[Correspondence of the Herald.} Kinesron, Canava West, Sept. 7, 1844 Formation of the New Ministry, with a biographical sketch of the Members—Sundry reflections on the expediency of the Governor's choice, with a few conjectures in relation to the future, and a word or two on bartering electoral rigits—Sporting— Agriculture—the Times and Seasons—Post-ofice Abuses James Gorpon Benngrt— The most gratifying news that 1 have announce this week is the formation of a Minis- try by the Governor General. The official Gazette, containing the appointments,reached this place yes- terday. Of the individuals who compose the coun- cil, I will endeavor to give you an impartia!, though feeble and impertect sketch. The council, as at present constituted, consists of Messrs. Daily, Pro- vincial Secretary ; Viger, President of the Coun- cil; Draper, Attorney General, West; Smith, ce., East; Morris, Receiver General ; and Papineau, Commissioner of Crown Lands. The first two gentlemen have held their respective offices for some time,—the former under every successive ad- ministration since the time of Lord Sydenham. He is considered a shallow and brainless fop by those who know him best, and his inconsistency is a by-word in the Province. Mr. Viger 1s an old and feeble man, though possessing the most indom- itable spirit, ‘and, although he has never exhibited any extraordinary talent, exercises considerable influence over his countrymen, to whom he is en- deared by his consistency and patriousm. He was imprisoned in Montreal eighteen months on a charge of being concerned in the late rebellion, but was never brought totrial ‘The Attorney Gen- eral for Upper Canada, Mr. Draper, you already know by reputation to be the best lawyer in the Province—an uccomplished orator, and, what is rather uncommon among our public men, a con- sistent poiitician. He was first appointed to office, I believe, by Sir Francis Head, and served during the suecessive administrations of Sir George Ar- thur, Lord Durham and Lord Sydenham. At the time the Pee were about coming into power, Mr. D. who, more consistent than most of his col- leagues, would not consent to retain office with Messrs. Baldwin and Lafontaine, resigned, and re- turned to the practice of his prefession, in which he has been most successful. As an orator he has but few equals on the continent, and his business habits and gentlemanly manners will make him a valuable leader to the new Ministry, He has, however, always identified himself with the high tory party, and wall, on this account, meet with buc little ‘favor from the people. The Attorney General for Eastern Canada, Mr. Smith, is but little known in public life—indeed, 1 have nev- er heard his name mentioned until lately. He is said to be a good lawyer, however, which will be no small recommendation for the import. ant office which he now holds; but lawyers don’t always make good stateemen, ’and in this young and consequently poor country, the fewer we have ot them the better. The Receiver General, Mr. roe is an old and well-tried servant of the peo- He {represented the county of Leeds, in the egislatiee Assembly, for a number of years, until he was called to the Legislative Council, an honor which he accepted with no little reluctance. Lay- ing aside politics, Mr. Morris is esteemed and re- spected by every individual who knows his private worth and independent character. It 18 said that Louis Joseph Papineau is on his way outtrom Par- is, and that he has declared that his countrymen have already obtained all that he ever contended for. Shou'd this rumor prove correct, the inflaence ot Lafontaine is at an end, asthe Freuch party will, to a man, unite under their old leader. The Council is not yet complete—two Solicitors Gen- eral and an Inspector General being required to fill the list. Some of the Provincial pupers think that His Excellency intends to dispense with the Soiicitors, but this is doubitul. ith regard to the Inspector Generalship, it is said that his Excellency is waiting for the return from England of a Mr. Atcheson, who, should he suc- ceed in obtaining the office, wii, in all probability, try to obtain a seat in the Assembly for this town, {don’t think he will succeed in this object, as the Kingatonians have learnt a sufficient lesson of the benefits to be derived trom having an officer of the Government to represent them. Lord Sydenham wanted to obtain a seat for his nominee, Mr Harrison, and as the seat of Government question was not Pk disposed of, the good-natured inhabi- tants of Kingston were most happy to do the amia- ble. Mr. Harrison was returned, and in return the seat of Government is now firmly fixed in—— Montreal. So much for bartering your electoral rights. ‘Of the administration as a whole, I hardly know whatto say. The high tory views ‘ot Mr. rapar the people will not at all like, and the re-appoint. ment of a Frenchman to the office of Commiseroner of Crown Lands, is in exceeding bad taste, as they are universally opposed to emigration, and having no Crown Lands in Lower Canada, they know bu little of the duties required in the department. She only appointment that will give universal satistac- tion is that of Receiver General. When the Mi- nistry is completed, I will again revert to the sub- ject. The Kingston races came off on Wednesday and Thursday last, and were a miserable affair alto- gether. Kingston has always been the worst place in the province tor these sports, and if they are not better got up, they may as well abandon them The on! good race that I saw was that between Hit-or-Mii fis and Grace Darling, the latter rode by the celebrated Le el ig but not with his usual good fortune. You will find the account of the races in our papers, if you take any interest in such things, at so great a distance, The weather is now beautifully clear and plea- sant, with,warm days and frosty nights. Tie crops in the western part of the province have been se- cured in good condition, but the backward season and miserable farmers of Lower Canada, have lett that part of the province a fortnight or three weeks behind us. The consequence is, that ther crops have not yet been all gotin, and what has been se- cured is in a bad state. The oe crop, on which the poor principally depend for support during our long and severe winter, will, I am sorry to say, prove very deficient. Daring the last three weeks an immense quantity of rain has fallen, which, combined witn the unsually wet previous season, has rotted the cropin the howe ‘This is not con- fined to Lower Canada alone; this vicinity, and, indeed, all over the Province, the same complaint are prevalent. This causes the more disappoint- ment, as the early part of the summer was every. thing’ that the farmer would desire, and gave pro mise of a most abundant harvest. Our town ob dull just now; the theatre closed last night, and I suppose that is the end of our amusements for this year. Businers is not very brisk, and the demand for goods seem to be on the decline, but this is only temporary. Dear Sin :— Presuming that you might feel some little inter- eatin heariog from this delightiul and truly fash- ionable place of resort, I drop you a line or two only, at this time, merely to give some general idea of the couctry aud its visitors, as 1 will be more in detail at another time. , This watering place is but one of many of equal celebrity, situa- ted in the Alleghany Mount ains of Virginia, about 220 miles from Richmond. They are eagily acces sable by good roads, regular stages, and when you get here, every thing combines not only to restore health to the invalid, but to render life joyous» merry and happy. ‘The mountain scenery is grand and picturesque in the extreme ; the atmosphere healthy and bracing, and the beauty and elegance of the South and North, concentrate at that Spring, bringing together the entire elite of American go- ciety. There isthe White, the Blue, the Sweet, the Salt, the Red, the Hot, and Warm Springs, minerals possessing povrerful curative properties tor the sick, and situated within a circumference, the diameter of which is about 30 or 40 miles, so that the variety of visiting any or all of them in a short time by easy rides, cuhances the pleasure of the trip.
