Wasuinaton City, Jan. 15, 1845 Excitement at Washington—Defalcation— Outrage and narrow escape with life—Sequel to the Difal- cation. The reported defaleation of the Clerk of the House of Representatives ot the US. has created, as you may suypose, anintense excitement through- out this metropolis. | hasten to apprize you ot a thrillmg adventure which took place here this af- ternoon, and which very nearly hastened the spirit of one of the parties into eternity. Mr. Thomas Fenton Owen, a respectable citizen of the ** Old Dominion,” has recently taken that fine establish- ment, known as the “ Potomac Bridge Hotel,” very near the bridge from which it takes its name. Mr. Benj Thorn, tormerly a police office, was em- ployed as bar keeper. Mr. Tnorn had been ab- sent for a day or two, and returned this afternoon ; on his errival Mr, Owen remarked that already he nad received encouragement in his uew vocation ; that two gentlemen and two ladies were occupying a room in the second story. Mr. Thorn enquired if they hadgleft their names at the bar, to which the landlord replied in the negative, and asked Thorn to go up and get their names, and see that they were comfortably situated. Thorn immedi. Ate proceeded to their room, when, judge of his astonishment on recognizing two prostitutes sitting ‘n conversation with a man whom they called McNulty, and an old acquaintance of Thorn’s, named Banks, lying in a bed. Thorn promptly admonished the prostitutes that they were in the wrong place, and, abandoned as thry were, they quietly and respectiully left the house. Banks entreated that he should be allowed to remain in bed, undisturbed, and, as the women had departed, his request was granted—both land- lord and barkeeper assuring him that he should not be molested. McNulty appeared to be deeply agitated, and walked to and fro across the floor with a quick pace, as he conversed with Banks. Mr. Owen and Mr. Thorn then retired to the bar- room. But a short time had elapsed when Mc Nulty and Boks sent down for Owen to go to their room. He obeyed the call, and in a moment or two the report of a pistol summoned Thorn to the scene of action At the threshhoid of the door, it seems, the par- ties attacked the landlord, who fired a jistol in de- tence; one duck shot was ludged under Banks’ eve—another in his chin, and rhree in his breast Banks, however, still retained his grasp on Owen’s threat, which he held uotil Owen tainted Me- Nulty retreated. and escaped the moment the pie- tol was fired. Thorn held Banks in custody for a short period, until the result of the choking should he ascertained, when he was perinitted to depart, Thorn tendering him everv assistance inthe way of procoring a physician, &c. I understand that Banks is not mortally wounded; but, at any rate, both he and his companion have received a lesson aot easily to be forgotten. Thus itis that the fair tame of Washington, and its society, is injured by the outrages of men whose breath is only equalled by the * pestilence that walketh in darkuecs.” (Correspondence cf the Newark Daily Adv riser) Washinaion, Jinuary 15, 1845. The impression at a distance frem here must be that this city is forever, during the sessions of Con ress, the theatre of excitement, fun and dissipa tion Aud such impressions are pretry nearly cur rect, for scarcely does the smoke cf one baittie ciear away, ere the alurm for a new onset from another quarter is hea. It is not literally the clash of arms, but, ia Congress, a wordy warfare ts unceasingly raging, while without, other sizhts, other scenes, and other rumors assail the senses While Congress is thus engaged, private griefy are adjusted by the ducl~bur not until after a de- lay long enough for the parties to cool down inte an ague, and then consummate their murderou: intent in cool blood. Thia scene enacted, ant aumbered almost with the forgotten eventa ot the past, and a fresh element of excitement isrevealed io the defalcation in the accounts of a high officer of Congress. AnotHer Man SuHot.—Oae would reasonab y suppose this to be sufficient to be crowded snto oue oriet week, but we have rumors again (this even- tng) of more pistol shooting, with an attempt te take life, thouch not amoug members of Congress This last report is, that a person by the name of Binks has been shot at, to-day, in a tavern near tne steam-boat landing on the Potomac, and severe- ly wounded by duck-shot from a pistol I refer you to other sources for particulars. Mr. McNulty, the Clerk of the House, is said to have been in his company at the ume cf the cccurrence. {lt appears by statements before us that McNulty and Banks quarrelled with Owen, keeper of a house aear Long Bridge, about their bill (having some female acquaintances with them,) and that Owen wounded Banks with a pistol ] Tue Tyierx Biocraruer AGatn.—I communica- ted to you to-day the rejection of Mr Abell by the Senate, as Consul to the Sandwich Islands. An effort is to be made to reconsider the vote, which may be successtul, as the only charge made agairst bim, so far as | can learn, was an attempt to take fe, and that in the person of John Tyler! Now, any one having the ability to originate a readeble book out of such a subject—except it be in hero comedy—is certainly entitled to a reward. I: seems right and proper, iherefore, that he shoulo be banished to the Sandwich Islands, for the dis- charge of Consular duties. a A Tyiex Pat Rewarpep —Ever since the me- morable Tyler Convention at Baltimore last Spring, a member of the notorious Smith familv, who re joices in the euphonious patronymic of Del«zon,— or, as he is here more familiarly known, Delusion wno figured rather extensively ou that me- morable occasion, has been enjoying the truits of office, as an Inspector in the N. Y. Custom House During the past sammer he was in the undisturbed enjoyment of ease in hia native State, (Ohio,) ana parts adjacent, but suffering nothing in his stipu- lated income of $3 per day, as Custom House In- spector in New York. That, of course, went on, as due to his patrivusm, and his eworn fealty to the man of many vetoes, John Tyler. His p triotic zeal having been, it is presumed, fairly tested, the per diem allowance has been found too low an esti- mate of it; and he has consequently been with- drawn from the service of his country at New York, and charged with a commission as Commer- cial Agent to the Republic ot Ecuedor, and is daily expecting to proceed thither in search of the Government ot that Repubiie, at the more adequate and appropropriate compensation of eight dollars per day. Should he be uusucceesful in the enter- prise in which nis noble patriotism has impelled nim to engage, he will again return to his native land, atter it has been some 61x months deprived of bis valuable services in the home department ot Tylerian eftairs,—and, for all the while absent, drawing his $8 per diem ! Mr Grant or Naw Jerery —Mr. Grant, who was appointed Purser under the solicitations of Mr. Green, the U 3S District Attorney in New Jer-ey, nas, as you are aware, been rejected by the Senate He 18 said tobe a man of wealth, snrreunded by o large tamily, and was willing, tor $1,500 a4 year, ai the age of upwardsol sixty, to ship im a smal Sivop of War, (ue Somers) with the painone view o serving his country But the Senate, in their wisdom, concluded thet it wae a per-onal sacr fice which he was not called upon to make, aud there- tore they pat their veto on him. His triends, how- ever, are eadeavering to grt him renominated, whieh, t can essere them, will be but lebor lost, at there are now about fi y applcauts for the ap- pomiment. To how many Capt. Tyler has promised the piace I don tknow. I can say thus much, nowever, that be has ordered one mau to have his sureties in readiness, and, itis said, has promised the office to another in wring ! It was at first reported that Stiles had been frozen to death, but we understand the evidence ia such as to leave hardly room have no room for particulars.— Boston Paper, Jan. 17, sau, Price Two Cents: Onderdonking. To THe Eprror or tug N. Y. Heraip: The truth of the fact which has been diy alluded to in the public papers is undeniable, that affidavits of a similar character to those that formed. the ground-work of the presentment against Bishop Onderdonk have been kept back and smothered by his friends; and, in proof of this, I forward you accpy of one drawn up bya friend of mine—a gentleman of great respectability, which, to my certain knowledge was put into the hancsof one of the bishops kuown to be friendly to Bishop On- derdonk, and who it was hoped would have had magnanimity enough, and been soufficiently aware ot hie duty, to have laid it before the Court ; but, to the aiegrace of his station, he smothered it.— Yes, sir, smothered it with pretended laughter, when nothing could have been more serious The Diocese may rely upon it that the House of Bishops has awarded too light a punishment to Bishop Onderdonk. Iastead of being suspended merely, he should have been degradcd—apd not only degraded, but excommunicated—and not only excommunicated, but anathematised—and not only anathematised, but cursed. There must certainly be something rotten about the faith and practices of the six Bishops who had the hardihood to vote Bishop Onderdonk innocent ; and those sound and fearless Bishops, Meade, El- liott, and Otey; ought not to cease from their la- bors; but, now they have begun the good work, they should continue it, by visiting the Dioceses of the six remaining Puseyitish Bishops, tor the pur- pose of ascertaining how it may be with them in regard to their private walks It is more than pro- bable, if the Reverend Paul Trapier can only be put upon the scent in the first place, and have the assistance of ‘another Richmond in the field,” that, by visiting the Dioceses of these men, and ad- vertising for affidavits, enough ct them can be procured to authorise Figg oe ap and bring them te trial—after which the House of Bishops will only have to secure the copy-right, and publish the proceedings, and the profits of the sale will undoubt- edly cover the whole cost of every thing, including their travelling expenses and lawyers’ fees The Reverend Paul, however, ba@ better, in every in- stance, send in his bill to the Presiding Biehop, and not shoot his granny again on his own hook, in order to secure his:share of the proceeds before- hand. The Reverend Paul can plant wel! enough, but he should leave the watering to others. Strict impartiality should be observed, however, and, in the course of their journeyinge, it might be well tor the Bishop to look into Mississipi and Ohio ; as it must be admitted that there are some nard stories in circulation respecting the Bishop of this last Diocese, in relation to the occasional ex- ercise of a little high-handed authority, for the pur- bose of guarding against the undue use of the nght f private judgment when it differs too much from his own. B I, —, of , avd State of New York, being of souud mind and memory, do solemnly, sincerely aud truly affirm and declare: that ateome orriod wt some year, which this deponent does not distinctly recollect, «xcept that there was no snow on the ground, und that 11 was probably since the publication o| Oxford Tracts, he was standing by one of the north wiudows of bis north parler, im nis house, at —— —, and State of New York, as sforesaid, and a young Jady frem the city of New York, whose residence is not tar from St. Thomas? Chureh, of which the Reverend Dr. Hawks was rector, but whose name he would on no considera. ton Give, a@ she might pot survive the publication oFeo lamrnty)ic a circumstance, was standing by the side of higi—his attention and that of the young adv being directed towards the distant rcenery— when the Right Reverend Benjamin T. Onderdonk, then and now Bishop of the Diocese of New York, came up behind the young lady from near Saint Thomas’ Church, of which the Reverend Doctor Hawks was rector, a8 atoresaid, und, tothe great scandal acd injury of the Protestant Episcopal Qhurch of these Unved States, and of the true Chureh all overthe world, and of the Thirty Nine Articles in particular, did mest feloniously, irreve- renuy, indecorously, and unceremoniously, to the best of this deponent’s recollection, either pat or vull, or else both pat and puli, one or both of the said young lady’s ears, from nesr Saint Thomas’ Chureh, of which the Rev. Doctor Hawks was Rector, as aforesaid. , Aad this deponent further saith that, to the best of his knowledge and belief, the young ‘ady as aforesaid, from near Saint Thomas’ ( hurch, of which the Rev. Doctor Hawke was Rector, isthe daugtiter ot a low churchman ; and that she her- self is one of the same stamp ; and that they both reject, as this deponent believes, the high church doctrine of Lind aes succession—not confining the power of ordination to Bishops alone, but claiming that power for all the clerey alike. And although this deponent cannot affirm positively that this was not the reason that the said Bishop of the Diocese of New York did either pat or pull, or else pat and pull, one or both of the said youn, lady’s ears, from near Saint Thomas’ Church, o! which the Rev. Doctor Hawks was Rector, as atoresaid, he is upon the whole disposed to believe that it was not done on that account, and that that could not have been the true reason. And this deponent further saith that, although, at the time, he attached no importance whatever to the occurrence he witnessed inhis back parlor es aforessid, yet that ia refl-cting upon it since, and taking it in connexion with the circumstances that transpired at the ordination in Saint Stephen’s Church in the city of New York, and with the re- tusal of the Bishop, as aforesaid, to receive the pro- testoffered by the Hon. John Duer and others, at the aunual convention of the Diocese of New York, held in the year 1843, he is not prepared to say that there was not some hidden meaning in the occurrence that took place in his back parlor, as aforesaid, which he does not clearly comprehend. In witness whereof, I have hereunto subscribed my name, this 20.) day of November, Anno Domini 1844, and in the year of the Independence of thesegUaited States the sixty-eighth. Done m'my front parlor, inmy house at —— ——, and See New York, as aforesaid. . Insarance, There is a characteristic movement made again in Wall street. Some of the fire insurance com- panies—having very little capital, and that, in many instances, consisting of out of town and tancy city lot mortgages, and being, withal, man- aged by needy and inefficient men—have done a poor business. They complain that they will be obliged to wind up unless the Legislature interteres tor their relief; and the aid they modestly ask for 18, to guarantee to them more and larger pre- miums. Like the famiching Oliver Twist, they hold up their dish beseeching-y—* Oliver wants more.” They say that without this help they must go down. “Help me, Cassius, or I sink.” They ask the Legislature to drive « ff all the foreign insurance agents, by imposing such a tex that they ean’t live under it hose “‘lean and hurgry” oote-shavers of Wall street nmde a similar appiica- ion to tne Legislature in 1841; they were rent home “ with « flea inthe eur” then—mort hkely hey will ture in the same way now. We say of many of those Wali street compavies now, es we have ofien said beiore, that the security they pre- tend to give is merely nominal; in care of & Con- sidereble fire, it would pot be worth a straw — With a few years several of them have disap- veared from the field ut action where they played a short ond inglurious part, end one of their own deienders (* Plaid Truth,” in the Jowrnal of Com- merce. )eays others Must go too, unless the foreign agents are driven off '¢ sHy—jet them go down, snd the sooner the better; and, in the meen ume, the true policy 1s to encournge foreign cayite! 10 come here, on the most uberal terms. Those Wall street men have some p arnolens: bey think the great principles of c¢ erce und the honor of the State, as weli ws the interests of the public at large, are all to be ewer ficed to support them if hey ure poser, acd to make them neher it they are rich. These two motives are cofibived in their attempt to monop: ize all the insurance busine s of this city.
