The letter itself, ‘was an illustration of the tactof Mr. Biddle, in bringing forward a common place fact in an artificial and dis. colered light, so as to strike the superficial as something new. The McLeod question, which was a“ controversy” between New York fand Great Britain, has hardly been closed, in which the jurisdiction provided in the Constitution of the United States over the Stateof New York, was never questioned or doubted. The Maine con- troversy involving the same principle, has occupied the public mind for years. After all, this Nicholas Biddle writes a letter, in which he states that a debt due by a State to a toreign power isa “controversy,” and can be aijudicated ina United States Court. Immediately all the wiseacres of Wall street open their eyes and gape over the wonderful fact, that the United States arbitrates between a State anda foreign power. Now the simple state of the case is, that no foreign State holds any claim ordebt against any one of the United States, nor can it do so. Thesecond clause of the 10th section of the Ist article ef the Constitution, states :— “ No State shall, without the consent of Congress, lay any duty on tonnage, keep troops, or ships of war in time of peace, enter into any it, or compact with ther State, or with a aren power, &c.” But Mr. Biddle claims that the foreign State may become the purchaser of individual claims, and then sue a State. By what principle of law can the purchaser possess greater rights than those which the seller possessed? If that should be admitted, what authority would the United States haveover a compact or contract with a foreign power, not sanctioned by Congress under the above clause? The late accounts from London show a great abun- dance of money. Aletter from very eminent authority remarks, “money here isso plenty that it may be had on Consolsat thirty days without interest. Tnis will give you a better idea of the state of the market than anything Ican say.” The samo letter in relation to American secu rities, states that although there was no disposition to sell American stocks, yet there was as yet none to buy; but the prevailing feeling seemed to be that the erisis here is passed, that commercial and financial affairs are on the rise, and that soon a disposition to invest inthe sound stocks willreturn, This feeling is checked by the pre- sence in London of men who were active in negotiating paper for such rottenconcerns as the North American TrustCompany. If weturn tothe state of affairs inthe interior ot the country, and observe those indications which point to the state ofthe real wealth of the country and the progress of its development, we shall find that the above conviction, that the crisis here is passed, is well founded. ‘There is a powerfnl opposition to the promul- gation of this truth, however, and strangely cnough from those who have heretofore been the most anxious to sustaia the values of paper securitics. This arises from political partizanship. Since the utter dissolution of the late National Bank, the whole policy of the country has undergone aclange. From a high paper system, it has rottrned to a specie level in spite of political partics. Toe party tavorable to a peper system hus been in power more than two years, and in their despite, the revolution has beenonward. The currency hes beceme purified, the exchanges equilized, and the country is now fillirg with money, prices risieg, the <eneral welfwe imprev- ing, and with the increased means and will of the people to pay taxes,thecredit of the Siaies will inevitably be restored cn ¢ firm specie besis. This will deprive the political hacks and their vile or; of their last card ; hence they are firms in opposing al! further reform, inorder that present difficulties may be the handle for plundering the Treasury of the lond revenues nnd other uoprincipled party measures. That the weilare of the whole Union is advancing with steady strides Is evident, from facts 24 indicated in the tolls of the public works. At Cleveland, Ohio, the shipments of flour increased 200 per cent—wheat 100,000 bushels for the month. The value of wheat, flour, and pork, for the month wav $669,492. : It | that has been almost of produce, as the imports of merchandi have been smaller than usual, arising that the profits on produce have been too small to permit the consumers of goods from adding anything to their usual supplies, even at the pre- sent low prices. The Atlantic border is overburdened with money, which will inevitably and soon find its way into the interior,and the present restriction upon trade being removed, whole business of the country willim. mensely improve, carrying up prices and the value of property, and involving the ultimate payment of all the State debts, as a necessary consequence. There can, perhaps, be no better illustration of the pro- gress of affairs in the United States, than is presented by the case of the Harlem Railroad Company. The Wompa- ny was got up ata time of great stock excitement, so much se that the greatest competition existed for its stock at $50 per share. The work went on, and wascompleted from Broome street, in the Bowery, to Harlem, atan enor- mous cost. The Company was by no means exempt from the universal extravagance which pervaded all financial matters, from the Congress of the United States toa Wall street editor. The population of New York, at that time, ‘was 203,000 inhabitants-all kinds of supplies extrava- gantly high. siroad iron in England was £11 6s per ton, or $56, with a duty of $25 perton. The railroad stopping at Harlem hod no communication with any place. The line of the road was not set tled, and the whole dependence of the Company was on a little pleasure travel. The extravagance with which the Company was managed brought it into difficul- ties. In 1840 the rails were laid through Broome and Centre streets. The money for the purpose was obtained from Wall street capitalists by issuing the stock of the Company at50 per cent. This transaction we promptly exposed. The value of the stock was then 6 per cent in the market. From that time we followed the road unre. muttingly through all its twistingsand turnings. On the 29th August, 1841, we stated as follows :— i, other column will be found acall for a meeting of the stockholders of the iiarlem Railroad Company.— The object isto appoint a committes to investigate the actual position of the Company, and to take measures to preserve tothe stockholderathat which remains of their property. Here is 8000 shares which might be controlled by the officers. The ivcrease of the number of shares for July, 1838, to June, 1841, is 16,800, of which there has been issued 7800 during the past year, and during the same period there has been published iu the daily papers statements of enormous increasing re. ceipte onthe road. If these published returns are true, what huve they dong with the money? The extention of their road (to White Plains) wil 3¢ $200,000, and yet no means are provided; but u kind of subscription is to be raised ou mortgage, in the nume of the President, as fol. lows :— «$10,000 0, Mr. Mitchell. ... Scattering...... $50 000 ‘The prospect is, hat a large and additional amount of stock will come upou the market; ond the gre nesses with the stockholders is, how can their difficuiti reme- died, and the vatue of their property be restored.” The attempt to extend the soad on the false basis of credit we exposed and condemned. It is now in piogress forcash, at 25percent of what it would have cost then. We constantly represented the necessity of a change in its manogement, and the stock continued to fall, until, in April, 1842, it stood at 6 per cent, or $3 pershere! At that time many shrewd individuals became convinced that the road, with proper management, could be made im- mensely profitable; among ticm, James Watt, Esq., pur chased one third of the whole stock, and the price rose to 25 per cent in June, 1842. The great value ofthe road caused a competition for the control of the Company, which prevented the advancement of its interests, andthe stock was made a fovt ball through the year, until last spring, at the election, a new direction was formed, and Mr. Watt’s interest was purchased at near $80,000 profit tohim. From that moment the welfare of the road was prosecuted with skill and vigor. Inthe midst of difficul. ties, created by past expensive management, the expenses of the road have been reduced, many new cars purchased, therail re-laid on a greater part ef the road. The road itself is being extended twenty-eight miles to White Plains, The contracts arecomplete and the money subscribed. This extension was attempted under the eld management, by the issue of bonds, which attempt we promptly exposed. The iron has been order- ed, and the receipts of the Company so far in excess of their disbursements that they are fast getting out of their difficulties. Skillful management, economy, low prices, | and the gencral improvement in business, are doing for the Harlem road what they are doing for the whole coun- try, viz : making itimmensely prosperous, on a firm basis. To illustrate the great change in the state of affairs, we may state it cost this year $2,600 to re lay a portion of rail in Broome and Centre streets which cost $20,000 in 1849. Tron is now £5 perton instead of £11, and now pays no duty. The imports on railroad iron having been remitted since the construction of the road, making a difference in cost and duty of $55 per ton. The road now runs through a population of 400,000 instead of 200,000, when it wasbuilt. [It now terminates in a large county town, instead of stopping ata river. The cost of the road to the present stockholders is lesa than $300,000, instead of $1,360,000. The Company are going on their own way, undisturbed by the intrigues and rumors of the old Alba- ny Railroad Company, who have had a charter for ten yearsand never one dollar of subscription. The citizens of New York must now look to the enterprize of the pre- sent proprietors of the Harlem road for an Albany con- nection. State of Trade. Although the European udvices created a better feeling in the market, and the new gave a very encouraging statement of most of the foreign markets, our impression is, that the isapetus given to trade here, cannothe ststained. The depressed condition of Lusiness generally here, induced every one to ueize upon tue slightest hope for a revivel, which, of course, became settled, and aad the temporary effect we hyve noticed, ‘Several important articles of trade have improved dur ing the past week from Yocal cunses. Moclasacs and Sugur have slightly advanced, and bid fair to become still make favourably effected by the increased wante of the trado, and the short supply in first hands Provisions are gredually looking up, end in @ short time, prices must advance, even with the increased receipts. Holdersof Malagatiuitare demanding an advance on previous prices, in consequence of the late news by the Saluda. Cotton—This market is rather dull, but the slight im- provement in prices is firmly sustained.
