BY ‘tHE SOUTHERN MAIL. ———S ——————————————— Highty Important from Washington—Proe pect of amieamediate Annexation of Texaa’ “segtnltlny Srtme Congressional Rows. We intveweveived by the last mail some highly: importantinteHigence from Washington relative to , the anaexation of Texas. It now seems to be very,| probable that ‘the annexation will be consummated in both howses by joint resolution in the cowrse of According to our moss authentic intelligence, the joint resolution will incorporate the two plans in- troduced by Weller, of Ohio, and’ Douglass, of Iili- nois. This will be agreed upon by a majority of the lower house haying in view the prospective as- sent of the Senate. These two plans are briefly as follows: Weller’s avoids the division of the territory into free and slave sections, and algo the question of boundary, both of which are to be left to commissioners — Douglas’s plaa is based upon the Louisiana Trea- ty of 1803, thus assuming that Texas was then an- nexed to the United States, and that asthe inhabit- ants of that Republic have expressed their willing- ness to become re-annexed, they ought, in accord ance with that Treaty, to be admitted into this Union. It also assumes, that as Mexico, by a re- volution, has become independent of Spain, since the Treaty of 1819, by which Texas was ceded to the Spaniards, and as Texas also, by revolution, has withdrawn herself from Mexico, she has the same right to become aunexed to the United States that Mexico has to recognize the independence of Texas. These views, thus embraced, are also the views of General Jackson and the President elect, and it is now pretty certain, from the indications at Washington, that in a few days they will pass both houses of Congress in joint resolution. Fracas at Wasuineton—Carr. Isatan Ryn- pers Peacemaker, w¥ CHALLENGING TO Ficnt — We have received the full, true, and particular ac- count of an emeute, which took place at Cole- man’s Hotel, on Tuesday evening lst, between Mesars. McConnell and Bankes, the latter in some way or the other attached to that establishment. It appears that McConnell, who was somewha; more than half-seas-over, was abusing the whigs, which caused Bankes, who was not in any better condition, to reply. Personalities succeeded, and from their long acquaintance with each other, a very pretty budget was about to be opened, when Bankes struck McConnell, and bowie knives and pistols were immediately drawn on both sides ; but the crowd interfered and prevented their use, further than a litile flourish- ing; and confusion reigned throughout the build- inguntil the arrival of Capt. Isaiah Rynders, of the Empire Club in this city, who at once settled the matter by challenging to fight Bankes on jis own hook, which offer was not accepted, but, as far as Bankes was concerned, appeared to set the matter at rest. Not so, however, with M’Connell—ke re- mained about the’ premises until a late hour, evidenced no diminution in the strength ot his Jungs or the delicacy of his language, and on the whole ‘‘it was a very pretty quarrel ae it stood,” barring the refined language used by those more immediately interested. It was pretty generally expected that McConnell and Bankes would have settled the matter right out on the following morn* ing, by a Kilkenny fight atleast; but by that time they had recovered somewhat of their lost senses, and the affair was quashed without bloodshed Poor Mack, who isa pretty stout fellow, would have stood but little chance with Bankes, who is somewhat of a giant, on the night of the row, if things had proceeded further, as the former, ia his cups, is as weak as water gruel. It thus appears that Capt. Rynders, is making himself as useful in Washington by preserving the peace, as he was inthis city at the solicitation of Mayor Harper, during the recent election; and it is to be hoped, that he will continue his laudable services in this respect. We hereby appoint him Peacemaker General during the present session of Congress, and hope that all those persons he finds transgressing the bounds of propriety in this re- spect, unless they immediately desist, he will ad- minister to them on the spot such punishment as they merit, and he is’capable of doing. Washington, [Correspondence of the Herald] Wasuineron, Dec. 25, 1844. Odds and Ends—The Holidays of Congress, §e.—More in Reserve ~Texas—Supreme Court—Temperance Meeting and Jenkins’ Refectory. We shall not make any headway into the regular routine of the business and discussions of the ses- sion until after the holidays. And then, in the Se- nate, we expect a thorough silting of the constitu- tional principles involved in the question of annex- ation, together with a recapitulation of the benefits and disadvantages of this matrimonial alliance. The Senate exhibited to-day upon its face the most profound lethargy. The few members that were present appeared listless, drowzy, and anxious to escape the monotony of petitions, formal! reports, and other mere formalities, upon subjects without interest, and occasionally without principle. The Senate stands adjourned over to Monday, when we expect Mr. Sevier, of Arkansas, will announce the death of his late "colleague Mr. Fulton, and move another adjournment to Thureday, one day in respect to the deceased, and one in considera- tion of the New Year. Should this conjecture be confirmed, the other House of course will concur in the resolution These holidays, however, are not all lost time. The members have their private business with their constituents to attend to~the Committees have their reports to make out—and all hands have to look out fot, and welect the materials of, the new administrati ‘This will keep us all very busy Senator Dickinson has gone home to spend his holiday, leaving the joint correspondence of him- seli and Foster in the hands of his colleagae for tne interim. In the Supreme Court to-day, Mr Meredith, of Philadelphia, argued the cause of the defendants in the case of the United States vs Taylor and Blackburn, of Pniladelphia, (we believe ) From the argument ot the counsellor aforesaid, it would appear, thal (his case arises oat of an infraction of the Revenue Liwa, in a false valuation; that the joods were passed through the New York Custom Goose, and were subsequently seized by thie col- lector of the port of Philadelphia, at that port; that the offending party was indicted, and suffered the penalty of the law—that this is an appea! from the decision of the court. [o regard of a certain merry-making at the Na- tional Hotel last night; as the subject is rather con- fidential, we purpose no account—unless the ne- cessity of false reports shall call upon us for the plain history of the proceedings. Coleman de- serves tne highest cred witch he exhibited on the occasion There wasa temperance meeting on the avenue yesterday at 3 o’cluck, and the orators had a large and constantly changing audience all the time. We observed however, more than one man leave the ranks and the speaker to imbibe a libation to King Alcohol in Jenkins’s retectory, which isa place of great temptation.
