The welfare of the city depends upon a Railroad connection of this city with the east and west, by the Harlem route. Hence the affairs of this company become matter of great public interest. Now that most of the absurd notions of politicians in re" Jation to some paper method of relief to indebted States have faded from the public mind, common sense has ex- erted its influence and the alternative presents itself either totax the people of those States in debt fer the payment in full, er togive up the State property and settle the debts by compromise, In many of the States taxation is utterly out of the question to the extent requisite for prompt pay- ment. The other methed of compromise, is therefore the only resort. Illinois, Pennsylvaniaand Maryland have at temptedit. ‘The plan of the first mentioued State is feas able and desirable for all parties, and there is every proba- bility that it will be carried] successfully into operation. Michigan has acknowledged part of her debt, but post: poned the period of payment some years. When the country, new bare of currency, shall have earned a suf- ficiency of specie, trade will revive so far over its whole surface, as to enable legislatures, without encountering much opposition, to impose a small tax, which will dis- charge such'remeins of indebtedness as will not be settled bycompromise. This}will undoubtedly be the case in IIli- nois at its next session, if the people are encouraged to exert themselves by a present disposition on the part of thelr creditors to help them out of their difficulties by ad- vancing the small sum requisite to cemplete their canal. Florida, Alabama, Louisiana, Mississippi and Arkansas have all met with a common fate. Arkansas in respectto some of its bonds, threatened repudiation ; but it is now pursuing a course of compromise that will do ample jus- tice to all parties. The following extract from a letter to an eminent house in this city will clearly explain the position of affairs there :— Littie Roce, Arxansas, April 15, 1843. « Having thus briefly replied tothe amportant question contained in your letter relative to the prospect of pay pay: ments from the cotton cro} I will, in a few words, = ress my opinion in ent to the Banki of Arkansas, the value ot the State bonds, You are awarethat the two banks ol this State are now in CSpare liquidation. The State Bank is owned exclusiv by the State. The Real Estate Bank is owned by a large number of the planters of the State, who gave their bonds and mortgay se yn. the bends issued ik. Tlearn, ym a very intelligent well acquainted witn the whole sub- ject, that th issued to these two banks $2,600,000 of bonds bearing an interest of 5 6 per cent, ‘which sum constitutes the whole debt of the State. In these bonds the United States have invested for the Smithsonian fund and Indian annuities, $800,000 and $1,200,000 now belong to holiers abroad. The United States and the foreign holders are not disposed to sell for less than par, from a conviction that so rich a State will, with great ease, pay off the small sum that may remain due upon her bond: ter the assets of the bank shall be exhausted. Th: arsthat ubout $2,000,000 of the Arkansas bonds cannot Bop rchased for less than par. 1 am informed by the same Pe yon that ofthe remaining $600,000, about $400,000 are supposed to belong to citizens of the city New York, and the free banks of the State; he aiso represents that more than $150,000 are now owned by citizens of Arkansas thet have been purchased in New York ut less than 40 per cent on the par of the bonds, and that orders have been sent from here that will exceed the whole amount sup- sed to be for sale. The orders are for the bonds issued by the State to the Real Estate Bank of Arkansas, and the demand for these bends arises in this way. This bank was based upon a subscription made by the Planters forthe stock, which stock was paid for by mortgages upor the most ‘valuable plantations of the State for $1,500,000 of State bonds issued to the order of the Real Estate Bank, and upon these bonds money was obtained by the bank for wanking purposes. The State is now willing and ready to surrender to any planter his mortgage seer receiving an equal amount in the bonds of the State ued to the Real Estate Bank. The Planters are now purchasing these bonds at the lowest ice they can procure them in the New York market, as e purpose of redeeming their mortgaged plantations. This is one cause that so many orders have lately sent to New York for these bonds, and it is perfectly ap- arent that this demand must continue as long as the nds are below par. Beside this source ofimmediate de- mand there are many here who wish to purchase and hold these bonds, because they believe that the assets of the Bank will pay not only the debts, but within $500,000 of allthe boodsef the State. The green fields, and vegetation generally, in Mary. land. have improved very much within the last two weeks, and now present a promising appearance. Should the season continue favorable, we may expect a fair aver- age crop of whi In Obio, fears were entertained by many that the past severe winter would materially injure the wheat crop. Ani we learn from some of the North Ohio papers, that in a few instances fields of this grain were “frozen out.” But we are happy in having it in our power to say that the wheat fields in the vicinity of Zanesville look well. From present appearances, more than an average yield may be anticipated, More ground was put in wheat last fall than has been the custom heretofore in that valley. The wheat fields in Michigan are represented to look unusually well for the season, being already elothed with arich mantle of green.
