It is mestly octsupied with the State curren- cy. It has seme salutary recommendations, but discovers a disposition still to tamper with the insolvent banks, with the exception of the Mebile Branch, of which he speaks as follows :— The Mobile Branch, the one? excepted, cannot be so re- garded. Her inordinate circtilation in proportion to her Specie, and her heretofore reg ularly accumulating, and now vast amount of suspended debt, taken in connexion with her whole policy for a sevies of ta lead me to the irresistible conclusion, that she should cease the functions of banking. [recommend, therefore, that that branch be put into an immediate state of liquidation, under such re- ulations as the wisdom of your henorable bodies may think best. He states that the fear thet this branch would be put in liquidation without adequate means to redecm its cireu- lation, which forms most of the currency of the State, hos depressed the bills. He therefore recommends that, asall the debts due all the banks are the property of the State, and the liabili of the banks are State liabilities— “1 submit t Legislature, therefore, the propriety of adopting suitable provisions, requiring all the other State banks to receive in paymerré for debts due them, the bills of the Mobile branch, in the event that that bank should be put into liquidation.” In relation to the other branches, the message recom, mends :— “Tam clear in the conviction, that there is more bank- ing capital inthe State than is needed, or can he profitably employed. Isubmit therefore to the’ @cneral Assembly, the propriety of greatly reducing the capital of all our State institutions, and applying the amount thus with- drawn to the purchase of our State bonds, under such regulations as may be prescribed.” ‘The Governor states that the theory that a State can be relieved from taxation through the profits of banking, has entirely failed. “T have no hesitation in saying to the General Assembly that the tax for the Uy of the State government should be renewed, and the banks relieved from its payment, as well as every other sum withdrawn from the means of their own support.” Tn relation tothe State debt, the Governor remarks as follows :— “ The amount of interest which will be due on the State bonds for the ensuing year, and the periods when it is to be pai ill, it is peeaeey, be fully made known to you by the reports of the commissioners appointed to examine the several banks. I most respectfully invite your attention to the subject, and recommend that suitable and permanent aes be made forits payment upon a sure basis, and yond all possible contingency.” ‘To sustain the credit of Alabama will require a prompt levy and collection of a heavy tax. The Governor states that he addressed circulars to all the county officers, for information in respect to the amount of taxable property, but could obtain but very little factory information on the subject. What a singular vagary possessed the brains of the Legislature, to imagine that the earnings of banks are not obtained from the people. The State of Alabama exports annually $600,000 worth of cotton to pay the in- terest on money borrowed in Europe at 6 per cent, und lent to planters at 8 per cent. That cotton 1s not tn: less the result of the labor of the citizens of Alavama because itis extracted from them by the operation of bank paper instead of the tax gatherer. This absurd delusion is rapid- ly passing away. ‘The inaugural Address of Governor Shannon, of Ohio, is before us. It promptly condemns the creation of a na- tional bank, as unconstitutional and inexpedient. It ad_ vocates a tariff for revenue, and opposes oppression in theshape of protection. After briefly discussing this mat- ter, he adds— “The idea, therefore, of building up a home market for the vast productions of the west is, in my judgment, vision- ary in theextreme. We want the market of the world for our productions, and that policy that has a tendency to cut off our foreign trade, and exclude our staples from the foreign market, is hostile to our true interest.” In relation to the State debt he observes :— “I would respectfully urge upon you the policy, and even necessity, of avobling "ony Tuttle fneréede of our State debt, except such as may be demanded in order to meet promptly and faithfully our present contracts. ‘Ihe credit of our State and the public faith should be held in- violate.” The resources of the State of Ohio are estimated as fol- lows, for the present year :— Wheat crop, bushels, 24,000,000 “consumed, 10,000;000 Surplus exported, 14,000,000 at 0 cts, —_ $7,000,000 # ‘Other produce, $13'400,000 Total exports, 000,000 Value of goods imported, bared Surplus exports, $12,000,000 This alone, when added to the present amount of circu- lation in this State, would furnish us with'an amount of currency which would give to business, and the various branches of industry, a healthy and vigorous which would be stable and nt, because it be real and not fictitious. Those debts are, however, in a rapid pro- gressof being paid, and when’ once satisfied it -will: quire but a few prosperons crops, and fair prices, to e ble us to obtain, in return for our various exports, a sound, healthy and abundaat circulation for all the prac- tical uses and business operations of the country.” In relation to the banking system, the Governor shows alittle hankering after “facilities.” He does not oppose a system of banking with increased liabilities of the stock- holders, and such legal guards as will prevent an inflation ofthecurrency. He would confer on associations of men the power to inflate the currency, which is profitable only in proportion to the inflation, and then attempt to restrict them by conditions.
