Do they constitute a debt]or de they not? ‘These icle empts to reduce the nominal amount of the debt, y injurious to the credit of the State. The liabili ties ofthe State for its credit loaned to public works, are not included in the debt, because the companies are lia- ble forthem. The Comptroller takes Mr. Hoffman round, ly to task for including them in the debt in his report, and yet, since that report was made, two of the companies to whom the credit was bound, have failed, and the Comp troller himself is now constrained to add the amount of their credits to the debt. The credits loaned to the other companies will most undoubtedly fall upon the state. ‘The orders issued by one of them to their contractors are even now protested in large amounts. If such debts cannot be paid, khow will the State interest be met in another year? The actual debt of the State Sept. 30, 1s4l, therefore was $23 652,268, leaving interest $919, 704. Since then $1,000,000 additional stock has been iseu ed to Rail Roads, making the debt now $24,652 Mr. Hoilman gave the actual debt in May last at $20,866,253. From the close of the fiscal yee Sept. 30, 1841, up to Dec. 31, 1841, the following amounts of State credit were is- sued to compa Scheneotady and Troy.
