of our citizens to a much greater extent than any of his predecessors His intercourse with the people has been free, open and sincere, se unlike the hypocritical, canting and insincere course of his immediate predecessor, that the contrast has won for him golden opinions, and has marked out for him a prosperous politi- cal course. 2 I cannot refraia from remarking here upon the heavy tax a public man pays for his greatness or tame, in eur country. Itis, however, proportioned to his patronage. Governor Shunk stays at Buck- lie’s Hotel, and is continually surrounded by a gang of political hacks, heartless and soul- less demagogues, prating of their services in a round-about way, and eulogizing each other’s patriotism and influence in exact proportion to the magnitude of the office they respect- tully seek. 1 trust these drones will be seni home disappointed, that cthers in future may profit by their example, and the Executive Officer of the Commonwealth permitted, uninfluenced, to select from the good citizens, officers competent to fill the respective places, and such men as the com- munity have confidence in, and wish to have a place. I have much to inform you of, but want of time renders anether letter necessary. The newly elected Governor, Shunk, will be inaugurated on Tuesday the 2lst day of January. He will be inducted into office amid the rolling of drum and din of arms.
