House of Representatives, Wasuineroy, Thursday, May 16. ‘The Fracas between Whiterand Rathbum,. §c.— Eastern Harbor Bill The House was rather thin at its'first meeting to- day; so many members being absenttat the races, and also gallivanting, ladies in and around the beantiint purlieus.of yhe Capptol. - ‘ " Gen. Dawson desired to offer a resolution about the private land claims of Louisiana, &c., but ob- jection was made. : . rae Mr. Exar rose, and said that in the case of Messrs. White and Rathbun, aithough.,he would not go so far as some members, who ¢ esired to ex- pel them; yet he thought thst they were d serving of very-severe censure. Such language and such conduct ought not to be allowed on thistloer, wit out punishment of some ‘and. He thought it was due to the digni y (7) of the House that something should be doue—but there had been so much trre- gularity and miscondagt by Fambers, that it would I ‘o begin by expelling these two. ne Oe ‘said that the testimony didnot bear out the report made hy the committee, and that the report did bim great iujnstice, Thirty-four witnesses were examined, fnd ail wrote out their testimony coolly and deliberately, and this testimony did not show that he was to blame in the way that the report made it appear thathe was He thanke?! his God that he had not deserved the reproach which the report cast upon him. He, huwever, wished the House to pass the resolution of censure, if they thought proper. Phy Eaoaza rose, and wanted to speak a necond tine; but as he was very prosy and unconnected in his first speech, this was objected to by several members. His resolution was then read, to this effect—"That Whi d Rathbun had violated the rules of the House—that they deserved the censure of the House—and that they be censured ec cordingly.” ; Mr. Winrsnor rose to order. ‘This independent resolu- tion was entirely out of order, Waconnected, as it was, with the report. ¢ Mr. Weuven said if i: was true that Mr, White called Mr. Rathbun “a Har,” or “a damned liar” then he did not think that Rathbun, in striking at White, had violated any rules, or done wrong; and he therefore moved to lay the whole matter on the table Mr. Hate—I demand the ayes and nays on that. The ayes and noes were ordered and resulted—Ayes 52, Nows 73. So this most contemptible farce has thus ended in smoke, at an expense to the country of at least $10 000! ‘After a week's debate—printing a long report—taking testi- mony of halla hundred witnesses, annoying :and worry~ ing them, and keeping them from their business—keeping Moore a prisoner two weeks—putting five guards over hin-—and indulging in crimination and reerimination— and all sorts of denunciation and angry feclings for o month—the House by a solemn vote laid the whole mat- ter on the table x . Mr. M’Kav then moved that the House go into Commit tee of the Whole, and take up the annual appropriation bills Mr. Banxanp objected, ax the first business before the House was the Eastern Harbor Bill, which has already passed the Committee of the hole. £ The ayes and noes were called and resulted —Ayes 74, noes 88. So the House refused to go into Committee of the Whole. Mr. Avans moved a suspension of the Rules and called the ayes and noes. ‘The ayes and noes were ordered and resulted—A yes 97, noes 49. ‘There not being two-thirds, the rules were not suspen- ded. Mr. Wetien then moved that the House go into Com- mittee of the Whole. Mr, Banryann again objected on account of the Eastern Harbor Bill. S ‘Tne ayes and noes were then called for the fifth time to-day, and resulted—A yes 59, noes 92. Remember the House sits four or five hours a day and it takes two hours to call the ayes and noes five times. ‘The House then took up the Bill to improve the Eastern Harbors, ‘This Bill you published a few weeks since. An amendment was pasied to improve Pass Christian, Missis- ippi, and then the Bill was finally passed by the House.
