The market, however, is in a feverish state, anda change would not come unexpected. A further decline is anticipated. The commissioners of the State of Ohio are in the city, and daily make their appearance in Wall street. It is rumored that they are here for the purpose of raising funds to meet the accruing interest on the State debt, but as this would tend very much to the injury of the credit of the State, we merely give it as a current report. ‘There appears to be great efforts making to bolster up | the Illinois State stock for the purpese of speculation, but we should think from the tenor of advices from the highest source in London, that the task would be a diffi cult one. The State of Illinois—so far as regards the finan- cial condition of the State—occupies a more unfavorable position than it did two years ugo when the negotiations for the canal loan was first issued. Two years interest have accrued on her large debt, and the canal is no neary er completion than it was then. What has been the cause of this, we do not, at this time, intend to repeat, but oper- ators in the stock will, perhaps, find to their sorrow more truth in these remarks than they at present may be wi!- ling to give us credit for. The Trust Fire Insurance Company have declared a dividend of three and a half per cent, payable on demand. James Caskie, E'sq., President of the Exchange Bank at Richmond, Va., has been elected President of the Bank of Virginia, vacated by the death of General Pegram, and John C. Hobson, Esq., has been elected President of the Exchange Bank, in place of Mr. Caskie. The Planters’ Bank and the Bank of the State of Georgia, have commenced checking on New York at par, for sight checks. We annex atable showing the total movements of the banks in the United States in operation in 1844, compared with several years within the pest fourteen. It is made up from the latest official returns received from the banks ofeach State. It will be observed that the most expanded movement of the banks was in 1887, the year of the sus- pension ef specie payments. Banxs or tue Uniren Starrs ror it; Accorpine To THE Latest Returns. “ Loans & Dis. ie, osite, Maine. $3,916,613 $158,502 098 2,678,383 126,816 Ae Ge : ‘Alabama. These returns show the condition of the banks a ait. ferent periods within the last fourteen years, with all the changes that have taken place in that time, within which the most extravagant speculations have taken place, and more thorough revolution experienced in commercial affairs than ever before experienced in any country. The bank movement of 1844 will compare more favora- biy with that of 1630 than with any other period, since that time, and notwithatanding the very great increase in the internal trade of the country, we find the limit- ed movement of the banks now answers every purpose of trade and commerce, and the prosperity of all classes is more permgnently settled. In other respects, the year 1830 resembles 1844. It was the second year pfter the parsage of the high tariff of 1828, and immediately preced. eda very serious commercial embarrassment. It was a year in which the importations were not only large, but showing an increase on those for the previous year of nearly fifty per cent under a tariff very similar to the one now inexistence. In all these particulars 1830 cempares very well with the year 1844, so far as we have gone, and it is possible the movements of 1844 may lead to results similar to those which followed 1630. It is very true we have not a United states Bank, but we are not so sure that the State banks—knowing the re chartering of a United States Bank to be out of the question—will not extend their operations, and lead the community into speculations nearly, if not quite, as extensive as those of 1836 and ’37. Allowing the same time to be required to produce such an inflation in every branch of business, asexpe- rienced in 1836, we cannot expect a crises under six years, bringing as to 1850. The operations ofour State banks are, without doubt, as much reduced now as they wall be, and every one must look now for an expansion. ‘These State institutions have undoubtedly exrted a very powerful influence on the late elections, and have thrown their political power ogainst the party favorable to a United Stat jank. Having succeeded in placing such an institution out of the question, the State Banks will supply whatever want might have existed for such an ine stitution, by extending theirown movements. ‘1 he infla- tion in credits, and the currency, and the enormous spec- ulations of 1835, 1834 and 87, were produced as much by the State banks as by the United States Bank, by the tre- mendens and rapid increase in their loans and discounts, and all the other departments. The loans and discounts now amount to $230 747,789, the specie in hand to $47,681, 488, the circulation to $72,378,828, and the deposites to $76, 043,782, an extension sufficient toconduct all the business of the country, and to afford every facility to legitimate commercial operations, a healthy and prosperous state of trade requires. At present, there is very little prospect of any very sudden or very rapid expansion, but it is im- possible to tell how soon it may come along. We have an increase of banking capital in some of the western and south western States, to fear more than any thing else, and thereis cause. The Legisleture of Ohio, as at present constituted, is in favor of a very great increase in the banking capital of the State. It is very limi- tod, and from the attempts made in the lower house of the legislatnce last winter,we have no doubt they will succeed this. The legislative bodies, during the last session, were divided, now they are united, the Whigs having amojority in both Houses and the Executive, giving them every facility necessary to carry through and com. plete any system of banking proposed. The free banking system of this State will probably be adopted, confining the deposits of stook to that of Ohio, This may create a demand for this stock, and take out of the market large amounts, but not suffic! toany great extent. The banking capital of Ohio may be increased this winter twenty-five millions of dollars. Some revolu- tion in the banking capital of that State is required to do away with many of the evils and impositiona under which the people suffer, but an increase in banking capi. taltothe extent above named, must soon lead to results as ruinous as any previously realized in the history of banking in that State. Indiana, Illinois, Alabama and Mississippi, may be induced to follow the example in the event of which the country would soon be again filled with a currency similar to that of 1896 and 87, We cannot put that trust in men holding MARITIME HERALD.
