Sprague. Various comedy stunts followed, in which each troop performed its share. Senator Harrison, democrat, Mis- sissippi said there apparently was a ‘“diabolical plot to do things under cover.” He called attention to the transfer of former Chairman Bartlett of the sistant postmaster general saying the appointment was significant of civil service. He said Mr. Bartlett now had the appointment of all post- masters and might be considered as in sympathy with views of Senator Moses on political spoils.
