Friday, April 7—6 P.M, There was a good deal of excitement in the street to day in relation to the disappearance of Mr. Jacob Ship- man, theagent for the brokers between this city and Phi- ladelphia. He constantly travels between the two cities with very large sums in money, a knowledge of which hos led heretofore to several attempts to take his life. On Tuesday he left this city the lasttime, andon Wednes- day returned in the train as far as Trenton, with funds estimated at $150,000, At Trenton the conductors missed him, and felt uneasy, but supposing that he had got off the car for some purpose, and was detained, said nothing about it. The letters which were in his possession came on from Philadelphia through the mail, endorsed by the clerk to the effect that tl © postage had not been paid. It would seem that at Tren- ton he had been decoyed from the train, murdered and robbed. The perpetrators then went on to Philadelphia, pnt the letters in the office to lull suspicion, and took all the gold and packages of money. Shipman not making his appearance yesterday, he was supposed to be in Phila delphia, and in Philadelphia he was supposed to be here; mutual letters to-day discovered that he was missing. No dortbts are entertained as to the integrity of the missing man. The Bank of Portland capital, in 1938, was $365,000, and was reduced $75,000 in that year, and $100,060 in 1841, and is now liquidated. We believe that this is the only nation so de- nationalied as to use or recognize a foreign coinage, We hove been near 70 years an independent nation, with a currency as laid down by the the constitution, of gold and silver, in doliara and cents; the dollars divided into halves, quarters, tenths, and twentieths; yet so inveterate is cus. tom, that almost all the business of the country is done in pounds, shillings, and pence, although there is no such money. Even Congress has fixed the rates of postage by | the Spanish coin, mstead of that of their own creation; postage is charged 6} cents, 12} cents, 18 cents, according todistance. So gross and disgraceful 4 proceeding is done by Congress while continually talking of “regulating the currency.” This isa favorable time to remedy the matter. Postages are too high, and the rates should be reduced to 5 cents, 10 cents, and 15 cents. These would be American prices, payable in American coin. Generally there is no profit to apply te any purpose reimbursing the cost of and all the production, amounts paid here for State interest, bank dividends, &e., will bea diminution of the western capital to the same ex- tent. This is one of the greatest evils of the credit system. It entails upon the people an annual and certain charge, which must be paid at all times, whether they earn orlose money. If a farmer mortgages bi ing an interest say $100, and hasa good crop y bear. ding jand him a profit of $500 for the year, he will not sensibly fee) the mortgage, but if in the succeeding year, his crop fails or sells at prices se low asto afford no profit, his capital must be diminished $100 to pay his interest, aud the bur. den becomes intolerable. Precisely in this predicament are all the agricultural Statee this year. Prices through 1842 were constantly falling. The capital they consumed: and the labor they paid in the production of present crops, were far more valuable than are the crops now. Hence there is no profit, and to pay taxes to go out of the State to foreign stockholders, is to draln the life-blood of the com: munity. It deprives them to that extent of the means of prosecuting their industry in the future,and consequently not only impoverishes them now, but entails poverty om hem. We have heretofore remarked upon the great difference which exists between a debt owned within a country hav ing the interest payable to its own citizens, and one owned abroad, causing a yearly exportation of the produce of in- dustry for which no equivalent is received. In England,’as we illustrated on a former occ 12ion, the debt being owned athome, has,in a lapse of 28 years since the war divided England into two classes, viz: the rich tax receivers, and the poor tax payers. ‘The fact prices of stocks and funded property, and the Jow prices of all products of industry. The industrious tax payers have, in the period above alluded to, earned and paid to the stockholders, $4,200,000,000, a sum equal to all the es- timated value of property inEngland. The consequence is, that all the property is in the hands of 297,000 stock- holders, and the nobility, whose ability to consume the products of their industry has not ‘ncreased at developes itself in the high i. On the other hand, the masses of the people, although they work as much, get less pay, and their ability to consume the products of their industry has decreased until they are atthepointef starvation. This isthe true cause of the stagnation of trade and Jow prices. Ireland presents another [phase of the effects of the same cause. It is now near 60 years since the union. During all that time, the wealthy landholders have residue in England, and near £4,000,000 per annum of taxes hasbeen levied in Ireland, and carried to England. The absentee rents, mortgages, and insurance paid by Trelandto England, were state in a parliamentary paper at £6,000,000 per annum. The average revenue derived from Ireland has been £3,803,000. This is £9,908,000, or in round numbers, $50,000,000, earned by the hard indus- try of the poor Iri thir ty oligarchy in England, ind wrung from them by a blood to pay the soldiers that en- force tLe robberies and the debt contracted to pay the ex- penses cf hanging those glorious sons of Ireland who for- feited their lives rather than consent to the oppression, In this way Ireland has earned $2,500,000,000, which has been robbed from them and spent in England. Is it any wonder that Ireland is poor? that her people are starving on one of the finest soils of the world? The constant drain has prevented any accumulation of capital. The labsrs of her people are those of Sysiphus, and the credit system is the seive with which they are dipping the water from their well.
