The dictators are by no racans influential, nor is their admin- istrative policy anything like that of Holsheviks. JAPAN SERIOUS ON DISARMAMENT PLAN Naval Minister Desires Prompt Action Tokio, Sept. 20.—(By Mail)—Sim- plicity and modesty are the striki traits of Admiral Tomosaburo Kato, Minister of Marine, who as Japanese delegate to the Washington Confer-j ence, will fill a most important role in the deliberations there. A con- servative Japanese newspaper said that he could handle all the problems| that may conceivably be brought up at the conference with as mueh intell- igence and skill as anybody else. But| his strongest recommendation is that| of being a man of decision who will not hestitate to assume necessary responsibilities at important moments without reference to the home govern- ment. He has in fact been the head of Japan's marine since August, 1915, collapse of ministries having left Kato unaffected because his capa- city was held to be above all consider- ations of politics. He was born on February 22, 1859 in Hiroshima and after passing through different grades of the service he took an eminent part in the Russo-Japanese war, being the right hand officer of the famour Ad- miral Togo.
