The journal being read, the Speaker decided that the first business in order was the consideration of the report relative to Tur 2Isr Rv: Mr. Strives resumed.—It was stated Mr. Speak- er, Pe the member from Maine, and reiter- ated by the member from New York, as weil as by other northern democrats, separate, this question of the right of petition from that of abo- lition, and see how we willcome upto the mark. Youshall see how we will sustain our ob! tions to tl uth and to the Union. Sir, these two questions ought never tohave been blended ; they have been connected only by a miserable trick.— Tt is an artful scheme to excite the sympa. thies and delude the judgment of — this legislative body. Who are the — authors of the trick, who the projectors of this scheme? Who ‘was it that first connected the two questions together ? Are we of the south—the slave holding community, re- sponsible for this ? It cannot be pret for a moment that we are subject to this cherge. No one can presume that we would create any interference with the mainte- nance of our just and constitutional rights. Are our friends at the north—those opposed to the abolitionists chargeable with this? Decidedly not. Sir, they d cate this difficnlty—they pray to be delivered from this embarrassment, and we doubt not their sincerity. Who, then, are the authors of this scheme? There is but one other party amenable to the bp ad and they are the abo- litionists themselves. Will our intelligent friend: of the north suffer themselves to be entrapped in thia way, in the snare set for them by a miserable set of fanatics. Ithns been argned that the sholitioniste have so fully succeeded in poisoning the minds of our constituents, so thoronghly e the) persuaded them that the non-reception of their petitions is a violation of their rights, that unless we carry ont thei he relations between us, of representative ws, and constituent,must be dissolved. Sir, such a suggestion is almost beneath contempt. Any man who legislates here with a view solely to get back into this Hall, will of coursenot be guided by any thing like reason or justice. Such a man is unworthy of his station, ause he legislates for himself, and not for his country. Mr. Anprew Jonson, of Tennessee, next made a most excellent and sound common sense speech, taking the same views of the subject. He contended that LBs must bea point where decency in petitions must stop, and indecency begiu, or else this House would be daily flooded with the trash of every tool and maniac in the country,and the members would not have time to do the real business of the nation, but have their whole time consuuwed in lis- tening to, and rting upon, the ravings of fanatics, who would stop at nothing short of the dissolution of the Union, ‘He was as warn an advocate of the right of petition as any man, but his constituents seut him there to exercise some discretion, as to what should consume the time of the Mouse, and what should not. He hoped the rule would not be abolished, and he wished a proper distinction pre- served between a white man anda negro, Mr. Burk: New Hampshire, moved that the House journ at2 P.M. The House of Representatives have passed a bill incorporating the Bank of Chilicothe. The bill will get a quietus in the Senate, as all others of a similar nature have before. The Worcester Mutual Insurance Company lost $16,000 and the /Mtea of Hartford $6,000 at the fire in Dexter, Maine. ‘The state of the money market, created by the move- ments in cotton, has a very unfortunate influence on stocks, and keeps prices in many cases below par for good seven per cent securitirs. It is estimated that there are more than 100,000 bales of cotton held in this city on spe- culation. This large stock is valued, estimating fifty dol- lars the cost of a bale on the average, at $5,000,000, most of which is held through facililities received from the Wall street banks. These five millions have been principally drawn from stock operations and inves- ted in this staple, The daily demand on the bunks from cotton speenlations, is very heavy, and the stock in this market, is constantly increasing, and acceptances from the south for advances continual ly presented for discount. The banks are dixposed to take all paper of this description offered ; in fact, are anxious to get hold of allin the market. ‘The movements of cotton at the South are very important at this moment Ofone hundred and sixty-three ships in the port of New Orleans on the 17th iust., only ten were up for Liverpool Of fifty in the port of Mobile, only two were up for that port. At the same date last year there were thirty-six ships up for Liverpool! at New Orleans, and twenty-five up for the same port at Mobile. Comranatiy Jan. 16, 1844.
