For that reason and because of the previous- ly expressed sympathy of the presi- dent for the proposal, 8mith said he felt hopeful that the chief executive would approve the bill in its pres- ent form, Mr. Swing |that Representative Douglas, demo- | |crat, Arizona, and Representative | Leatherwood, republifcan, Utah. | would oppose adodtion of ‘he senate |amendments. \Norfolk & Western Head Married to Young Girl New York, Dec. 18.—(®—Arthur ‘Ch»rlen Needles, president of the Norfolk & Western Rallway com- pany, and Miss Edith Hortense Clarke of New York were married this morning at St. Bartholomew's church. Mussolini in his article enjoined Italians to “be frultful and multi- d cited Berlin as an example olded of a city grown by in- flux from without instead of by a natural, healthy increase in its own population. Replies in Press Dr. Boess in replying through the |columns of a Berlin newspaper ac- knowledged with regret that Berlin, with it four and a quarter million inhabitants, has the lowest birth rate of any of the world's capitals. | Between 1921 and 1925, with an in- ‘crelu of 213,874 in population, there was an excess of 0.8 a thou- |sand of deaths over births, while | Paris, with a low birth rate showed an excess of 0.5 a thoysand of births |over deaths, although its population {had diminished by 85,043. New York | had a birth surplus of 9.9 per thou- sand between 1923 and 1925 with a idecrelle in population of 54,269. Rome had a surplus of 8 per thou- sand with a population increase of 75,088, and Chicago a surplus of 9 per thousand with 293,534 increased population. It is true, Dr. Boess said, that | Berlin’s population has grown by in- flux and not by birth. Recent statis- | ties moreover, shows there are more marriages than legitimate births. Also Berlin has a relatively greater surplus of women over men, the {dred inhabitants | struck ration being 1177 women to 1,000 men. This is only execeeded by Paris with 1,210 women to 1,000 men. Rome has 971 and Chicago 972 women 0 1,000 men. In this and in the fact that Berlin women are en- #aged in trades and professions in greater proportions than those of other capitals, Dr. Boess saw as con- tributory causes to the natal de- ficlency, two-fifths of Berlin's trade and business population are women, compared to only one-quearter in Chicago. The lord mayor added that 75 per cent of Berlin brides were in business up to the day of their mar- riage. As for Premier Mussolini's conten- tion that Berlin is a city of old peo- ple, Dr. Boess said only 7.8 per hun- are 60 or over, whereas the proportion in Rome is 10.1, in Paris 10.4, and in London 9.2, although in Chicago the figure is as low as 5.8. Summing up, the lord mayor said the decline in births in Berlin need not and must not continue. He be- lieves the downward movement would cease as soon as Berlin had money to build homes, give its popu- lation more air and sunlight and more work and bread. He contin- | ued: “The lack of new housing accom- modations, the inadequacy of old | tenements, unemployment and poor | nutrition are causes why Berlin is | the only capital city without a birth surplus. Birth control is an instinc- tive, but unwise method of self-help by people against unemployment and | under nutrition. It is a popular fal- | lacy to say that these evils grow with the growth of the population.” PETRUSKIS IN COURT Rockefeller Relatlve Betrothed" |Norwich Bulletin Damaged by Fire| }nhnut 1:30 this morning.
