The investigation was still progressing. The receipts of specie in New O: leans continue large. Oa the 5th and 6:h inst. there arrived from Matamoras $24,432 Bt. Louis $34,772, besides a laige amount in boxes. Cincinnati $12,950. Levi Cook, &q., has been elected President of the Bank of St. Cisir, in place of A. 8. Williams, Evq., resigned. The great abucdance of money in this city, and all other large cities of the Union, centinues to favorably affect the prices of all description of stocks. It is antici pated that the next few months will exhibit an extent of speculation in stocks hardly ever previously experienced. ‘The banks loan on short good business paper, at five and six per cent, but they do not get hold of any Jarge amount todiseount. The clesing of our inland navigation, the cessation of supplies of produce from the great interior, will create a stagnation of trade in this city that must throw imto the banks a large proportion ef the capital now engaged in the usual routine of business. This im- mense amount “fm oney must eifber lay idle, or be used for some speculative mania, that the restless spirits of ‘Wall street may invent. There is nothing at present that sovms fo likely to engage this dead capital, or to occupy the attention ofspeculators, as the securities that can so easily be transferred from hand to hond and kept in mo- tion witheut losing any of their value inthe act. Stocks both real and fancy, must continue to be the object of the day, to tusy the bears and bulls, and enable them to make fortunes out of each other. Thr state oftrade in this city is very sound. The past non shows a very extensive amount of business, The basis of all operations thus far, from the commencement of the new era of prosperity, has besn of a legitimate na- ture. The great staples of the country have been con- fined to the ordinary channels of business, The mer” chants are still governed by their usual sound ju iygments, and there areat present no symptoms of the slightest de- viation from the true and ouly safe road to seund commer- cial prosperity. I have tendered similar appoint ments to close the affairs of the other banks nemed, to se veral gentlemen at Columbus, whose services cannot be commanded on account of the heavy bond required by the act of the last general Assembly. ‘The interest of cro- ditors and stockbol ders may possibly sutfer by allowing ofthese banks to remain in their present con- dition. An assignment of its assets, it is understood, was made by one of these Lanks prior to the seat Se of for. feivure, but as the assignment was made, on ings agaivet it, ond manifestly to defeat the proviioos of tatute directing the disposition of its assets, itis ques Uonabie if itis not void. McDonald 8, one State cannot apply to Congress to tax the people of other ates, to pay the revenue intoher treasury. Not less is the outrage in asking on assumption of her debt by the General Government. Ilit is paid from the sales ofthe pub- lic lands, itis so much drawn from the treasury, which should be applied to the legitimate purposes of govern- ment, and its place must be supplied by taxation.
