e WELLON IS FOR TAX | ON MOTORS AND GAS Levy on Cars, Per Horsepower, Proposed to Meet Income Drop Washington, I, C,, April 21 —Fed- erai taxes on gasoline and on motors according to horse power may have to be resorted to as a means of ralsing a part of the $350,000,000 deficit an- ticlpated by the treasury department because of the slump in income tax collections, The sentiment both in congress and in the treasury department is strong against resumption of the go-called nuisance taxes, such as on railroad tickets, ice cream soda, other fountain drinks and the like. They will not be put back unless it is absolutely neces- Bary. The treasury department at present {s without any definite program to of- fer to congress for making up the de- fleit which is expected to be met by a supplémental tax Dbill. Secretary Mellon sometime ago suggested the taxes on gasoline and motors, but the {dea was ignored in the last tax bill. The undarstanding is that he still be- lieves this would be a means of rais- ing some of the money required No Plan As Congress in recent wecks has been too much concerned with the soldier bonus and kindred subjects to give much attention to the treasury deficit and In consequence there is little or no talk as to what course will be fol- lowed to get the money appropriated. The deficit is coming with consider- able surprise to most of the members who believed that with the last tax bill and with the tariff enough money would be forthcoming to meet re- quired expenditures. Efforts will be made, according to present indications, to obtain a sales tax, but sentiment is m®ch against it, particularly in the house where the chief opposition is from the agricul- tural bloc. President Harding will be brought Into conference soon as to what course should be followed, and it may be that he will have recommendations to make. The consideration of the tax bill in addition to the many other matters in the legislative program will keep Congress at work longer than had been anticipated and there is talk that the task will not be over much before September 15, almost time to start the Autumn campaigns.
