As the time when the legislatures of the different States convene approuches those interested, froma variety of causes, become filled with hope. The creditors of the delinquent States look for provisions baing made to meet their demandé,and the State authorities for the adoption of some measures enabling them to carry out the duties of their offices. At present all eyes are turned towards Pennsylvania, with the hope that the provision: de for the prompt pay ment of the interest on the indebtedness may result as intended. Should that State disappoint the expectaticns of its creditors, and the measure adopted proveofno avail in collecting sufficient revenue to meet ner payments,the little remaining confidence in State cre ditor State faith would be forever destroyed. A very few days will suffice to tell :he story, from which we shall be able to date the recovery or he cotnpl-te downfall of State credit. The sale of part of the public works of Pennsylvania hes proved an abortion. An attempt to sell the main line we fear will result in the same manner, but most of all, every one has cause to fear the result of any attempt to cellect additional taxes. Thepublic works of Pennsylvania have been more productive this year than ever before. Upto the lat of August, 1844, the receipts reached $714,801, against $673,879 up to the same date Jast year. This g an increase in revenue of $140,922, but the total receipts are very small compared with the in, come from the public works of this State. A chunge in the administration of the State affairs may have a very favorable effect on the productiveness of the public works. Ye are assured that a revisal of the tariff of tolls anda reduction in the retes would do more towards increasing the revenue from that source than anything else Produce is attracted in other directions by more favorable terms of transportation, and the income of Pennsylvania becomes reduced. It is only by the in- creased productivenvss of the public works of the de, linquent States that the interest on their immense debts will ever be lifted or promptly paid. It never will be done by taxation. Legislatures may pass tax laws upon tax laws—they never can be enforced. The People in many States have repudiated once, and any moral influence on their minds regarding this subject is out of the question, and the sttention of the delinquent States must be turned to their works of internal improvement, and their productiveness increase in every possible way. Penucylvania is mere favorably situated in thie respect than many other delin- quent States Her public works are mostly finished and in active operation, while those of Indiana, Illinois, and Maryland, require large outlays to perfect and place them in a state to produce much profit ‘The commissioners of I!- linois have returned home, and are awaiting the result of their negotiations made in Europe We regret to learn that the loan required depends upon so many contin- gencies that it probably will never be obtamed. It de" pends entirely on the movements of the Legislature next winter. Thebondholders require the levying of a tax to pay the interest on the improvement debt A St. Louin journal says that “ this proviso will be futal to the whole scheme, and the English capitalists may as well keep their money at home, The Legislature of Illinois wil) not at its next session make any provision forthe pey- ment of the interest on any purtion of the public debt Mark that!” This is the feeling, it eppears, in thut sec- tion of thecountry, and wehave no doubt the result will be as here predicted. The commissiouers of Illinois, in connection with Gov. Davis, have not left a stone un- turned in their efforts to tulfilthe object of their mission With thestrengest prejudices to contend against on the other side, and a secret influence from this sidy against them tostem, they have accomplished every thing that perseverance, energy and honesty of purpose could, ani! if the negociations finally fall to the ground anJ the loan be not obtained, it can be solely attributed to the refusal on the part of the State to ratify the arrangements made by the commissioners, by not imposing the required tax. The public works of Maryland are rapidly increasing their receipts. To this source of revenue the public creditors must lock, ax on the extent of the income from these works Jepends the ability to pay. Indiana at pre- sent is depreased by animmense debt, from which there in no escape, and the interest on which will cripple her treasury for years. Wi no prospect for the payment of the first dollar for a long time. Tne Directors of the Hartford and New Haven Rail road Company have declared a semi-annual dividend of two per cent, payable ondemand.
