NINISTER'S PN 0 DRY UP NATION Suggetons St by Rev, V. L. Phle i Duraa Cmi The plan for federal prohibition onforcement submitted by Rev. Ver- non L. Phillips of Kensington in the Durant prise contest, and which won official recogition has been released for publication by the Durant prize award committee. The plan offered was as follows: 1.—A federal department of pro- hibition: There shall be a federal depart- ment of prohibition enforcement, that shell be under the direct cor.- trol of & member of the president’s cabinet who shall be directly respon- sible to the president of the United States for the conduct of such de- partment. This department shall be charged with full responsibility for the enforcement of the national pro- hibition act together with the neces- sary legal departments that shall be necessary for the free working of the several agencies concerned in sald enforcement. II.—A federal monopoly of alco- hol: The manufacture, sale, importa- tion and transportation of nlcohol‘ in all its forms shall be prohibited | to all private individuals. A mon- opely shall exist in favor of the fed eral government with regard to all forms of alcohol. The traffic in al- cohol shall be rigidly prohibited ex- cept as such traffic shall be con- ducted by the federal government to meet all legal needs for medicin- al, mcramental, industrial and me- | chanical purposes. TIL.—The concurrent powers of the federal and the state govern- ments defined: The concurrent powers and res- pective duties of the federal gov- ernment and the several state gov- ernments shall be more clearly de- fined to show the primary duty of each with regard to prohibition en- forcement. However, in no case shall the assignment of a primary sphere of responsibility be inter, preted to prevent either its respec- tive rights and duties within the whole scope of prohibition enforce- ment. The primary duty of the federal! government shall be to control all manutacture, importation and trans. portation of alcohol in all its forms, together with the supervision of the sale of alcohol for legitimate pur- poses, The primary duty of the severa: states shall be to prevent all sale of alcohol by private persons, whether for beverage or other pur- poves. Each of the several states shall enact and enforce laws for the sup- pression of the traffic in alcoholic liquors that shall be in harmony with the federal law. In the event that any state shall fail to enact and enforce such laws it shall be the duty of the federal department of prohibition to attempt such en- forcement of the federal law as may be posaible. IV.—Two main interests of the federal department: ‘There shall be two main flelds of | actiyity for the federal department of prohibition enforcement. The first shall be the enforcement of the law together with the necessary| supervision of the legal manufacture | and distribution of alcohol in its| varjous forms. The second fleld for the activity of the federal de- partment of prohibition enforcement ; shall be thé planning and promotion of & program of scientific education | regarding the nature and use of al- | cohol. This is clearly within the true sphere of such department be- cause the real enforcement of any law depends upon the support of an | informed public opinion. Such scientific education by the federal government shall in no way interfere with similar education be- ing done by private individuals or organisations. But that, he says, brings up ques- tions as to how it sticks, how it dissolves, how it transfers and solid- ifles its bedy, why the solidified part | becomes more and more elastic as it grows older and moves to the rear, and where the energy comes from. While the importance of this knowledge may not be very obvious, he explains that if an insight can be had into the processes involved in movement in amoeba, it will help zoologists to understand other vital | processes. The power of locomotion is not | the only thing amoeba has in com- mon with human beings. It has all the fundamental characteristics | of living things. It responds to all the main conditions of life except social relationships and sounds, re- produces its kind, selects its food, and gives evidence of ability to learn, changing its type of reaction to certain stimuli when trained to | do so.
