This shows a gradual decrease in the average rate of duty from the first enforcement of the act, and it is possible this reductioa may continue. The various rates of duty under the present tariff act, range from twenty to one and two hundred per cent, and those articles paying the highest rate of duty, are, no doubt, falling oft every year. Any description of merchandise protected by a very high duty, ou similar articles of a foreign manufac- ture, must increase, and soon drive from our markets #0 doing, reducethe average rate of duty on other imports. For instance, low priced cot: tons manufactured; abroad, pay {rom one to two hun- dred per cent duty on the first cost. This high duty enables our manufacturers to compete successful- ly with foreign manufactures, and drive those fo, arkets, of these goods reduces the average duty. War Message of President Tyler Coming—The Tarif’ in the House. James G. Bewnerr, Esq. :— The President will submit a message to Con- gress to-morrow or the day following, accompany- ing the correspondence with Mexico, not yet pre- sented to the public eye. The Message will be de- cided in its tone in favor of immediate annezation, and compulsion of payment of the claims due by Mexico. You will be supplied with a copy at the earliest opportunity. It being resolution day in the House, propositions were offered in abundance—sufficient to occupy the members months in discussion ; but no argu- ment ensued until the presentation of a bill by Mr. Phoenix, a whig member from your city, to refund duties paid on all railroad iron imported since 1882, that had been used in corporate or State worke, and also to allow the cancelling of all bonds for that imported for the same purpose for three years ensuing. This called out Mr. Bidlack, a democratic member of Pennsylvania, who opposed. the bill on the ground that no necessity existed for any alteration in the present tariff on that point, as railroad iron was now manufactured in this coun- try, stronger and better than in England, specimens ot which could be seen at the steps of the capitol, if members would only walk to look at them. Charles J. Ingersoll, democrat of Philadelphia, followed, observing that such a movement to mo- dify the tariff, coming from the whig party in the House, was truly surprising—and still more so when Pennsylvania products were selected as the firot to bear the burthen of the charge. Mr. Mor- ris, whig, of Philadelphia, opposed the bill as inju- rious to the interests of his State, and was follow- ed by Mr. Holmes, of South Carolina,who answer- ed all with much humor, according to South Caro- lina policy. The non slave-holding States of the West seem to have just wakened up to the conviction that if the Tyler project should prevail that they will be excluded from the Atlantic, from the Chesapeake to the Rio del Norte, except by the avenues lead- ing through the slave States; in a word, that the: will be insulated and isolated from the seaboard andthe commerce of the world, except upon the terms of the South, dictated by their ascendant in- fluence inthe councils of the nation, or otherwise im the event of the unhappy tragedy of a rupture of the Union. The balance of power so essential to the harmony of the nation and the preservation of the Union, in case of unconditional annexation, would be transterred to the South, at all events in the senatorial branch, and thus both the North and the West would be brought to submission to Southern policy and views, is you will say is a sectional view ot the question, and therefore is not entitled to much, if any, weight—but yet in form- ing this judgment, you mustgbear in mind what is very evident here, that Southern motives are at the bottom of the uncompromising and ultra agitations of the party in favor of unconditional annexation. The pre-requisite of the consent of Mexico to annexation is a mere (rifle as compared with the importance of this obstacle. In fact, the censent of Mexico isa mere russe de guerre, designed to cover the more eubstantial yet latent objection to annexation, growing out of opposition to spreading slavery all over the territory of Texas, and the for- mation of itinto slave States exclusive!y. This is the great cause of hostility to annexation. The members generally would be willing to sion of the territo ito an equal number of slave- holding and non-slave holding States; bat many are afraid to commit themselves in favor of uncon- ditional annexation, lest the foresight of Col. Ben- ton should be realized 1n their political overthrew.
