The movement at the stock board was small te-day, but prices generally in advance; Ohio 6’s rose }; Illinois 4; Canton 4; Harlem }; and Long Island fell 4. At the new board the operations-were also small. Ohio7 per cent domestic scrip sells at 95 per cent,and is in demand at 18 Wall street. The Havre packet ship Iowa sailed to-day. She takes out $97,620 in specie. Inthe return of the Bank of Kentucky, which we pub. lished yesterday, it appears thet the domestic exchange was rapidly reduced during the six months which has elapsed. During the greater part of thet time the ex: changes have been in favor of New Orleans from the east, and as Kentucky is generally in debt to the east, a drain sets in upon her for New Orleans on eastern ac- count, when exchanges are in that state. It hasalso been necessary for the institution to make use of all its spore eastern funds to purchase the fraudulent stock. This leads to the suspicion that the stockholders have not been fairly dealt by. Since the fraud took place there have been no transfer books in this city, notwithstanding that such was one of the conditions on which eastern capital was subseribed to the institution. The effect of this isto create a difficulty of transfer, which causes the price ef the stock to range 10 to 20 per cent less than it otherwise would command. The bank seems to take advantage of this effect to get in the stock cheap. This is tbe more pro- bable because the stockholders have long and strenuous: ly urged the difficulties under which they lebor, without receiving any attention. We recently alluded to the vexatious misconstruction of the late law in relation to drawbacks to which the merchants are exposed. The following is the section of the law to which weallude :— Sec. 1 That in the case of all good wares and mer- chandise, imported on and after the day this act goes into operation, aud entitled to debenture under laws, no drawbaek of the duties shall be allowed on the same, unless 8 oods, wares and merchandise shall be expor- ted from the United States within one year from the date of importation of the same ; nor shali the additional rate of duty levied by this act en goods, wares and merchan- dise imported in jor: vessels, be refunded in case of re-exportation: Provided, that two and one half percen tum on the amount of all backs allowed, except on foreign refined sugars, be retained for the use of the U. States, by the collectors paying such drawbacks re. spectively, and in case of foreign refined sugars, ten per centum shall also be so retained.” Now, under this clause, which expressly refers to all goods imported after its passage, the department deducts 2} per cent from all drawbacks whatsoever. Goods im. ported three years ago,under the law in relation to draw- backs, as it then existed, are subject to the 2} per cent de. duction under a law expressly affecting only goods im- ported after its passage. Great discontent has been exci. ted on this subject, and many memorials sent to Congress. It does appear that the paltry sum of money acoruing to the government, through a forced construction of this law, is by no means an equivalent for the vexation and uncertainty which it engenders in commercial pursuits, and the positive loss which the whole country sustains through it. If there was the smallest doubt as to the true meaning of the law, it should have been construed ia favor of trade, But there is and can be no doubt as tothe meaning, becausethe construction attempted to be put upon it would give an ez post facto operation to the law, which could not for a moment be sustained. Ina late article upon the destructive operation of the present ti we alluded to the absurd position assumed by a Virginia paper, that the fact that the import of free goods has declined as much as that of dutiable goods, was a proof that the tariff was not the cause of diminished im- port. In order to put that assumption in its proper light, we give a table of the leading articles imported free of duty in 1841, subjected to a duty by the present tariff. It will be seen that if precisely the same quantity had been imported in 1842 as in 1841, an immense diminution would have been apparent in the imports under the head of free goods :— Free of duty. Total 66,019,731 = 61,926,446 127,946 177 in 1842. 5 er cent. 5 ‘and Worsted, Worsted stuffs, Livens, Wool under 8 cents, Other articles, $37,379,423 Thus, charging aduty upen these articles reduced the free goods to $28,640,308, and would have raised the du- tiable goods to $96,666,764, if it had been possible to sell goods under these terms, The actual result was as follows :— Total Imports, 1841, 127 966,177 4 1842, 99,397,529 Iperease, 7,474,187 Decrease, 36,063,035 28 508,048 Now then, under the tarift the import of free goods was about $1,300,000 more than it should have been, and dutia- ble goods $87,000,000 less than they should have been, This was the actual operation of the tariff which went into operation Sept. 1, 1841, and continued ten months, when two months of uncertainty closed the year the im- ports were made. There is no room in these figures to mistake the blighting effects of great and sudden changes in commercial regulations ; and it is of the highest im portance that the tariff should be modified and placed on a permanent basis before trade shall have accommodated itself to the new state of things.
