A remarkable in stance of the mischief which it engenders isseen in the convulsion and disaster which prevailed in England for many years after the war ceased in 1815. In 1803 the to- talexpenditure of the kingdom was £48,999,230, including £20,699,864 paid on account of the public debt, ‘This ex: penditure was yearly increased until in the yeur 1814, it Teached £106,82,260, or $550,000,000. This almost in credible sum of money was yearly drawn from the peo, pleat large, and expended in military and naval opera. tions. The continuance of the war destroyed many in- dustrial employments, but the expenditure of so large a sum ennually by the government built up immense in- terests on the ‘protective system,” dependent upon the outlay of the guvernment; one helf the kingdom was em ployed for thegovernment. With the return of peace the expenditure ceased. Theoutlay of the government, from being £1.06,832,000 in 1814, fell to £65,000,000 in 1817 This inyolved the inevitable ruin of all those interests employed by the war, and the kingdom was convulsed. ‘The expenditure for three periods were as follows: ‘Ten years ending January 1802, £A47,812 773. Fourteen 18:6, 1.069 683,370 Tweive * 1828, 670,198,286 From 1802 to 1816 $3,000,000,000 was forced into the channels of government patronage, and $2,000,000,000 withdrawn in the subsequent 12 years, ‘The terrible diesters that occurred from 115 to 1921, notwithstanding the continuance of the bank restriction, is still rife in the public memory. It was the stoppage of the war expendi. ture before new interests had supplanted those ruined by that event, which inflicted fardeeper misery than the ac. tual war. The present state of affairs in this country is very similar to that of the United Kingdom at the period to which we refer. In order to understand this at a glance, we have compiled from official documents the progress of debt in this country, comprised in three items, viz.:— Bank Stocks, State and City Debt, and the Debt of the Federal Government. All the items are from official re. ports,ai d may be depended upon as strictly correct. The table presents the following resul! Tasue or Pustic Stocks at Dirreaent PeRiops iN THE UNrreD States. In 1920, the United States Bank, with $35,000,000 capital, had just gone into opera, tion. The amount of State stocks was very small. From that year, 1820, the Federal Government paid off $178, 411,218, wluch extinguished its debt, principal and inte- rest, and leftthe total stock debt in 1835 at $66,483,186 only; in the same time the bank stock had been increased near $100,000,000, consequently the amount of money in those two employments had increased $66,000,000, which ‘was perhaps the actual increase of capital in the couutry- Atthat moment, however, the mania commenced, and the aggregate stock debt increased $367,000,000 in eight years, although in the previous fifteen years it had in. creased but 20 per cent of that amount. The inevitable result of this was the revulsion, which threw into liquida- tion $95,000,000 of bank capital, and caused adelinquency in over $11,000,000 of State government debts. In this calculation we have omitted the enormous sums employed in insurance andother company stocks, because there are po means of approximating the true sums. Now, then, it appears, that during a period of fifteen years, ending in 1986, there was very little change in the direct employ- ment of capital ; the surplus only, about $4,000,000 per annum, was put into new siock. During the succeeding eight years, however, the payments of the Federal Go, vernment, $10,000,008 per uanum, not only ceased, but the reverse took place, the Government became a borrow* er, and near $40,000,000 or $50,000,000 per annum, was withdrawn from other employments and put into stocks. Bank capital nearly doubled, and their loans increased in a greater ratio. Money was rapidly leaving its old direct application in developing the resources of the country by stimulating industrial employments, and was rushing into trade through the medium of banks. This had the same effect in changing the employment of the people, and building up immense interests dependent upon bank expenditure, which the war in Europe had in making the people of England dependent upon the outlay of the government. In this case the peace changed the state of affairs. In the present case here the overstrained credits broke down of themselves, and as above $210,746,, 000 became ‘elinquent, and all the bank discounts greatly curtailed. Hence all that immense interest which had been built up dependent upon these credit movements was destroyed, and the country has been going through a collapse in consequence. But affairs are now recovered, end industry and capital are now getting into a healthy direction, and with the constantly increasing volume o; industrial wealth, trade and untrammelled commerce would soon grow £0 asto give healthy employment to the remaining sound banking capital.
