China has tor centuries been the reservoir of enormous sums of money, constant- ly drsined fre~a Europe. The throwing open ofher trade will have the important effect of turning back the cur- rent of cointo Europe. Already near $50,000 000 in spe- Gic has been received ia England, forthe ransom of Cant ton and indemnities. This is but the prelude of large sxpplies. These are important elements in the future va lue of money. ‘Tho following i Boston in 1842 and 1843 :— Revenve or tHe Port or Bostox Yean Enpina Ser- Fourth quarter 1811, z rst table of the revenne of the port of 735,351 34 Estimate For the first three-quarters of the present year, during which the actual receipts are given, there was a falling off in revenue of $219,219, or 17 per cent. With the fourth quarter of 1842 commenced the operation of the present tariff, which raised the average of duties from 56 per cent on dutiable imports, to 35,8 percent. Hence the dutiable imports at the port of Boston, for the two years: are as follows Dutiable imports at Boston - ‘Thisis the true picture of the decline of trade and commerce at all the ports of the Union, under the oppres- sive action of the present tariff, the cash features of which ere perhaps the most onerous burthen ever impor- ed upon any branch ofa nation’s busing law interposes directly to crush commerce forthe benefit The constitution of the United States guarantees to all equal protection and equal laws. Yeta is passed with the express object of favoring a class of manufacturers at the expense of the shipping and This is done not by the indirect action of revenue laws, but directly, by compelling them either to relinquish business altogether, or advance 35 per cent of their capital to the government, in the shape of revenue duties. The dilapidated condition of the government finances, compelling it to the issue of a species of paper money , not- withstanding the large loans which it has contracted this year, are a eufficient evidence that the commercial inte- rests are perishing. The importing capital of the Union is compelled, under the present law, to advance to the government $5,000,000 per annum, taken from the means of small importers, The result is, that the imports have not been made, and the government is without revenue. This state of things must continue until the present tariff is modified in the importent particular of cash duties, without warehousing privileges, and the government debt will rapidly increase, as it is now doing, or resort must be had to direct taxation. ‘The only resource of which the Federal Government isuow possessed for a revenue, is the customs duties. Under the present tariff, the average duty upon the gross imports is 20 per cent. If,therefore, the government ex- penditures are confined within the limit of $20,000,0v0 per annum, an import of $100,000,000 of goods is absc- lutely necessary to yicld that sum. This year the im- ports will be but $49,000,000. Now, if under the present tariff, foreign goods continueto be excluded, whence is the government to derive itsrevenue? This to which the farmers are to direct their attention. benefit the manufacturers, they consent to destroy the commerce of the country, and with it the revenues ef the government, they must alvye submit to direct taxation, to supply the wants of the goverument. For this year the wanis of the government are to be supplied by borrow- ing, in the shape of loans and new issues of paper money. This cannot, however, last. Thealternstive then pro- ape which cannot be “ dodged’’—a ta- riff solely with a view to revenue, or direct (aration. $20, 000,000 per annum must be raised by one means or the Hence, without any reference to sectional iate- a a high or low tariff, the questien at issue is really direct taxation or a customs revenue. The advocates for a protective tarift are really the champions for direct tax etion. The land revenues we have not eonsidered, be- cause for years to comethey will not be available. year they preduced but $1,000,000, and this year will yield still less, because under the distribution act a large quantity was divided between the States, which was se uthorities witha view to its produc- tiveness and locality. Theselands, thus selected by the , are to be sold for State acceunt, be ore the Federal Government can sell any more lands. For instance—under the distribution, Illinois got 210,000 acres of the choicest These lands she has advertised tosellon the Ist of April next for her State liabilities. Other States willdothe same. These sales will meet all the demand for land fer some time to come, so thatthe public lands as a resource to the Federal Government are aonihilated for some years at least. ‘There is no alternative even now, scarcely, but direct taxation. The ruin brought upon commerce during the list year has so far destroyed the revenues that the com: jug Congress must take some vigorous measures to restore Those who oppose a modification of the toriff, with a view to increase the revenue, must stand before the country as the advocates of direct Federal taxatione The lower House of Congress is of that cast of party whieh is in favor of equal laws end a purely revenue ta riff. The Senate are of epposite views. Hence the ques- tion will at the coming session probably be brought di rectly to an issue, viz: a reduction of the tariff to meet the wants of the Treasury, or the imposition of direct we apprehend, onthe eve of a Presidential election, will feel disposed to advocate the ter course.
