NOT MONEY ENOUGH - T0 BUY AIRCRAFT Tetimony Heard That Army Finances Are Hampered Washington, Oct. 16 (A—Briga- diar General Fox Conner, finance of- ficer of the army, told the president’s alr board today that because of the onomy policy of the govern- ment,” the war department had been unable to increase the size of the ztmy alr service as recommended by (he board headed by Major General Willlam Lassiter, “So long as the ammunition re- werve s disappearing,” he sald, “all money demands Increasing due to exhaustion of stocks, animals r tained in service beyond their us fitlness and 40,000 officers and men are llving In war-time shacks, the war department would, ta my opin- ion, be quite unjustified in urging the Lassiter board program to be exclusion of all else, There would be little left for the rest of the srmy it the La#fiter board program were put Inte eftect without ingreas- ing tota! appropriatones. Genaral Connor told of other problems of financing facing the war department, “The department,” he sald, “has programs for strengthening our de- fensés both In the air and on shore, ifn Oahua and Panama a program for a slight Increase in the regular army other than air, the Natlonal Giuard programs, the organized re- serve officers’ training corps, and the citizsns' military training camps program; and others as well. “Altggether the war department has 13 separate programs; some of which have recelved approval and some of which have not. Taken separately each may make out a case of vital importance, But each would cost additional large sums of money and if all were put into effect the cost of the army would reach more than $400.000.000 1in a single vear. Under the present pollcy of paving off the national debt and re- ducing taxatien no such sum is available. Establishment of an alr corps apart from the army but functfoning under the secretary of war would of course increase costs.” In the 1226 estimates, General Conner gald, the war department ne- glected and curtailed many neces- mary things fn order to put every possible dollar into primary es- timates for the air service. The ap- propriation for the regular army was deereased by nearly five per cent, while that including contraet authorizatlon, for the alr service, was fncgeased about 25 per cent. Major General Patrick, army alr chief, desjrex, he continued, a total of 1.258 planes by July 1, 1927, and | estimates he would require $7.550.- A00 in 1927, for the purchase of new planes, TIn iitflon to this econ- tractural ohbligation of $2.150 nmj‘ must he met | he sald. “the “As against this, rtment has allawed in es- | #imnfes the sum of 89,900,000 r-rl 2100.000, more than the eztimate of | Patrick.” | | | de e —— City Advertisement | ACCEPTANCE OF CAMBRIDGE TREET by given that a hear held before the a of .
