HE NEW YORK HERALD Vol. Vir.~No, 305. Whole No, 1073. NEW YORK, WEDNESDAY, JANUARY 19 i842. Price Pwo Carts re aati re oe | Baon Manion We hice ben TS Mexico.—We hive been favored with a file of Mexiean papers, from which we glean the following ite The United States ship Peacock, one of the ves- selsof the Exploring Exhibition, was lost off the mouth of the Columbia river on the 18th of July last. Her officers and crew, the chronometer, charts, &c. were all saved. It was expected that the brig Thomas H. Perkins would either be bought or chartered forthe conveyance home of the crew of the Peacock. On the 9th of October last the Representatives appointed by General Sanra Anna, two from each Departmint ef the Republic, met and chose him President of the Mexican Republic. ‘The next day he look the oath of office in the Ha!] of the Cham- ber of Deputies, and the same evening appointed as his Cabinet Ministers— Manvet Gomez Pevraza, Minister of Foreign Relations and Government. Wherefore the voice of the Lord is unto ps ends of the ear'h, that all that will hear may hear : re ye, prepare ye that which istocome, for the Lord “8 nigh, and the anger of the Lord is kindled, and his sword is bathed in heaven, avd it shall fall upon the inhabitants of the earth : and the arm of the Lord shall be revealed; and the day cometh that they who will not hear the voloea of the Lord, elther the velce of his peresats, nel. er give heed tothe words of the prophets, and apostler, thetitee cut off from among the people; for they have strayed from mine ordinances, end have broken mine everlasting covenant ; they seek not the Lord to estab- lish his righteousness, but every walketh in his and after the image of his own god, whose in the likeness of the world; whose substance ball ‘ish in ny il: Albany, (Correspondenee of the Herald.) Sarvnpay, January 15, 1812. Mr. Horreran concluded his speech on the State finances to-day, He contended that if the predie- tions and reasonings of Mr. Frac as evinced in his last report as Comptroller had been heeded, the State never would have been plunged in the almost endiess debt under which it now labors. He said the effect of Mr. Ruceves’ visionary recommendation would be to bring us to the block in 42. He char- acterized the policy of that report as being to bor- row, to give—but to pay is out of the question—to pay isleft to the future, a future which has reached ur, while we are yet standing in the present. Why, 1. Wherefore 1 the Lord, snowing the calamity which he said, is not the sinking fund that is there parad- ed, brought into use to restore the sinking credit of sual occurrence! If very great mismanagement should come upon the inhabitants of the earth, called upon my servant JOSEPH SMITH. Jr.and SPAKE the State, instead of the temporary loans so affec- did not exist, how is it that a fellow has managed in ina few years, by hauling the cars from Broad street to the inclined plane, a distance of three miles, and furnishing moedas a few of the watering stations on the road, to make thirty or forty thousand dollars ? He is now one of the clique who talk of leasing, aye, or buying the road. Is it at all surprising that the road pays a beavy loss, with such persons prey- ingupoait? Reform it, Mesere. The articles admit- ted into the Herald, irom the ‘ Times § Seasons,” have never been garble d, but published entire, with editorials free from the prejudices a supersti/ions of the age. That deservedly popular and widely circulated paper, has been of incalculable benefit to ws, as a people, by conveying to the ears of thou- sands, who would otherwise ‘have remained in igno- rance of correct iaformation in relation to our doc- trines and practices—our men and measures. Search these Cyn Ge for they are true and faithful, and the Prop! eae and promises which are in Hed. pany,” in 1837 or 1889. Most_of your readers are doubtless familiar with the history of the rise and progress of this celebrated band of financiers, and it may, therefore, not be amiss to relate a little an- ecdote connected. therewith, as furnished by one of the gentlemen composing the company to a friend of mine a few days since. After commencing opera- tions with a stock of $40,000's worth of dry goods, ‘n, (for home censumption,) from the United States Bank, the: viendid hotel in the wil- demees, after the model of the United States Bank at an expense of $2500. ‘They done a devil of a business in the way of building houses, clearing tana, locating roads, selling lots, water privileges, &c. &e. This done they got up a splendid plot or plan of the town, with a rail road direct from Bos- ton to Ports don, which, in its progress crossed numerous rivers aad mountains, including a lake sixty miles wide without offering the slightest im pediment! As long as the money lasted things went on swimmingly, but at last came the crash, two hua- dred of the Michigan * wild cat” banks went by the board at once, and worst ofall, the ‘ Monster su pended the second time.” Here was a pretty ket tle of fish,” said the narrator ; “all our fond hopes of making a "fortune vanished into thin air,” Ina few weeks after the last nuentioned event, each member of the company (we were not incorporated) recei ed a notice from the President of the Bank, request- ing the payment of the $110,000, offering to take $10,000 cash, and the balance within nine months. Shortly afier I received the-notice addressed to-me, I met Bill B——, another of the concern. ‘* Well Bill, what do you intend doing %” ** Why,” replied he, “as it is a trifle, 1 propose paying off at once by giving them my personal property.” “Your personal property! and pray what personal property have you got worth $110,000?“ Why, hav’nt I ’a wag- gon that cost me $10,000, a horse worth $40,000, and a bull-dog that’ ‘3 cheap at $60,000 ; and don’t that together “mmake just the sum we owe them?” That's the last ever heard of the Port Sheldon Land Company. Mr. Recorder Vaux has done himself much honor ternal solicitude of the Legislature. The truth was there was no sinking fand—it was wholly imagina- ty, or if real, was by the stated officers so entang- led amid the confusioa of worse loans, as to be use- leas, He contended that the protraction of State credit was not owing to causes unforseen, or to re- vuisions in the commercial world, but to speculation, individual speculation, and worse thanall, to State speculation. Ia the fair and regularcourse of trade, Ke distress had existed. Those who felt and ex- claimed against the revulsions of the times, were the speculators, led on by that gang of thieves, the Uni- ted States Bank. The stocks of the State had been poured out on the shores of Europe, as though Eu- rope would never tire of making loans to us, and the reaction consequent upon prodigality like that, had caused the credit of individuals, corporations, municipalities and States, to crumble to the earth. ‘Then it was that the withering hand of deficit be- come visible and felt. Ali this (said Mr. H.) might have been foreseen by the Executive. Any one might have known what would follow. The diffi- culties of 1842 can scarcely be disguised. Have we any ways and means? Does the message of the Governor point us to any, asa source of relief? The credit of the State is left without protection. It is hanging on the shambles of Wali street, and what adifferent spectacle is presented trom the firm and rock founded basis on which it was left by the ad- ministration prior to the present. The present Ex. ecutive was more distinguished by the spirit of hope than by the calculations of fact, and that appeared to be the error of those whom his partialities have selected to surround him. He scouted the idea of any further extension in the issue of state stocks. He believed a large issue, even such us was contem. plated by the Governor, would be not cole on the road toruin, but ruin itself. We might talk of re- pudiation—might poleetely resolve to repudiate, ne- ver to pay, but time could cure all that. All that would not operate so effectually to crush, irretriev- C.
